Solicitation W912DW23Q0005 Questions & Answers Libby Dam Resource Well
Paragraph 1.2 states that the contractor will provide all materials and labor for a bored well with steel casing and a buried slab.
Question 1. Please elaborate on "buried slab". Is that simply the 12" bentonite seal?
Answer: Yes.
Question 2. The contractor will obviously supply the materials for the boring of the well and that the government will supply the control switch but does the contractor or the government supply the materials such as electrical wire and conduit, the frost free hydrant, tee and cap at termination point, water supply piping, lockable well cap and the pitless adapter?
Answer: Contractor supplies all materials (electrical wire and conduit, the frost free hydrant, tee and cap at termination point, water supply piping, lockable well cap and the pitless adapter) The government will provide and power an on/off control switch located inside the Critical Spares Building. The contractor will trench and run power from the well to the switch
Question 3. Also, who supplies the submersible pump?
Answer: Contractor
Question 4. Will the contractor or the government connect the pump wiring to the control switch?
Answer: The contractor runs power from the well to the switch.
Question 5. Will you please provide the distance from the water well to the frost free hydrant?
Answer: 10 ft.
Question 6. See Map as reference. Our assumptions starting at the top are.
Concrete wet well lid.
Drain rock.
Concrete wet well. It appears to have 3 sections and the bottom one has a solid floor
X is native ground outside of the washed rock.
Answer:
1. No concrete top is needed.
2. What appears to be gravel is native soil so 2 and 4 are the same – native soil.
3. The 6” casing can extend downward so no need for 3.
Question 7: Bid Date extension request. Reason: to date no Q&A has been posted to SAM.gov, large scope related questions detailed below such as if the pump is contractor supplied, location of the hydrant not shown on plans for scope estimation relating to trenching, etc.
Also, would like to schedule a site visit, and just started looking at this solicitation this Monday, after it was posted last Thursday at the end of the day.
Answer: We can offer a site visit tomorrow, Thursday, Jan 26 between 10 am and 3 pm. Please contact Bryan Cook - 406-293-7751 ext 137 or email Bryan.R.Cook@usace.army.mil. The solicitation due date of Tuesday January 31, 2023 by close of business will stand.

Answer: See map below.
Question 9: Is the hydrant existing, to be supplied by others, or to be supplied by contractor?
Answer: Hydrant supplied by contractor.

Question 11: Contract duration extension request. 9 well drilling subcontractors contacted have indicated they are 2 years out on booking construction work. August 15th, 2023 would mean this needs to be drilled in the next 6 months.
What availability is there for a site visit this week?
Answer: See Answer for Question 7 for site visit. I can’t verify construction schedule for all possible well drilling subcontractors.
