The A-E firm will be required to have experience with producing design drawings utilizing District standards for CADD, BIM and other supporting modeling software and formatting standards, producing technical specifications utilizing SPECSINTACT software using Unified Facilities Guide Specifications, United Facilities Criteria, VA Technical Information Library (TIL) interpretation, clarification, and/or translation, being an extension of the project development team and being involved in all major technical discussions, being responsible for accuracy and completeness of quantity calculations and analyses to support and develop cost estimates for all stages of the project including planning, programming, design, and construction, being a member of the project team and attend appropriate project internal quality control/assurance and review meetings, receiving, interpreting, disseminating, and implementing engineering guidance, direction, and correspondence from higher authority in a timely manner, conducting field reviews of district commands’ execution of quality management and recommend necessary corrective actions when warranted, performing Quality Control, Quality Assurance, Technical Assistance and Technical Review of engineering products.
SELECTION CRITERIA: The source selection factors for this procurement are listed below in descending order of importance. Factors A through E are primary. Factors F through H are secondary and will only be used as tiebreakers among technically equal firms. After all ratings have been assigned, Offerors will be ranked as “Most Highly Qualified,” “Highly Qualified,” and “Not Qualified” in accordance with EP 715-1-7 Architect-Engineer Contracting In USACE. Proposals failing to respond or provide complete information for each factor, as required by this synopsis, will be determined non-compliant and “Not Qualified”.
Criterion A. Specialized Experience and Technical Competence (SF330, Part I, Section F)
Offerors are to demonstrate specialized experience and technical competence for all planning, design and construction which meets the definition of A-E Services as defined in 40 U.S.C. 1102 and FAR 2.101. Firms will be evaluated based on demonstrated experience and technical competence in the following areas:
1. Design of seismic retrofits for existing building foundations and structures for medical facilities which includes:
• Designs utilizing non-linear building analysis
• Designs in accordance with Department of Veterans Affairs (DVA) H-18-8
Seismic Design Requirements
Project experience demonstrating diverse application of seismic retrofit methods and technologies may be evaluated more favorably that demonstrate the designer’s ability to balance structural requirements, functional area
4 Amendment R0002 requirements, and clinical departmental needs in existing facilities with limited footprints.
2. Development of Design-Build (DB) Request for Proposals (RFP) for Medical
Facilities that require construction phasing and include patient care services outlined in #3 below. DB RFP packages will include the following scope / criteria:
• Design Bridging Documents
• Site/Survey Documentation
• Concept of Operations (CONOPS)
• Program for Design (PFD)
• Project Room Contents (PRC)
• Technical Standards and Criteria
• Cost Estimating
3. Design of medical facility renovations that require construction phasing
(temporary relocation and support of medical functions during the renovation).
Renovation experience in the following areas will be given additional consideration:
• Patient care services and reconfiguration/upgrade of clinical / patient treatment areas / services to include:
o Surgical Services o Sterile Processing Services o Primary Care Services (PACT) (particularly Space Module concepts in existing buildings) o Pharmacy Services o Magnetic Resonance Imaging / Radiology Services o Urgent Care Services o Information Technology
• Facility phased planning, to include Interim Life Safety Measures (ILSM) and
Infection Prevention and Control (IPAC)
• Upgrade/replacement of medical infrastructure (e.g., plumbing, medical gas and waste systems, life safety systems, telecommunication, and medical equipment power systems)

4. Medical facility design (renovations or new construction) that required upgrade, integration, commissioning, and interoperability testing of multiple systems, to include all or most of the following: HVAC, plumbing, medical gas and waste systems, fire protection and other life safety systems, and low voltage and telecommunications systems.
Additional considerations:
5 Amendment R0002
1. Projects in which the Offeror and its team subconsultants demonstrated prior project experience working together in prime/subconsultant roles may be evaluated more favorably for this criterion.
2. Projects in which A-E design services/deliverables were provided for similar magnitude of construction efforts may be rated more favorably. The main project to be executed for the VAMC Roseburg is Building 100 which has an estimated construction cost in excess of $300,000,000.
3. Project experience at VA medical facilities may be rated more favorably than project experience for other federal government agencies’ medical facilities.
