1. GENERAL INFORMATION:

1.1. Description of Services/Introduction: The Contractor shall provide all materials, tools, equipment, and labor necessary to design, fabricate, and deliver (1) 500lb minimum capacity portable personnel hoist as defined in this Scope of Work (SOW). The guidelines and conditions identified below represent the Government’s minimum requirements and do not relieve the Contractor of responsibility of complying with all federal, state and local laws. Any reference to a federal, state or local law or regulation within this contract is for emphasis only and does not relieve the Contractor of the obligation to be aware of and comply with all applicable federal, state and local county laws and regulations.

1.2. Objective/Design Codes: Manufacture and deliver one (1) guided one-man personnel hoist system designed to work within the geometry of Chief Joseph Dam main unit sump access. The following codes must be used as a basis for the design of the system:

a. ANSI A10.22-2007-Safety Requirements for Rope-Guided and Non-Guided Workers’ Hoists

b. ASME B30.7-2001, Base-Mounted Drum Hoists

c. OSHA 29 CFR Part 1926.550(G)

d. Corps of Engineers, Engineering Manual EM 385-1-1

e. National Electric Code 2019

f. American Concrete Institute, ACI 318-19

1.3. Scope of Work: This work involves investigation, design, construction, and delivery of the personnel hoist systems. A site visit shall be necessary to investigate field conditions and verify dimensions to ensure the design shall work within the existing geometry of the sump floor openings. All designs, construction, workmanship, and material, unless specifically exempt, shall be in accordance with the applicable sections of ANSI A10.22, and all codes (state or local) having jurisdiction.

1.4. Site Visit and Contractor Travel: Site visit should occur NLT five (5) business days following contract award. All travel that may be required during the duration of this contract will be the responsibility of the Contractor.

1.5. Period of Performance: The contractor shall deliver the complete system, ready for installation and testing by the Government, NLT 14 September 2021, including the complete hoist system and operations and maintenance manuals, design drawings, and calculations.

1.6. Milestone Reviews: Prior to fabrication, the Contractor shall submit a proposed design (2.11) to the Government for review NLT 30 calendar days following the Contractor site visit (1.4). The Government will have eight (8) business days to review the proposed design for compliance of this SOW. If the Government finds deficiencies in concept, specifically as it relates to the SOW, the Contractor shall accommodate as needed. Once the concept is approved by the Government, fabrication shall commence.

During fabrication, the Contractor shall facilitate a site inspection/review by the Government. These reviews are only for the purpose of providing Chief Joseph Dam a product that meets their needs. Ultimate responsibility of the design, fabrication, operability, and safety performance rests with the Contractor.

1.7. Acceptance and Testing: The place of acceptance will be at the Contractor work facility. The Contractor shall coordinate with the Government P.O.C a second site inspection for acceptance of a completed hoist system. Coordination shall be in advance of dates and times that acceptance tests are to be performed on the hoist system. The Contractor shall perform testing and demonstrate the proper operation of all features.

Correction or replacement requirements identified during testing prior to acceptance shall be at no cost to the Government.

1.8. Delivery: The accepted personnel hoist shall be delivered F.O.B destination. The Contractor shall be responsible for maintaining the product’s condition following acceptance as specified to the point of delivery. Upon receipt at the delivery location, the Government will appraise the personnel hoist system for quantity, damage in transit, and possible substitution or fraud. Delivery of the hoist system must take place during CJD working hours, 8:00am – 4:00pm Monday - Thursday except for Federal holidays. There is no one on site to accept Friday deliveries.

2. System Performance Requirements:

2.1. Load Capacity: The maximum personnel load for this system with the provided personnel basket is 500 pounds (1 person maximum). The system must have an 8:1 safety rating for personnel lifting. Material load for this system with the provided rigging and attachments must be greater or equal to 750 pounds.

The system must have a 5:1 safety rating for material lifting.

2.2. The complete system shall have provisions for assembly, disassembly, transport and be equipped with lifting points suitably sized for movement by manual means.

