Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the Government.

1.1. Description of Services/Introduction: This PWS covers requirements for the contractor to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform chemical analytical services for industrial hygiene sample analysis. The contractor shall perform to the standards of the PWS.

The contractor’s laboratory shall maintain active and current American Industrial Hygiene Association (AIHA)®-accreditation or must meet the International Organization for Standardization/International Electrotechnical Commission (ISO/IEC) 17025 international standard to ensure the results reported have been generated by a laboratory with a known and certified quality system. Background: The CENWS performs industrial hygiene sampling for operational and construction projects that involve collection of primary samples, split samples and/or quality assurance samples from various industrial operations. Once these samples are collected, analysis by an accredited laboratory is necessary.

1.3. Scope: The contractor shall perform laboratory analysis services, chemical analysis of heavy metals, ozone, asbestos, and other industrial hygiene air samples.

Services include the following methods:

• Occupational Safety and Health Administration (OSHA) ID-215 v2 with Institute of Medicine (IOM) Sampler, Hexavalent Chromium

6) During the course of the contract, additional parameters that are not listed in the Price Schedule and paragraph 5 may be requested by the Government. This additional task(s) may include industrial hygiene equipment rental and additional analytical methods analysis. If this occurs, the laboratory will provide unit costs for the requested parameters at that time. Costs for these items will be negotiated at the order level.

7) The contractor shall ship/deliver required media, calibrators, and other supplies to a location address specified by the Government prior to each sampling event. 12) Depending on the individual project needs for which samples are collected, the Government may specify different data reporting packages as part of the deliverable.

Unless otherwise specified, the standard or default data reporting package will consist of the definitive data package. Other data reporting packages may be requested as needed. If this occurs the order can be modified if required. Packages must be available in hard copy and in electronic searchable structured portable deliverable format (PDF).

1.5.2. Recognized Holidays: The contractor is not required to perform services on federal holidays.

New Year’s Day Labor Day Martin Luther King Jr.’s Birthday Columbus Day President’s Day Veteran’s Day Memorial Day Thanksgiving Day Juneteenth National Independence Day Christmas Day Independence Day

1.5.3. Place of Performance: The work shall be performed at the contractor facility.

1.5.3.1. Location of Sampling: The location of sampling will be within one or more of the Government’s areas of responsibility. The areas of responsibility are as follows:

Lake Washington Ship Canal (LWSC), Washington The 30-foot-deep canal connects Puget Sound on the west with Lake Washington eight miles to the east. A dam, gated spillway, fish ladder, gardens, visitors’ center and two navigation locks are located 1.5 miles east of the entrance on Puget Sound.

Chief Joseph Dam (CJD), Washington The CJD is a concrete gravity dam on the Columbia River, 2.4 km (1.5 mi) upriver from Bridgeport, Washington. The CJD has the nation's longest straight-line powerhouse. At 2,039 feet, it's nearly one half mile long. The CJD is the nation's second leading producer of hydropower and the USACE’s largest hydropower producer. The CJD is a "run of the river" dam which means the lake behind the dam is not able to store large amounts of water.

Mud Mountain Dam (MMD), Washington

The MMD is a flood control dam protecting the lower White and Puyallup River valleys from flooding by holding back water from heavy rains and melting snow in its reservoir.

Water managers from the U.S. Army Corps of Engineers, Seattle District, slowly release water back into the river. The photo on the left is what the dam looks like when it isn't being used for flood control.

Howard Hanson Dam (HHD), Washington The HHD is a USCE flood control dam located near the headwaters of the Green River in King County. It's primary purpose is flood control in the winter and fish enhancement in the summer.

The HHD is located on the upper reach of the Green-Duwamish River in King County, 63 river miles above the mouth. It is in the city of Tacoma’s municipal watershed 35 road miles east of Tacoma, 6 miles upstream from Palmer. This project is protected from public access.

Libby Dam (LD), Montana The LD spans the Kootenai River 17 miles upstream from the town of Libby in the heart of northwestern Montana. The LD is a straight-axis, concrete, gravity structure solidly anchored in bedrock. It was constructed with 7.6 million tons of concrete and holds back the water of the Kootenai River with its own massive weight. The dam is 422 feet tall and 3,055 feet long.

Albeni Falls Dam (AFD), Idaho Located in Oldtown, Idaho, the AFD is part of the Columbia River system. Water released from the dam passes through federal and non-federal hydroelectric projects on the Columbia and Pend Oreille Rivers.

Waterway Maintenance Unit Waterway Maintenance Unit supports navigation by maintaining channels and other structural features for safe navigation in the Puget Sound region and on the Washington coast. Maintaining channels requires keeping them at serviceable and reliable depths and widths by dredging and other means. Maintaining also means removing navigation hazards and underwater obstructions.

1.5.4. Physical Security: The contractor shall be responsible for safeguarding all Government equipment, information, and property provided for contractor use.

1.5.5. Post Award Conference/Periodic Progress Meetings: The KO, COR, and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the KO will apprise the contractor of how the Government views the contractor's performance, and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.

1.5.7. Contracting Officer Representative (COR): The COR will be identified by separate letter.

The COR monitors all technical aspects of the purchase order and assists in contract administration. The COR is authorized to perform the following functions:

• Assure that the contractor performs the technical requirements of the order.

• Perform inspections necessary in connection with order performance: maintain written and oral communications with the contractor concerning technical aspects of the purchase order.

• Monitor contractor's performance and notifies both the KO and contractor of any deficiencies.

• Provide site entry of contractor personnel.

A letter of designation issued to the COR, a copy of which is sent to the contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting contract.

1.5.8. Authorized Individuals (AI): The AI will be identified by separate letter. The AI is the technical expert and has the authority to perform the following functions:

• Discuss, via phone or email, technical aspects of Industrial Hygiene methods, results, turnaround times, scheduling, analysis, media and other items related to implementation of the contract.

• Request media, equipment and shipping methods for requested items

• Request analysis of samples via Laboratory’s Chain of Custody/Analysis Request forms.

1.5.9. Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. The contractor shall ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed.