Project experience at other federal government agencies’ medical facilities is more favorable than experience for private sector or municipal medical facilities.
4. Projects renovated under historic preservation regulations may be evaluated more favorably than projects not subject to historic preservation regulations.
Additionally, projects in compliance with Oregon State Historic Preservation Office (OSHPO) regulations are more favorable than work performed under other state’s historic preservation regulations.
5. Project designs that led to construction and building occupancy may be evaluated more favorably than designs that have not been constructed.
6. Project experience that includes both design and construction phase services (e.g., specialty submittal review, engineering inspections, sustainability & third-party certification, commissioning, etc.) may be evaluated more favorably.
Section F may include up to ten (10) projects that best illustrate the proposed team’s qualifications for award of a contract. All projects must be “recent” meaning the projects have been completed within ten (10) years of publication of the synopsis announcement. A completed project is defined as one in which the firm has provided a final, constructible design for the project in which it was hired to support.
For purposes of this synopsis, a stand-alone contract (such as a “C” or “P”-type contract) or single task order under an Indefinite Delivery Contract is considered one project). An Indefinite Delivery Contract (IDC) itself is not a project. Separating activities performed under a contract or task order will not be considered multiple projects;
conversely, combining activities performed under separate contracts or task orders to produce a single project will not be considered.
At least six (6) of the projects presented must show that the Offeror (the firm submitting the SF330 as the prime consultant) whether as a prime consultant or subconsultant, performed the majority (>50%) of the work on the project. To demonstrate such performance, Offerors are to state the percentage of work they performed. If a proposed subconsultant also worked on the project, state the percentage of work it performed. If
6 Amendment R0002 an Offeror submits more than six (6) projects, those projects must reflect performance of work by the Offeror, or one or more of its proposed subconsultants. For each such project state the percentage of work performed by the Offeror, and/or the percentage of work performed by each proposed subconsultant. If the offeror provides a specific task order as its "project," it shall provide the base contract number(s) and the task order number(s) for reference purposes. If the offeror provides a site-specific contract as its "project," it shall provide the contract number for reference purposes. If the offeror provides more than 10 example projects, only the first 10 examples will be evaluated in the order they are presented in the SF330.
Criterion A will be assigned a rating from “outstanding” to “unacceptable”, based on the risk to the Government that the Offeror will successfully perform this factor.
Firms will be evaluated for experience and competence. The basis of the evaluation will be the information in Part I of the SF330, Sections F and G.
Criterion B. Professional Qualifications (SF330, Part I, Section E)
Offerors must have, either in-house or through consultants or subconsultants, the disciplines listed below. Offerors shall provide no more than two (2) resumes for each discipline listed. If more than (2) resumes are provided, the Government will review the first two (2) resumes in the order they are presented in the SF330, and the remaining for that disciplines will not be evaluated. Only the Key Personnel disciplines requested in the synopsis will be evaluated.
All Professional Registrations, Licensures and/or Certifications must indicate certification numbers (include State issued) and expiration dates (as applicable). All disciplines, except those noted below, require an applicable professional license, registration, or certification. For the purpose of this criterion, a foreign license, registration, or certification will be evaluated less favorably.
In Block 13 of the SF330, the role listed must use the exact same discipline nomenclature as listed below. The SF330 may be modified in order to meet the Submission Requirements (font size); however, the content of Section E is not to be altered (removal or deletion of required Blocks) and all items within Section E shall be answered completely. Additionally, all Key Personnel must be shown on the organizational chart in Section D.
Where more than one individual (resume) is designated for any discipline, the cumulative qualifications of all resumes within that discipline will be considered, provided all designated key personnel will be utilized in this contract. An individual can only support one discipline (i.e., an individual cannot submit resumes for multiple disciplines).
All Key Personnel are required to have a minimum of five (5) years of project experience in their discipline demonstrated by projects with a scope, magnitude, and
7 Amendment R0002 complexity comparable to this synopsis. The definition of a project is as stated in Criterion A. Relevant Project information should be brief and highlight the following:
specific roles and tasks performed by the Key Personnel, the Project Type, the Scope, and the Costs. No more than five projects should be listed for each resume, and each project listed must be “recent” meaning the projects have been completed within ten
(10) years of publication of the synopsis announcement. Each resume shall not exceed one (1) page in length.
