1.1 The Project Purpose and Objective:
The objective of the Spillway Safety Barrier Project is to obtain an industry standard engineered, designed, tested, and manufactured spillway safety barrier to be installed in an exceptionally high recreational and commercial maritime traffic area at Ballard Locks. The Locks is located within 80 feet of open spill gates and an increasing frequency of paddleboarders, kayakers, and jet-ski operators place this location at a high risk of accidents from injury or death. This boat barrier will reduce risk and provide a last resort stopping point for boats and boaters to prevent them from passing through the spillway at the US Army Corps of Engineers Ballard Locks at LWCS.
Contractor will provide engineering, materials, labor, accessories, and hardware, to deliver and installed in its entirety a fully functioning end product.
1.2 Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is how the contractor assures that work complies with the requirement of the contract. The QCP is to be delivered digitally within 10 days after contract award After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system.