2.3. The complete system must be equipped with casters for mobility on concrete floors as well as stabilizers for when the system is in use. The weight of the complete system shall be clearly marked on the frame.

2.4. Material and coatings used in the construction of this system will need to be corrosion resistant and suitable for everyday use in wet conditions.

2.5. Nameplate data with lifting capacities and hoist system serial number shall be included on a placard and posted near the system entrance in a conspicuous location.

2.6. Hoist System Frame Minimum Requirements:

a. Must support the hoist itself and hoist rope sheave and include an outward swinging gate, toe boards and railing as required to prevent falls into the open hatch

b. Gate must be removable to allow passage of larger material sizes and installation/removal of the personnel basket

c. Must be easily assembled and disassembled for transportation between different floors (stairs and narrow walkways)

d. Disassembled components must be able to fit through 5’x5’ opening

e. Disassembled components must be able to be easily transported and assembled by hand

f. Must be tall enough that the personnel basket will clear the access floor by 1’ when fully raised

g. Personnel basket location must be offset from the center of the frame to accommodate the location of the access hole with respect to the wall

h. Must fit within a 7’x7’ footprint

2.7. Winch Minimum Requirements (rated to lift people):

a. Compatible with CJD station air, 100 psi.

b. Automatic disc and band brakes

c. Grooved drum to be compatible with the lift cable.

d. Must include remote pendant for the lift control system.

e. Must have 8:1 rated to lift 4000 safety rating for personnel lifting/5:1 safety rating for material and equipment

f. Must include exhaust hose and 90 dBA muffler

g. Must include up and down limit switches for the cable travel

h. Must have ability for manual operation in case of motor failure. Must be located for easy use in emergency situations – placement must allow easy access for manual operation.

2.8. Hoist Rope Minimum Requirements:

a. Must be rated for 8:1 for 500 (Washington state requirement) pound personnel plus the weight of the personnel basket and rigging; 5:1 for 750-pound material including the weight of rigging.

b. Must include a sleeve/thimble (where the lift cable come back to the personnel basket) termination for interfacing with shackles as the end connection for attachment to the personnel basket and for rigging material.

c. Must be capable of hoisting to a height of 55’

2.9. Personnel Basket Minimum Requirements:

a. System must provide means of guiding personnel basket during hoisting operations.

b. System must provide means of aligning personnel basket with access hole during hoisting operations.

c. Must have an outward swinging and latching/locking gate

d. Must fit within a 29”x29” access hole

e. Must have a square footprint

f. Must have grated flooring (for draining and rust prevention)

g. Must be fully enclosed with perforated walls

h. Inside height must be 7’ tall

i. Must have tie off points located on all sides

j. Must have guide plates on each corner to help with access hole alignment – top of man basket

k. Must include removable wheels on bottom to help with transportation - bottom of the man basket

2.10. Two Block prevention and Air Supply:

a. A means of limiting the stall pull of the winch must be provided in a controlled sense

b. A means of performing two-block prevention function must be provided

c. A means of isolating the winch from the dam air supply must be provided

2.11. Proposed Design:

a. CAD Drawings: Drawings shall be provided to show hoist system layout with respect to the layout of the sump room floor, dimensions, install processes and operation processes.

b. CAD Modeling: 3D CAD models shall be provided to show hoist system layout with respect to the layout of the sump room floor

c. Finite Element Analysis (FEA): FEA shall be provided to show hoist components will be sized adequately to support required loading

d. Calculations: Calculations shall be provided to show that the hoist will meet required design codes, design requirements and floor loading requirements

3. Final Deliverables: The Contractor shall provide any associated documentation and operating manuals associated with the personnel hoist system upon delivery. Documentation includes but is not limited to all inspection and testing reports, final design calculations and analysis, as-built drawings and operations and maintenance data. Contractor prepared documents shall be comprehensive in both content and presentation that presents brevity, clarity, and precision in reporting. Text, maps, figures, charts, and illustrations shall have no typographical errors, inconsistent data or misspelled words.