The evaluation of this factor will take into consideration the education and current registration, licensure, or certification(s), as applicable, of each person named for each discipline and that person’s longevity with the firm. It will also take into consideration the person’s relevant project experience provided on the resume. Experience is relevant if similar to the specialized experience and technical competence as described in Criterion A.
This criterion is primarily concerned with the qualifications of the key personnel identified by the Offeror and not the number of personnel, which is addressed under Criterion D - Capacity.
Submit resumes for each of the disciplines below:
1. Project Manager: Professional Registration not required; however, Professional Engineer (PE) or Registered Architect (RA) may be evaluated more favorably than a PMP certification. Provide licensure number, state, and expiration date as applicable.
2. Architect: Registered Architect (RA), provide licensure number, state, and expiration date as applicable. Demonstrate experience with medical facilities.
3. Structural Engineer: Structural Engineer (SE), provide licensure number, state, and expiration date as applicable. Licensure from state of WA, OR, and/or CA will be evaluated more favorably.
4. Medical Facility Planner: Evidence-Based Design Accreditation and Certification (EDAC) or equivalent certification, provide certification number and expiration date as applicable. Demonstrate experience with PACT model.

11. Medical Equipment Planner.
12. Medical Physicist: American Board of Radiology (ABR) or American Board of
Medical Physics (ABMP) certifications or equivalent, provide certification number and expiration date as applicable.
13. Telecommunications Engineer: Registered Communications Distribution Designer (RCDD), provide certification number and expiration date as applicable.
Professional Engineer (PE) with RCDD certification may be evaluated more favorably, provide licensure number and expiration date as applicable.
14. Sustainability Designer: Green Globes Professional (GGP), Guiding Principles Compliance Professional (GPCP), LEED AP + Specialty, WELL AP, Certified Energy Manager (CEM), Life Cycle Assessment Certified Professional (LCACP), Environmental, Social, Governance (ESG) or equivalent certifications, provide certification number and expiration date as applicable. Demonstrate experience with sustainable project goals, clean energy or sustainable energy initiatives, and third-party sustainable certification / documentation.
Criterion B will be assigned a rating from “outstanding” to “unacceptable”, based on the risk to the Government that the Offeror will successfully perform this factor.
Firms will be evaluated for professional qualifications listed above. The basis of the evaluation will be the information in Part I of the SF330, Sections E and G.
Criterion C. Knowledge of Locality (SF330, Part I, Section H)
Offerors are to demonstrate their knowledge of locality, specifically demonstrating (1) knowledge and experience performing renovations within seismic zone 3; (2) knowledge and experience dealing with climatic conditions of western Oregon State;
and (3) experience supporting projects in compliance with the state/local regulatory agencies with jurisdiction over Roseburg Medical Center, specifically Oregon State Historic Preservation Office (SHPO).
Criterion C will be assigned a rating from “outstanding” to “unacceptable”, based on the risk to the Government that the Offeror will successfully perform this factor.
The basis of the evaluation will be the information in Part I of the SF330, Section H.
9 Amendment R0002
Criterion D. Capacity to Accomplish the Work (SF330, Part I, Section H)
Offerors are required to demonstrate the capacity to accomplish the work as described.
Offerors are to provide a table summary within Part I Section H, providing the number of personnel for each key discipline, with separate columns for (1) Offeror capacity, (2) team subconsultant(s) capacity, and (3) total Team capacity for each key discipline.
Capacity will be measured by number of personnel, not percentages or availability. Part II will be evaluated to determine if the capacity and numbers of personnel support the information in Section H. Each key discipline required in the response shall be shown in Section H and coordinated with Part II of the SF330.
Criterion D will be assigned a rating from “outstanding” to “unacceptable”, based on the risk to the Government that the Offeror will successfully perform this factor.
The basis of the evaluation will be the information in Part I of the SF330, Section H and Part II.
Criterion E. Past Performance (SF330, Part I, Section H)
CPARS is the primary source of information on past performance. CPARS will be queried for all firms submitting an SF330. Offerors are to include past performance information (Past Performance Questionnaires) for the projects presented in Section F under Criterion A for any projects that are not found in the CPARS. A Past Performance Questionnaire is attached for use. Offerors are not limited to the Past Performance Questionnaire attached to the synopsis. Offerors may also submit previously completed Past Performance Questionnaires. The Government may seek information on past performance from other sources. If there is any conflict in past performance records, CPARS is the official record. Formal Federal evaluations will be given more weight.
