(1) Data Manager for Level Radars
SPECIFICATIONS
The equipment shall have the minimum* salient characteristics listed below and meet or exceed the requirements as specified below for each device.
*The specifications in this section are minimums. If a vendor offers multiple products that meet all specifications and are otherwise similar, AFD requests the product that has the most overall robustness/durability.
I. Flowmeter/Totalizer

• Device shall be able to operate independently of physical fluid properties such as viscosity, density, or conductivity.
• Device shall be able to operate independently of temperature, pressure, or flow profile.
• Device shall have multiple totalizers for redundancy and/or multiple values (e.g., total historic value in addition to a value for oil movement during a specific transfer of oil).
• In case of power supply failure, totalizers should stop on the last value measured, total operated hours should be stored, configuration should be retained in the device memory, and error messages should be stored.
• Device shall not require special installation measures such as supports: external forces should be absorbed by the construction of the device.
• Correct operation of the measuring system shall not be influenced by plant vibrations.
• Device shall have capability for the configuration to be transferred to a new device, should the device need to be replaced.
• Device should be compatible with certified devices of other manufacturers.
• Process connections shall be welded, without internal seals.
• Device shall use integrated diagnostics, monitoring, and verification functions to validate accuracy and precision of measuring electronics without removal of the device. The verification process should compare current conditions with factory traceable and redundant reference values. Device shall be capable of generating a verification report that can be used as documented evidence of conformity with legal standards.
• Device must meet relevant requirements in IEEE 61326 for Electromagnetic Compatibility (EMC) of electrical equipment for measurement.
• Device must allow for AFD staff to have full programming access for maintenance, diagnostics, configuration, administration, and parameter settings.
