1. QUESTION: Do you anticipate the illustrations to be fully produced in the field, or will the illustrator be permitted to photograph the features and finish the renderings off-site?

RESPONSE: Yes. Finished illustrations can be completed offsite. As listed in Section 3.3.2 Requirements, “In person site visits In-person site visits are required to create sketches and gather information.” This can include taking photographs or other methods to gather enough information to finish the renderings off site.

2. QUESTION: For the overview illustration, would image capture be permitted by drone or do you require the illustration to be completed using mapping techniques, or maybe a combination of mapping and Google Earth imagery?

RESPONSE: As stated in Section 3.2, “Any type of aircraft, manned or unmanned or drone with remote system, is not permitted.” As stated in in Section 4, “The Government will provide maps and photographs of the project area upon awarding the contract.” However, the contractor may need to rely on a combination of mapping technique and use aerial imagery such as Google Earth to obtain the best product.

3. QUESTION: Would site re-visits be permitted after the draft phase, if there are significant changes required?

RESPONSE: Yes; however, as listed in Section 3.3.2 Requirements, “Visits to the site will need to be conducted at sometime between June 1, 2024 through March 31, 2025.” and “The contract period of performance begins at award of the contract and all tasks must be completed within 12 months of award of the contract.”

This will be a Firm Fixed Price Contract- The awarded price is not subject to any adjustments on the basis of the contractor’s cost experience in performing the contract.
