STATEMENT OF WORK
STATEMENT OF WORK
Albeni Falls Dam U.S. Army Corps of Engineers
Unit 3 Governor Pump & Motor Remanufacture
1. Purpose: This statement of work (SOW) defines the requirements for one (1) Firm Fixed Price contract to remanufacture and test a 60 HP Woodward XX Herringbone Gear Pump Assembly. The Government will not exercise supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.
1.1 Description of Services: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items on this non-personal services requirement necessary to perform the remanufacture and shop test service as defined in this Statement of Work except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Background: The 60 HP Woodward XX Herringbone Gear Pump that serves Albeni Falls Dam (AFD)
Main Unit 3 has known wear and damage. One of the herringbone gears is worn and damaged; it has impacted the bearing plates where it seats up to the frame. All four pump bearings have been replaced but the pump won’t rotate. The electric motor is serviceable but is due for rewind due to use and age.
1.3 Objectives:
Disassembly, cleaning and inspection of all items (pump, unloader, pilot valve).
Replacement of four pump bearings (reuse of pump bearings is permissible, if serviceable).
Replacement of pump O-rings and fish paper, seals, all gaskets including one pump case to base gasket and two motor foot to base gaskets.
Inspection and rehab of check valve seat and plunger, as needed.
Machining and dressing of pump components to restore factory clearances and recommended specifications.
Assembly, verification of proper clearances, and testing of pump for proper operation.
Motor rewind, including double dip and bake of stator windings to nameplate specifications.
Contractor shall conduct pump and motor assembly testing at their facility. A detailed test record report shall be produced and testing shall include, at a minimum, the following:
o Verification that the pump and motor assembly is capable of a delivering a minimum flow of 250 gallons per minute (GPM).
o Verification of no excessive noise, vibration or heat build-up.
o Contractor shall adjust pilot valve/unloader control to AFD specs. Pump starts at 270
PSIG and unloads at 300 PSIG. Note: Pressure relief valve is located on the system accumulator tank and is set at 330 PSIG.
o Contractor shall not allow pressure to rise above 300 PSIG or drop below 270 PSIG, the normal pump operating range.
o The maximum tested pump output (GPM) shall be recorded in the test record.
o Full-load amperage draw (not to exceed nameplate) shall be verified and recorded while running the pump loaded, with relief valve open.
Contractor shall ship a hardcopy test record with the pump. A digital copy, in PDF format, shall be submitted via email to the AFD contracting specialist.
2. Scope: Provide all labor, equipment, materials, supervision, and other items and non-personal services necessary to perform complete remanufacture, repair and testing of the pump, motor and related equipment.
3. Performance:
3.1 The government’s expectation is that the period of performance is tweleve (12) weeks after receipt at contractor’s facility.
3.2 If the remanufacturing process will take more time, the contractor shall contact the Government POC to discuss additional time needed.
3.3 Place of Performance: Contractor’s facility(ies).
4. Type of Contract: The government will award a Firm Fixed Price contract.
5. Contractor Special Qualifications: The Woodward XX pump with integral 60HP Westinghouse motor is a proprietary design of the Woodward Company. Woodward’s hydroelectric business was acquired by American Governor Company, and subsequently, American Governor was acquired by Emerson Electric.
Emerson Electric continues to support Woodward Governor hydroelectric equipment with service and OEM parts.
The successful offeror shall demonstrate that they have the skills and abilities to perform the work of this contract.
All new or remanufactured components shall be OEM or meet or exceed the OEM standards.
6. Shipment and Delivery: The contractor shall arrange for the transportation both to and from Albeni Falls Dam.
Albeni Falls Dam employees will ensure the pump is properly crated for pickup by contractor arranged shipping. Once the remanufacture is complete the contractor will ship the item back to Albeni Falls Dam, ensuring proper crating to avoid any damage while in transit. The approximate weight of the pump and motor assembly is 2,800 pounds. Approximate crate dimensions are: 48” lg. X 45” wd. X 48” ht.
Pickup and delivery must take place during Albeni Falls Dam’s normal working hours, 7:00 AM – 4:00 PM, Monday through Thursday. The dam is closed for deliveries on Fridays and is also closed on Federal holidays.

(i) Taxes are considered delinquent if both of the following criteria apply:
(A) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if there is a pending administrative or judicial challenge. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.
(B) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.
(ii) Examples.
(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. §6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability.
Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. §6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing.