The recency and relevancy will be considered of each performance evaluation on A-E services contracts, including the type of work, consultant's performing office, age of the evaluation, the firm and any key personnel’s role in the proposed contract, and whether subsequent evaluations indicate a change in a firm's performance. Past performance ratings for medical facility projects of similar size, scope, complexity, and magnitude to those anticipated for the VA mission addressed via this contract are considered more relevant. The Government will then rate the confidence in the firm based on the ratings of its past performance, with an emphasis on quality of work, cost control, and compliance with performance schedules, and the extent to which past projects were performed by proposed key personnel. The end result will be a single confidence rating.
Where no recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned, the offeror will not be evaluated favorably or unfavorably on the factor of past performance. Past performance that is “recent” is performance on a
10 Amendment R0002 project completed within ten (10) years of publication of the synopsis announcement.
Offerors may also provide information on problems encountered on the identified contracts and the offeror’s corrective actions, which the Government will consider when evaluating the offeror’s past performance.
Criterion E will be assigned a confidence rating from “substantial” to “no confidence.”
The basis of the evaluation will be the information in Part I of the SF330, Section H.
Criterion F. SB and SDB Participation (SF330, Part I, Section H)
Offerors shall provide the extent of participation of small businesses, small disadvantaged businesses, historically black colleges and universities, and minority institutions. The participation is to be measured as a percentage of the total anticipated contract effort, regardless of whether the small businesses small disadvantaged businesses, historically black colleges and universities, or minority institutions are the prime consultant, subconsultant, or joint venture partner; the greater the participation, the greater the consideration. This factor is not to be confused with a formal subcontracting plan.
The minimum total small business participation goal for this acquisition is 35% of the total contract value. In addition, the following goals are suggested for the individual socioeconomic categories and determined to be reasonable based on market research for this requirement. Proposal commitments that exceed minimum goals are more favorable for this criterion: (1) exceeds 35% small business participation, (2) exceed minimum percentage by socioeconomic category (in order of preference).
SB Participation (Socioeconomic Category in descending order of importance) 23% Service-Disabled Veteran-Owned Small Business (SDVOSB) 5% Small Disadvantage Business (SDB)/8(a) 5% Woman-Owned Small Business (WOSB) 3% Historically Underutilized Business Zone (HUBZone)
This factor is a secondary criterion and will only be evaluated as a tiebreaker among technically equal firms.
The basis of the evaluation will be the information in Section H of the SF330.
Criterion G. Volume of DoD A-E Contract Awards (SF330, Part I, Section H)
Offerors shall provide a summary of all contracts, task orders and modifications, award dates, and total negotiated fees for any DoD A-E contract(s) awarded within the past twelve (12) months to the entire firm (i.e., include awards made to all office locations, divisions, etc.). This information will assist in effecting an equitable distribution of DoD A-E contracts among qualified firms, including SB and SDB. Offerors with lower volumes of DoD A-E contract awards, measured by the total negotiated fees, within the
11 Amendment R0002 last 12 months, will be rated higher, with small business concerns with lower volumes rated higher than non-small business concerns with similar low volumes.
This factor is a secondary criterion and will only be evaluated as a tiebreaker among technically equal firms.
The basis of the evaluation will be the information in Section H of the SF330.
Criterion H. Geographic Proximity (SF330, Part I, Section H)
Offeror shall state team office proximity to the Roseburg Medical Center (913 NW Garden Valley Blvd, Roseburg, OR 97471) as measured in miles of driving distance.
This factor is a secondary criterion and will only be evaluated as a tiebreaker among technically equal firms.
The basis of the evaluation will be the information in Section H of the SF330.
Interviews. As required by acquisition regulations, interviews for the purpose of discussing prospective consultant qualifications will be conducted by the A-E Evaluation Board (Selection Board) with at least three (3) of the most highly qualified firms. Interviews will be conducted by telephone. Phone calls and personal visits for the purpose of discussing this synopsis are not allowed.
