1.3 SPECIAL SCHEDULING REQUIREMENTS
Restored Levee Level of Protection: The physical, structural, and functional re-establishment of the levee system to its pre-damaged condition. This restoration successfully returns the levee’s capacity to manage the designated design flood event without structural distress, uncontrolled seepage, or embankment instability. The Contractor must reconstruct all damaged sections of the levee to the design lines, grades, slopes, and elevations shown on the Contract Drawings. The finished crest elevation must match or exceed the pre-damaged design grade to account for historical settlement and design freeboard requirements. The level of protection is not fully restored until the embankment is resilient against hydraulic shear stresses. The Contractor must complete all riprap armoring, scour protection, and establish a continuous, healthy sod cover (hydroseed) to prevent surface erosion. Restored Levee Level of Protection must be complete by October 01, 2026. Liquidated Damages will be assessed for everyday the contractor does not have Restored Levee Level of Protection past October 01, 2026, per Spec 00 72 00, FAR 52.211-10 and
FAR 52.211-12.
1.4 SUPPLEMENTAL ANTITERRORISM/OPERATIONS SECURITY REQUIREMENTS

Trucks used for hauling need the capability for rapid, unassisted dumping and are to be equipped with a functional tailgate or rock lip to contain materials.
3.2.2 Temporary Material Storage
Dump material on the levee shoulder before placement on levee slope.
Where no shoulder exists, material may be dumped on the levee top. The Contractor is responsible for repairing any damage caused by construction activities, restoring to pre-construction conditions at the Contractor's own expense.
SECTION 35 41 10.62 28 Page 6 R0001
3.2.3 Protection
The Contractor is responsible for protecting the materials from displacement and changes in moisture condition until accepted. Any material damaged, contaminated, or rendered unsuitable for placement due to the Contractor’s negligence will be replaced at no cost to the Government.
3.2.4 Excess Materials
Remove all excess material hauled to the site and not used by the end of the work.
3.3 BASE PREPARATION
Re-establish the levee profile to the slope indicated. Dress areas on which the fill material. Scarify all surfaces before new material is placed on them. Dress humps and depressions within the slope lines to provide relatively smooth and uniform surfaces.
3.4 LEVEE BENCH CONSTRUCTION
As necessary, construct a bench along the levee slope to provide a safe and level platform for heavy equipment to access the levee. Restore the levee slope at the conclusion of work.
3.5 PLACEMENT OF FILL MATERIAL
Place fill material as indicated. Place and spread fill material uniformly on the prepared base to avoid damage to the prepared base. Repair any damage to the surface of the prepared base during placing of the material before proceeding with the work. Finish each layer to present a reasonably even surface, free from mounds or windrows, and ensure the final surface conforms to the indicated lines and grades. On slopes not covered by revetment, track over the final surface with at least one pass of steel-tracked construction equipment heavy enough to imprint the tracks in to the fill. Track equipment perpendicular to the levee centerline when performing the final grading.
3.5.1 Compaction
Do not exceed the uncompacted lift thickness to more than 6 inches for embankment fill. Do not exceed uncompacted lift thickness to more than 8 inches of low-permeability fill (clay). Moisture condition all fill material to within 2 percent of optimum moisture content, place it in lifts, and compact it by a minimum of four passes using mechanical methods capable of achieving 95 percent of maximum density in the four passes. For Site 3, where new embankment material will be placed, compact each lift to a minimum of 95 percent of the maximum dry density as determined by the Contractor in accordance with ASTM D698. While compacting, level and manipulate to ensure uniform density. Provide firm and unyielding final surface for foot traffic.
3.5.2 Fill Material Placement in the water
Do not place fill material in the water. In locations where levee construction requires placement of material in the water, use riprap or quarry spalls.
SECTION 35 41 10.62 28 Page 7 R0001
3.6 CRUSHED SURFACE BASE COURSE
Where indicated on the plans, place Crushed Surface Base Course in layers of uniform thickness. No individual layer maybe thicker than 6 inches. Compact crushed surface base course to a minimum of four passes using mechanical methods capable of achieving 95 percent of maximum density in the four passes.
3.7 PROTECTION
The Contractor is responsible for maintaining the repaired levee until final acceptance. Any material displaced due to the Contractor's negligence prior to acceptance is to be replaced at the Contractor's own expense.
3.8 HYDROSEEDING
Immediately before seeding, restore soil to proper grade. Do not seed when ground is muddy, frozen, snow covered or in an unsatisfactory condition for seeding.
Apply seed within twenty four hours after seedbed preparation.
Seeding method must be hydroseeding.
First, mix water and mulch. Long-term mulch must be applied at a rate of 3,500 pounds per acre and no more than 2,000 pounds per acre can be applied in a single lift. Then add and mix seed and fertilizer to produce a homogeneous slurry. Seed must be mixed to ensure broadcasting at the rate of 90 pounds per acre. When hydraulically sprayed on the ground, material must form a blotter like cover impregnated uniformly with grass seed.

