SPECIFIC TASKS

5. Specific Tasks:

Drawing is included in this RFPsolicitation. Drawings are for information only because accurate as-built drawing is not available. There are numerous undocumented field repairs applied to the water line system. Field verification of the measurements is highly recommended.

5.1 Base CLIN 0001, Backflow Preventer and Isolation Valve Work

• Supply and replace valves and backflow preventers.

Replace the two 10 inch isolation valves and the two backflow preventers at the backflow house (pump house). Note: Contractor will coordinate with City of Seattle to turn water off and replace the piping, valves, and backflow preventers. There are two water supply lines. One supply line is 10 inch. One other supply line is 3 inch. The 3 inch water line supplements the 10 inch water line. The blue 10 inch valves are new and don’t have to be replaced.

Supply one each Febco 880V Outside Screw and Yolk (OS&Y) 12 bolt flange shutoff valve or similar.

Supply two each 10 inch redundant OS&Y isolation valves. See image 1 and 2 for reference.

Replace the single wide door with double wide commercial metal insulated door (roughly 8 by 8).

Valves may not fit through existing door. Contractor is allowed to remove roofing for valve work. See image 3 for current backflow house door.

5.2 OptionalBase CLIN 0002, Spillway Piping Replacement

• Remove existing stainless steel piping and associated components. Replace with new piping and components.

• Supply and install new stainless steel piping and components. Connect the new waterline to existing water line. Connect the new waterline to existing water line at pedestrian spillway deck level.

Replace the stainless steel water supply lines at the spillway bridge. Install new stainless steel water supply lines and valves on top of the spillway at spillway gate machinery. Install heat tape and passive insulation to ensure winter operation down to 10 degree F.

Existing stainless steel G-press piping along the pedestrian walking deck level will be abandoned in place. Supply and install new stainless steel water supply lines and valves on top of the spillway at spillway gate machinery. Install heat tape and passive insulation to ensure winter operation down to 10 degree F. New water supply line can be mounted on the side or on the top of the concrete structure at the gate machinery level. Maintain waterline and electrical conduits separation at the gate machinery level.

Objective: extra water supply line at fish ladder, on top of spillway machinery, and parts availability.

Reconnect south water supply line to central pier control tower.

Remove all existing, stainless-steel G-press pipe and fittings. Replace per drawing stainless pro-press, with additions as shown. Thicker supply lines will be 2 inch pro-press, and thinner supply lines will be 1 inch pro-press. All valves in line will be stainless pro-press valves, except for the angle stops for fire stands (2-1/2” FNPT x MNST angle valves), and Backflow Valve (Watts 009M2-LF 2” or equivalent).

All lines across the spillway will be mounted to existing stainless steel strut channel (Unistrut type).

The new piping sections will be stainless steel pro-press type with parts readily available in the US. The new two inch water lines will be connected at the fish ladder. All valves in line will be stainless pro-press valves, except for the angle stops for fire stands (2-1/2” FNPT x MNST angle valves), and

Backflow Valve (Watts 009M2-LF 2” or equivalent). Install backflow preventers. Install garden hose connections and valves at every other spillway gate. The garden hose connections come off the fire fighting supply line.

All new water lines across the spillway will be mounted to existing or new stainless steel strut channel

(Unistrut type). Alternative mounting methods similar to the stainless steel strut channel may be proposed and installed if approved by the government. Install pipe straps spaced at 10 linear feet for 2 inch piping. Install pipe straps at 7 linear feet spacing for 1 inch piping. Hand rails may be permanently relocated. Piping should not interfere with gate machinery operation or worker access. Choose material carefully to minimize corrosion or galvanic reaction in salt water marine environment.

From 2 inch water lines at the machinery deck level, extend the water lines down to pedestrian walking deck level and install fire stands and associated parts. These fire stands need to be in a similar configuration and accessible from the spillway walkway. The fire stands may need to be removable such that they will not affect the removal of the spillway gates or related components. Install valves and parts for the fire stands at every other spillway gate.

Install one parallel 2 inch stainless piping from fish ladder to small lock crane. This is to restore alternate water supply to the center pier control tower. The reconnection will be made at spillway gate closest to the control tower. Extend and install new piping down from gate hoist machinery level to pedestrian walking level near the stairs. Cap and terminate new pipe run near small lock Trident crane.

Refer to image 18, location CLIN 2 for Trident crane location. Refer to drawing C-2-4-184 for stair location and profile.

Install one garden hose and valve connection near the spillway gate bearing. This connection will service the fish ladder. Refer to image 5 for general location below the concrete bridge.

Install new one inch supply lines and backflow valve at the top of the spillway (south end at the gate machinery level) will be mounted to new stainless steel strut channel. The new addition will accommodate the new isolation valves and unions. Reference image 7.

The 2” supply lines that enter and exit the backflow valve will have valves with plugs mounted vertically to allow venting for draining system in winter.

Exposed pipe runs shall be wrapped in heat tape and insulation to allow the system operation in all seasons to a temperature of ~10°F. Use insulated pipe straps and pipe supports to minimize conduction heat loss. Heat tapes using 120V AC power source similar to Raychem, Wintergard H612500/1000 may be used. Backflow preventer and isolation valves will be wrapped/zip tied with heat tape or insulation.

Make heat tape and insulation removable at the backflow preventor and isolation valve locations.

Contractor may need to construct scaffolding to work under the spillway bridge deck. Work will be done next to large bodies of water. Fall protection and floatation device are required. Contractor may need to provide own boat for “man overboard” rescue operation. Contractor will consult own insurance company on marine insurance applicability due to waterfront work.

5.3 Optional CLIN 0003, Firefighting Post Indicator Valve Repair and Replacement

• Remove four existing red post indicator valve assemblies. Supply and install four new post indicator valve assemblies. New assemblies should be the same type and make as the existing assemblies.

• Replace the valves under the red valve post indicator. The red valve post indicators are for firefighting water supply lines. Note: SomeTwo valves are buried in concrete and will require concrete removal. Reference image 58 and image 69 for examples.

• There are two post indicator valve assemblies at the center pier. There is onea third post indicator valve near the boathouse gate. OneThe fourth post indicator valve is located near west end pier beyond the handrails. This PIV is buried with dirt and gravel.

** Workers in this classification may be entitled to a higher minimum wage under Executive Order 14026 ($15.00) or 13658

($11.25). Please see the Note at the top of the wage determination for more information.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the

Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.

Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at https://www.dol.gov/agencies/whd/government-contracts.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses

(29CFR 5.5 (a) (1) (ii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate

(weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or

""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until a new survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010

08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.

A UAVG rate will be…
