Plant, trees, and willows only during periods which are normal for such work as determined by the season, weather conditions, and accepted practice. Do not install plant materials when ambient temperatures may drop below 35 degrees for above 80 degrees F. Do not install plants when wind velocity exceeds thirty (30) MPH. Protect existing utilities, paving, and other facilities from damage caused by planting operations. Confine work to designated areas.
Existing Conditions: Carefully examine the site before submitting a bid. Be informed as to the nature and location of the Work, general and local conditions including climate, adjacent properties and utilities, conformation of the ground, the nature of subsurface condition, the character of equipment and facilities needed prior to and during execution of the work. Should the contractor, in the course of work, find any discrepancies between drawings and physical conditions or any omissions or errors in drawings, or in layout as furnished by the QAR it will be the duty of the contractor to inform the QAR immediately in writing for clarification. Work done after such discovery, unless authorized by the QAR, shall be done at the contractor's risk.
PLANTING PERIODS
Plant trees and willows only during periods which are accepted for such work as determined by the season, weather conditions, and industry standard. Do not install plant materials when ambient temperatures may drop below 35 degrees F or above 80 degrees F. Do not install plants when ground is frozen, snow covered, or when wind velocity exceeds thirty (30) MPH. Planting operations shall be performed only during periods when beneficial results can be obtained. When drought, excessive moisture, frozen ground or other unsatisfactory conditions prevail, the work shall be stopped when directed. When special conditions warrant a variance to the planting operations, proposed planting times shall be submitted for approval.
WARRANTY
Plant Material Guarantee: Guarantee all plant material in accordance with contract conditions or for duration of one year, whichever is longer, after final acceptance. Plant material shall be alive and in satisfactory condition as determined by the QAR at the end of the warranty period.
Plant Material Replacement: Replace, in accordance with the drawings and specifications, all plants that are dead or, as determined by the QAR and project biologist, are in an unhealthy or unsightly condition, and have lost their natural shape due to dead branches, or other causes due to the Contractor's negligence. The cost of such replacements is at the contractor's expense. All replacement plants shall be guaranteed for one (1) year after installation, unless otherwise specified. Remove and immediately replace all plants, as determined by the QAR to be unsatisfactory during the initial planting installation.
PART 2 - PRODUCTS
ON-SITE NATIVE SOIL AMENDMENTS
Soil used for planting will consist of native soil located onsite. Use of wetland seed bank soil from the excavated channel shall be placed in areas where there has been extensive invasive plant removal that resulted in the loss of soil caused by grubbing. Soil from any area with knotweed or blackberry shall not be used onsite. No imported topsoil, compost, fertilizers, or lime shall be used.
BARK MULCH
Description: Ground fir or hemlock bark, free from noxious weed seeds, sawdust, splinters or other debris. Bark mulch shall not contain foreign material, chemicals and substances detrimental to plant life, including resin, tannin, wood fiber, or other compounds.
Submittals: Contractor shall notify QAR of the source of supply and provide a two (2) pound sample for approval before installation.
TREES AND SHRUBS
Genera, species, and variety; quantity, size and conditions as indicated on the drawings.
Plant Material: Shall be healthy nursery stock, well branched, full foliage when in leaf; free from disease, injury, insects, all weeds, and weed roots. Tree groups shall be matched in appearance and form. Meet requirements of American Standard for Nursery Stock, ANSI Z60.1-2004 published by the American Nursery Association except as otherwise supplemented or modified under this section. Cold storage plants will not be permitted. Potted and container stock shall be well rooted, vigorous enough to insure survival and healthy growth. Container plants shall have grown therein a minimum of six months and a maximum of two years, with roots filling the containers but not showing evidence of being or having been root bound. All grafts or budding on trees shall be at ground level except higher grafts of budding with compatible trunk and branch growth characteristics may be approved by the QAR. All native plant material shall be nursery grown.
Trees: Provide untapped, straight, single leader trees except for multiple stem (clump) trees. Plant materials shall be free from disfiguring knots, swollen grafts, sunscale injuries, bark abrasions, evidence of improper pruning and other objectionable disfigurements. Trees and shrubs shall have well developed branch systems; shrubs full foliage, not leggy. Thin, weak, and leggy plant materials will be rejected by the QAR. All plant material shall be legibly tagged.
Tagging may be by species or variety with minimum of one tag per ten trees or shrubs.
PART 3 - EXECUTION
INSPECTION
Finish grading shall be inspected and approved by the QAR prior to planting. Verify that planting bed grades are in accordance with those indicated on the Project Grading and Drainage and Layout Drawings before proceeding with work. Examine planting areas for conditions that will adversely affect execution, permanence, and quality of work and survival of plant material.
PLANTING OF TREES AND SHRUBS
Plant trees and shrubs upright. Tree species shall be planted in locations possessing appropriate micro-site conditions for each species throughout disturbed areas along the channel. Excavate all planting holes three times the spread of the tree or shrub root ball or root system. Cut off cleanly all broken or frayed roots. Place and lightly compact on-site native backfill soil carefully to avoid injury to roots; fill all voids. When hole is nearly filled, completely fill with water and allow water to soak away. Fill holes to finish grade and prepare for other work indicated. Trees shall be spaced 10 feet on center using triangular spacing. Place bark mulch around each installed tree in a 2-foot diameter circle 6 to 8 inches deep. Pull back mulch from trunk/stems.
30-DAY AND ONE-YEAR GUARANTEES
Cleanup, protect, maintain, and replace in kind as necessary, plantings and seeded areas during and for 30-day and one-year guarantee periods following physical completion of the work. The Contractor shall provide 100% survival of all plants 30 days following installation and 80% survival at one year.
MAINTENANCE AND CLEANUP
At completion of work, remove all debris, equipment, and surplus material.
Maintenance of Tree and Shrub Plantings: The Contractor shall assume full responsibility for the maintenance of all landscaping until such time as the contractor receives notice from the QAR that such landscaping and the one-year guarantee has reached physical completion. Water, weed, cultivate, mulch, reset plants to proper grade or upright position, remove dead wood, and do other necessary operations. Continually monitor plant health and irrigate as necessary to avoid drying out of plant materials and as required to promote healthy growth. Maintenance shall include cultivating, replanting at the 30 day and 1-year guarantees, watering, pruning (only as directed), and invasive weed control. Re-set settled plants shall be returned to proper grade and position. Restore planting saucer and adjacent material and remove dead material. Correct defective work as soon as possible after deficiencies become apparent and weather and season permit.
ACCEPTANCE
Inspection to determine acceptance of planted areas will be made by the QAR, upon Contractor's request. Provide notification at least ten (7) working days before requested inspection date. Planted areas will be accepted provided all requirements, including the maintenance period have been complied with and plant materials are alive and in a healthy, vigorous condition. Upon acceptance of maintenance period work, the county will assume plant maintenance.