1) In the description of work on CLIN 0002 it is called out that the Contractor shall excavate and dispose of the grubbed material and the levee material excavated. Is a waste site provided for these materials or is the responsibility of the Contractor to dispose of these materials?
2) In the Description of work on CLIN 0002 it states: Excavate the 4-foot-wide cutoff wall to the target depth in short, sequenced sections to maintain side-wall stability.
Is it anticipated that the trench sidewalls will be able to stand for long enough for the excavation to be accomplished and backfill to occur without the use of a double stacked trench box?
3) What is the anticipated and or historic rate of production on these types of cutoff walls? Specifically if you could tell us how many feet of cutoff wall has been constructed in a single 10 hour shift?
4) CLIN 0002 directs the Contractor to place material in 8" thick lifts and compact. Is the compaction method vibratory or static?
If static, does a compaction sheeps foot wheel which attaches to an excavator suffice?
5) CLIN 0002 directs the Contractor to place material in 8" thick lifts and compact. Is compaction testing required?
6)CLIN 0003 & 0004 have the same language for the disposal, please provide answers on those as well.
7) CLIN 0004 states: Prepare and compact foundation subgrade. If soft or yielding areas are identified, over-excavate and replace with approved structural fill.
If this is to occur will the over excavation and replacement material be quantified and paid via change order or is there an estimated amount that the KO advises bidders that they should include in their bid for this Work? If so, what is the estimated amount of soft or yielding material that is anticipated?
8) CLIN 0004 States: Place approved embankment fill in horizontal loose lifts not exceeding 8 inches. - Compact each lift using mechanical compaction equipment
Note #5 on plan sheet C-303 states: Place 6" loose lifts and compact to 95%. Please confirm which takes precedence.
9) Is compaction testing required? If necessary, is compaction testing to be paid for by the Contractor.
10) Is the Contractor allowed to perform Traffic Control on the adjacent roadway?
11) Does the ACE require a QC Manager Alternate QC Manager, Superintendent, QC Specialist, and DQCM for this project? If so must each position be filled by separate individuals or can one person fill all roles?
12) Is the CQM for Contractors Course certification requried for management staff on this project?

6. Please see response to inquiry 1 above.
7. The Government does not provide estimated quantities for the potential over-excavation of soft or yielding areas. If these unforeseen conditions are encountered, I'm assuming they may be addressed in accordance with standard contract clauses for changes and differing site conditions under FAR 52.236-2, "Differing Site Conditions," (Deviation 2026-O0038).
8. There is no conflict in the documents; the lift thickness requirements apply to different fill materials and different repair sites. For the Clay Cutoff Wall Fill (cohesive) used at Sites 1 and 2, the maximum loose lift thickness is 8 inches, as specified in specification section 35 41 10.62 28, paragraph 3.5.1 and their respective drawing sheet notes.
For the Embankment Fill (granular) used for the levee reconstruction at Site 3, the maximum loose lift thickness is 6 inches, as specified in specification section 35 41 10.62 28, paragraph 3.5.1, and on plan sheet C-303, recommended steps note 4.
The Contractor is responsible for ensuring the correct loose lift thickness is utilized for the specific material being placed at each respective sites.
9. Please bid as specified in section 35 41 10.62 28, paragraph 3.5.1.
10. Traffic coordination is required per Spec 01 50 00, section 2.2. Coordination will be required with all applicable parties.
11. This project requires a CQCM, Superintendent, and SSHO per Specification 01 30 00 and 01 45 00.

1) The Period of Performance says completion on or about 1 October with an approximate start date of 12 AUG. Can you please specify the exact amount of calendar days or working days for the contract OR eliminate the liquidated damages clause in the Contract?
2) Are Schedules and QA/QC Plans required for this project? It seems like a lot of boiler plate contract language was carried over into this project. For us to be able to begin Work by 12 AUG a lot of this is going to need to change.
