This document contains the government's responses to questions regarding a Request for Proposals (RFP) for an Indefinite Delivery Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC) for Aerial Support Services at the Joint Base Lewis-McChord Yakima Training Center (JBLM YTC).
The RFP requires the contractor to provide aerial spraying of government-provided herbicides and aerial seeding of government-provided native grass and shrub seed mixes. The government will provide the seed carriers/additives, herbicides, surfactants, and adjuvants. Seeding rates for native grasses range from 10 to 15 Pure Live Seed (PLS) lbs/acre, and for native shrubs (e.g., Wyoming big sagebrush) the maximum rate is 0.1 PLS lbs/acre. Sagebrush seeding is not required to occur on snow. The solicitation number is W912DW24R0YWA, and the procuring agency is the Department of the Army Corps of Engineers, Seattle District.

1) Liquid/Herbicide: What rates and gallons per acre of application will you be requesting for this solicitation? For Liquid and Dry seeding applications.
RESPONSE:
See PWS Section 3.2 Materials: “The Contractor shall comply with all label requirements pertaining to the amount of diluents (e.g., gallons of water per acre) to be applied for each herbicide.”
See PWS Section 5.4 a. “Aerially seed with Government-provided native grass seed mixes at rates that will range from 10 to 15 Pure Live Seed (PLS) lbs/acre, which will be specified in each Task Order.”
See PWS Section 5.5 a. “Aerially seed with Government-provided native shrub (e.g., Wyoming Big sagebrush) seed mixes at a maximum rate of 0.1 PLS lbs/acre (or less if specified).”
2) Dry/Seedin: In order to provide an accurate seed pattern test it would be helpful to know the variety of sagebrush seed/mixture that will be used for the solicitation?
RESPONSE: This mix may change depending on the needs of the site to be seeded. However, our standard grass seed mix includes bluebunch wheatgrass (Pseudoroegneria spicata)-33%, snake river wheatgrass (Elymus wawawaiensis)-32%, Canby’s bluegrass (Poa canbyi)-15%, and Sandburg’s bluegrass (Poa secunda)-20%; 1% Wyoming big sagebrush may be included. For sagebrush seeding, Wyoming big sagebrush is used alone.
3) Will there be a carrier with the seed to optimise flow?
RESPONSE: See PWS Para 3.2 : “The Government will provide all seed materials, seed carriers/additives (e.g., rice hulls), herbicides, surfactants, and adjuvants that are to be applied to designated sites on JBLM YTC prior to execution of task order requirements.”
4) I understand that sagebrush should be planted when there is snow on the ground. How much snow do you require on the ground for application.
RESPONSE:
Sagebrush seeding is not required to occur on snow. See amendment to PWS para 1.17.11.
Amended 1.17.11 Weather: Application of herbicide and seeding shall not occur when the soil is frozen or covered with snow, (except for sagebrush seeding which maymust occur on snow)”