3.1. As-Built Drawings: One (1) complete hardcopy and one (1) complete electronic copy in portable document format (PDF).

3.2. Operations and Maintenance (O&M) Data: Two (2) complete bound hardcopies. O&M data shall be specifically applicable to this contract and a complete and concise depiction of the provided equipment, product, or system, stressing and enhancing the importance of system interactions, troubleshooting, and long-term preventative maintenance and operation. At a minimum the package shall have the following data:

a. Operating Instructions: Include specific instructions, procedures, and illustrations for the following phases of operation for the installed model and features of each system:

b. Safety Precautions: List personnel hazards and equipment or product safety precautions for all operating conditions.

c. Operator Prestart: Include procedures required to install, set up, and prepare each system for use.

d. Startup, Shutdown, and Post-Shutdown Procedures: Provide narrative description for Startup, Shutdown and Post-shutdown operating procedures including the control sequence for each procedure.

e. Normal Operations: Provide narrative description of Normal Operating Procedures. Include Control Diagrams with data to explain operation and control of systems and specific equipment.

f. Emergency Operations: Include Emergency Procedures for equipment malfunctions to permit a short period of continued operation or to shut down the equipment to prevent further damage to systems and equipment. Include Emergency Shutdown Instructions for fire, explosion, spills, or other foreseeable contingencies. Provide guidance and procedures for emergency operation of all utility systems including required valve positions, valve locations and zones or portions of systems controlled.

g. Operator Service Requirements: Include instructions for services to be performed by the operator such as lubrication, adjustment, inspection, and recording gage readings

h. Preventive Maintenance Plan and Schedule: Include manufacturer's schedule for routine preventive maintenance, inspections, tests and adjustments required to ensure proper and economical operation and to minimize corrective maintenance. Provide manufacturer's projection of preventive maintenance workhours on a daily, weekly, monthly, and annual basis including craft requirements by type of craft. For periodic calibrations, provide manufacturer's specified frequency and procedures for each separate operation.

i. Corrective Maintenance (Repair): Include manufacturer's recommended procedures and instructions for correcting problems and making repairs.

j. Include step-by-step procedures to promptly isolate the cause of typical malfunctions. Describe clearly why the checkout is performed and what conditions are to be sought. Identify tests or inspections and test equipment required to determine whether parts and equipment may be reused or require replacement.

k. Wiring Diagrams and Control Diagrams: Wiring diagrams and control diagrams shall be point-to-point drawings of wiring and control circuits including factory-field interfaces. Provide a complete and accurate depiction of the actual job specific wiring and control work. On diagrams, number electrical and electronic wiring and pneumatic control tubing and the terminals for each type, identically to actual installation configuration and numbering.

l. Maintenance and Repair Procedures: Include instructions and a list of tools required to repair or restore the product or equipment to proper condition or operating standards.

m. Spare Parts and Supply Lists: Include lists of spare parts and supplies required for maintenance and repair to ensure continued service or operation without unreasonable delays. Special consideration is required for facilities at remote locations. List spare parts and supplies that have a long lead-time to obtain.

4. Warranty: Contractor shall provide the commercial furnished equipment warranties, including the body and all other parts and components required herein, against parts failure or malfunction due to design, construction or installation errors, defective workmanship, and missing or incorrect parts, for a minimum period of 12 months from date of acceptance. Component parts not manufactured by Contractor will be warranted the length of the respective manufacturers' warranty or a minimum of one-year, inclusive. If Contractor receives from any supplier additional guarantees overall, or any component of the hoist system, the purchasing Government agency shall receive corresponding warranty benefits. The warranty coverage shall begin when the purchasing Government agency accepts the hoist system.

CLAUSES INCORPORATED BY FULL TEXT

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (FEB 2021)

The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v) of this provision.

(a) Definitions. As used in this provision --

“Covered telecommunications equipment or services” has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

“Economically disadvantaged women-owned small business (EDWOSB) Concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.

