About this file
This is a Performance Work Statement for water weight rental equipment and services required by the U.S. Army Corps of Engineers for crane load testing at Albeni Falls Dam in Oldtown, Idaho. The project requires a 5-day rental period of specialized equipment to generate a total test load of 100 US tons (50 tons per crane load block). Delivery must occur on a weekday between April 7, 2026 and May 18, 2026, with the specific date to be determined by the Government after contract award. The contractor must pick up all equipment five calendar days after delivery.
The required equipment includes four 35-ton water bags compliant with LEEA 051 safety standards and featuring a minimum 6:1 design safety factor; two redundant 200 GPM water pumps with full control systems compatible with the facility's 480-Volt, 3-Phase, 150-Amp power circuit and Meltric DSN150 receptacle; two shackles rated at 85T working load limit or greater; two master links (optional if shackles fit directly on crane load pins); two calibrated flow meters with current certification; one multi-manifold with 2-1/2 inch male NST connection; and two calibrated load cells rated for 50-ton verification. All equipment must be free of invasive species and contaminants, with certification documenting cleaning methods (heat treatment at 140°F for one minute or freezing at 14°F for four hours), cleaning dates, and usage history since cleaning. The contractor must provide all piping, fittings, connectors, power cables, and written instructions for safe operation. Work hours are restricted to 0630–1700 Monday through Thursday, with deliveries scheduled between 0730 and 1600.

Performance Work Statement Albeni Falls Dam, Oldtown ID
Water Weight Rental for Crane Load Testing
1. General Information GENERAL INFORMATION: The U.S. Army Corps of Engineers requires the rental of water weight and water pumping equipment for crane load testing at Albeni Falls Dam. This includes all necessary equipment for safe and accurate testing, including delivery and pickup to and from Albeni Falls Dam. The rental period is for 5 days.
TEST LOAD: Total Test Load Required: 100 US tons (T). 50T will be applied to each of the 2 crane load blocks for a total of 100T load.
SPECIFICATIONS: Provide water bags, water pumps, and other equipment (e.g.
valves, hoses, fittings, flowmeters, etc.) that are free of invasive species and pollutants and are uncontaminated such that water pumped from the river into the bags for the load test can then be discharged back into the river. The Water Weight Rental equipment shall meet or exceed the following minimum salient characteristics:
2. Required Equipment
Water Bags:
Quantity: 4 bags Capacity: 35T per bag
Accessories: All necessary filling/dumping valves, straps, and connection hardware.
Safety Standard: LEEA 051, with a minimum 6:1 design safety factor.
Submit for approval Non-Contaminated Equipment Certifications. Provide certification of equipment cleanliness stating water bags and accessories are free of harmful contaminants and invasive species such as quagga mussels, describing the method by which the bags and equipment were cleaned, the date they were cleaned, and exactly where the equipment has been used, if applicable, since the cleaning date. Bag cleaning methods must be approved by the bag/water weight manufacturer and by the Government. Examples of acceptable cleaning methods that have been approved in the past are:
Cleaning by heat, holding all equipment and all surfaces of bags above a temperature of 140 degrees F for a minimum of 1 minute, as verified by infrared temperature reading.
DRAFT
Cleaning by freezing, holding all equipment and all surfaces of bags below a temperature of 14 degrees F for a minimum of 4 hours, as verified by infrared temperature reading.
2.1. Water Pumps:
Quantity: Two (2) pumps (redundant pumps are required due to the critical timing and restricted duration of the test)
Required Flow Rate: Approximately 200 GPM pump with a second, fully functional 200 GPM pump serving as standby in case the first pump fails.
Pump Electrical:
o Available power is a single, 480-Volt, 3-Phase, 150-Amp circuit.
o Interface: Power is supplied by a Meltric DSN150 receptacle.
o The contractor shall provide all pump controls, additional protective device (if needed), Meltric DSN150-compatible plug, and 100 feet of SO/SE-type power cable.
The pump shall be controlled at/near the Meltric DSN150 receptacle location, not at the pump location. Pump location is roughly 50-feet below receptacle location and not easily accessed once pump is in place.
o Pump Operational Conditions:
Vertical distance from the water surface to the pump elevation (static suction lift) can vary from 3-feet to as much as 15-feet.
The vertical distance from the pump elevation to the top of the water bags (static discharge head) is approximately 70-feet.
The horizontal run from the pumps to crane is approximately 120-feet.
The contractor shall supply all piping, connectors, and fittings necessary to connect to the Multi-Manifold (see below).
Submit for approval Non-Contaminated Equipment Certifications. The cleaning and decontamination requirements for the pumps and related equipment are the same as for the water bags.
3. Shackles:
Quantity: 2 Capacity: 85T WLL or greater per shackle
4. Master Links:
Quantity: 2 Purpose: Connect shackles to Pins on crane load blocks. The load block pin is 5.25 inches in diameter, with 4.25” length between cheek plates. A drawing of the load block is provided in image A. Master links must fit over the load block pin. Load blocks do not have hooks.
If the contractor can verify shackles will fit on crane load pins without master links, it is optional to not supply master links.
Capacity: 85T WLL or greater.
5. Flow Meters with Current Calibration Certificates:
Quantity: 2
Type: Certified Flow meter (used as a measuring device during filling/dumping).
6. Multi-Manifold:
Quantity: 1 Purpose: For efficient and controlled filling of the water bags.
Connection type: 2-1/2 inch male NST for use with female NST fittings on fire hose.
Hoses: Filling and dump hoses for connection from water bags to multi-manifold, sufficient length for safe operation.
7. Load Cells with Current Calibration Certificates:
Quantity: 2
Type: Calibrated load cells of sufficient capacity for 50T load test verification.
Accessories: All shackles or connecting devices to be placed in line between the water weights and the crane load blocks. All connecting devices must be rated 85T WLL or greater.
3. Required Services
All equipment must be in good working order and certified for safe operation.
Rental equipment must meet all relevant safety standards and regulations, including but not limited to LEEA 051.
The vendor is responsible for ensuring that all equipment is compatible as a working system and suitable for the intended crane load testing application, including but not limited to load rating of provided water weights and appurtenances.
Contractor will provide written instructions, drawings, and diagrams on the proper and safe use of the water weight equipment.
4. Required Documentation
SUBMITTALS:
Contractor must submit descriptive materials (such as brochures, illustrations, drawings, and data sheets) to demonstrate compliance with required specifications.
