About this file
This is Amendment 0001 to Solicitation W912DW26QA041, issued by the U.S. Army Corps of Engineers (W071 ENDIST Seattle, KO Contracting Division) on August 20, 2026. The amendment revises the Purchase Description and Price Sheet sections of the original solicitation, with all revised sections to be replaced in their entirety. Offerors must acknowledge receipt of this amendment by number and date on their offer submissions.
The solicitation procures CORMAX BEST 6 Series lock cores and keys for three Army Corps of Engineers facilities: Mud Mountain Dam (Enumclaw, WA), Mud Mountain Dam Fish Passage Facility (Enumclaw, WA), and Howard Hanson Dam (Ravensdale, WA). The requirement includes 664 keyway combination cores and 596 total keys with satin chrome finish (626), all new equipment with independent keyways for each dam except Great Grand Master keys usable across all three sites. Detailed specifications require permanently recessed markings (mechanically, rotary, or laser engraved) with minimum 1/16-inch-high characters, "US Govn't" and "Do Not Duplicate" markings on keys, and conformance to ANSI/BHMA A156 series security standards. The contractor must supply maintenance tools (one set per site, three sets total), nine control keys for dam-specific cores, and three control keys for Great Grand Master cores. Additional deliverables include empty padlock housings (BEST 21b722 and 41b772l specifications) and operators/maintenance manuals. Delivery to three specified addresses must occur within 90 days of purchase order receipt during business hours (Monday-Friday, 8:00 AM-4:00 PM). The price sheet outlines specific quantities for each lock core designation by facility, with unit prices to be provided by offerors for keys and cores separately.

Keys, Cores, and Padlocks Purchase
1. INTENT: This acquisition is for the procurement of CORMAX BEST 6 Series cores andsupply keys for use at Mud Mountain Dam (MMD) , Mud Mountain Dam Fish Passage Facility (MMD FPF), and Howard Hanson Dam (HHD) located near Enumclaw, WA and Ravendale, WA.
2. Vendor shall provide 6 Series cores and keys with identified REQUIREMENT/OBJECTIVE:
options and quantities specified in paragraph 3.0. Keyways are to be independent for each series with the exception of the Great Grand Master keys, which can be used for all 3 sites. Vendor is responsible for supplying equipment that will withstand the intended use of life. All furnished equipment must be new and not refurbished, conform in strength, quality of material, workmanship, and sound engineering standards.
3. MATERIALS: Vendor shall supply the following to meet the intended use of the . Government
a. CORMAX BEST 6 Series (M Series J Keyways, Core size (pin count of 7)) of the or comparable following quantities, all finishes to be satin chrome (626). brass (606)
1) each of Keyway Combination Core (keying to be determined by government) 685 664
2) 596 total keys (596 keys with cores, plus additional cores; keying to be determined 89 68 by government)
4. MATERIAL DESCRIPTION:
a. A total of New Lock Cores and 596 keys are needed in one new set. A complete list 685 664 of core locks to be replaced will be provided by the government prior to production.
b. Note this quantity does not mean 596 different lock cores with all different key patterns. For example, there are thirty-five of each of MAx designation lock cores with ten keys. This means ten identical cut keys will open all thirty-five MAx lock cores. The government will provide exact quantity and details, prior to production.
c. Note that the lock core designations will be identified in accordance with the Stamps listed in the Price sheet. The first character of M is to be for Mud Mountain Dam, F is to be for the Mud Mountain Dam Fish Passage Facility, and H is to be for Howard Hanson Dam.
d. Some key patterns are related to the other key patterns. Starting from the left most letter in the lock core designation, each additional character/letter represents a subset of the key pattern. For example, a MMx key can open both MBx lock core and MHx lock core. The MMx key acts as the supervisory key. A MHx key can open a MHx lock core. However, a MHx key cannot open a MBx lock core.
e. Another example. A FMx key can open a FAx lock core. However, a FMx key cannot open a HMx lock core. The FMx and HMx patterns are both three- or four-letter designations, and one is not a supervisory key of another.
f. Another example. All GGMx keys can open MMx, FMx, and HMx cores and all of the sub cores under those Master keys (i.e. MAx, MBx, MCx, etc. and FAx, FBx, FCx, etc. and HAx, HBx, HCx, etc.).
g. The equipment provided by the contractor must meet or exceed applicable industry security standards and regulations (industry ANSI/BHMA A156 series standards).
h. New lock cores and keys must have a permanently recessed marking on the visible face that matches the CLIN schedule's listed "stamp". The identification is also known as "Core Mark" in the industry. New lock cores and keys must have series or identification stamped on the visible face. Engraving of lock core or keys for this identification is strictly prohibited. The stamp is also known as "Core Mark" in the industry. The stamp should be visible when the lock core is installed.
1). The marking shall be mechanically engraved, rotary engraved, laser engraved, or otherwise permanently recessed into the base material. Surface-applied markings, including ink, paint, adhesive labels, and engraved markings removable by ordinary cleaning, handling, and wear and tear are not acceptable
2). Characters shall be clear, uniform, and legible without magnification under normal ambient lighting. Characters shall be not less than 1/16 inch [1.6 mm] high, unless the available marking area requires a smaller size. Any smaller size must be approved by the Contracting Officer. In no case shall the marking reduce the remaining material thickness below the manufacturer's stated minimum or impair operation, security, strength, finish, corrosion resistance, or warranty.
3). Mark the core on the visible face such that the Core Mark remains readable when the core is installed. Mark keys in a location that remains visible during normal use and does not interfere with the bow, blade, bitting, keyway, stop, or insertion and operation of the key.
4). The Core Mark shall remain legible after normal handling, cleaning, and wear and tear. The marking shall be free of raised burrs, sharp edges, cracking, distortion, discoloration that obscures the characters, or damage to adjacent functional features.
5). Before full production, provide one representative marked core and key, plus documentation of marking depth and conformance with the manufacturer's marking limitations.
Production markings shall match the accepted first-article quality standard.
i. New keys shall "US Govn't" and "Do Not have the words receive a permanently recessed marking Duplicate." . The can be on either side of the key blank. The new keys stamped stamp marking must be cut differently from the existing keys. In other words, the new keys cannot open the old locks, and vice versa.
j. The padlocks will be empty housings and non-key-retaining. Examples are BEST 21b722 and BEST 41b772l, or comparable. Please refer to the CLIN Schedule for specific quantities of each padlock type. The Contractor shall provide 1 set of maintenance tools to each site (a total of three sets) to the government for the purpose of replacing or removing the new lock cores.