"Forced or indentured child labor" means all work or service-

(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or

(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.

“Highest-level owner” means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.

“Immediate owner” means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.

“Inverted domestic corporation” means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c).

“Manufactured end product” means any end product in product and service codes (PSCs) 1000-9999, except--

(1) PSC 5510, Lumber and Related Basic Wood Materials;

(2) Product or Service Group (PSG) 87, Agricultural Supplies;

(3) PSG 88, Live Animals;

(4) PSG 89, Subsistence;

(5) PSC 9410, Crude Grades of Plant Materials;

(6) PSC 9430, Miscellaneous Crude Animal Products, Inedible;

(7) PSC 9440, Miscellaneous Crude Agricultural and Forestry Products;

(8) PSC 9610, Ores;

(9) PSC 9620, Minerals, Natural and Synthetic; and

(10) PSC 9630, Additive Metal Materials.

“Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.

“Predecessor” means an entity that is replaced by a successor and includes any predecessors of the predecessor.

“Reasonable inquiry” has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate--

(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;

(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;

(3) Consist of providing goods or services to marginalized populations of Sudan;

(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;

(5) Consist of providing goods or services that are used only to promote health or education; or

(6) Have been voluntarily suspended.

“Sensitive technology”--

(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically--

(i) To restrict the free flow of unbiased information in Iran; or

(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and

(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).

“Service-disabled veteran-owned small business concern”--

(1) Means a small business concern--

(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and

(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.

(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).

"Small business concern"--

(1) Means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and size standards in this solicitation.

(2) Affiliates, as used in this definition, means business concerns, one of whom directly or indirectly controls or has the power to control the others, or a third party or parties control or have the power to control the others. In determining whether affiliation exists, consideration is given to all appropriate factors including common ownership, common management, and contractual relationships. SBA determines affiliation based on the factors set forth at 13 CFR 121.103.

“Small disadvantaged business concern”, consistent with 13 CFR 124.1002, means a small business concern under the size standard applicable to the acquisition, that--

(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--

(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and

(ii) Each individual claiming economic disadvantage has a net worth not exceeding $750,000 after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and

(2) The management and daily business operations of which are controlled (as defined at 13.CFR 124.106) by individuals, who meet the criteria in paragraphs (1)(i) and (ii) of this definition.

“Subsidiary” means an entity in which more than 50 percent of the entity is owned--

(1) Directly by a parent corporation; or

(2) Through another subsidiary of a parent corporation.

“Successor” means an entity that has replaced a predecessor by acquiring the assets and carrying out the affairs of the predecessor under a new name (often through acquisition or merger). The term “successor” does not include new offices/divisions of the same company or a company that only changes its name.

The extent of the responsibility of the successor for the liabilities of the predecessor may vary, depending on State law and specific circumstances.

“Veteran-owned small business concern” means a small business concern--

(1) Not less than 51 percent of which is owned by one or more veterans (as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and

(2) The management and daily business operations of which are controlled by one or more veterans.

"Women-owned business concern" means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women; and whose management and daily business operations are controlled by one or more women.

“Women-owned small business concern” means a small business concern--

(1) That is at least 51 percent owned by one or more women or, in the case of any publicly owned business, at least 51 percent of its stock is owned by one or more women; or

(2) Whose management and daily business operations are controlled by one or more women.

“Women-owned small business (WOSB) concern eligible under the WOSB Program (in accordance with 13 CFR part 127)”, means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States.

(b) (1) Annual Representations and Certifications. Any changes provided by the Offeror in paragraph (b)(2) of this provision do not automatically change the representations and certifications in SAM.

(2) The offeror has completed the annual representations and certifications electronically in SAM accessed through http://www.sam.gov. After reviewing SAM information, the Offeror verifies by submission of this offer that the representations and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard(s) applicable to the NAICS code(s) referenced for this solicitation), at the time this offer is submitted and are incorporated in this offer by reference (see FAR 4.1201), except for paragraphs __.
