Registration is required prior to award of any contract, basic agreement, basic ordering agreement, or blanket purchase agreement from a solicitation. LACK OF REGISTRATION IN THE SAM DATABASE WILL MAKE AN OFFER INELIGIBLE FOR AWARD. The web site may be accessed at www.sam.gov.

SAM Priority Processing Request: The notarized letter must have both the vendor signature page AND the notary signature page signed. If missing a signature (or other required data) GSA will reject the letter. This will cause the review and activation of the account will be delayed further. Any prioritization requests received on Friday are subject to delays because of the weekend. For a request you send on Friday afternoon, you may not receive your response until Monday morning.

4. ELECTRONIC FUNDS TRANSFER (EFT): Effective 99 Jun 01, the Government will make all payments by

EFT (unless the Government VISA credit card is accepted). The only exceptions are: 1) Foreign Vendors, 2) Government Agencies, and 3) One time payments. Vista Area Open all year

Requirements of Each Patrol.

Albeni Falls Dam Project Area:

Patrolling deputies should allow ample time to effectively cover the defined area and are required to check locks on gates outside of fenced compounds and all doors associated with the Visitor Center. The deputies shall also patrol the switchyard and powerhouse parking lots. Patrol schedules and routes should not establish a routine that can be plotted by potential terrorists, vandals, or other violators.

Albeni Falls Campgrounds and Day-use Areas:

Patrols may be accomplished by land or marine based deputies in all areas except the Dam Site & Vista Area where land-based patrols are required. Where marine deputies are used, they are encouraged to spend time on foot within the park area to increase public awareness that patrols are being made. For all patrols ample time needs to be spent in each area to make visitors aware that law enforcement officers are in the vicinity, but not establish a routine that can be plotted by potential violators.

Additional Project Security Patrols.

At the option of the Corps and the County, up to 10 additional security patrols may be conducted during the contract period in any of the areas listed in Part 1, Description of Services. These additional patrols shall be conducted when requested by the Corps when threat conditions warrant, or when the Sheriff obtains intelligence indicating a specific threat to the Project. In the event of a specific threat to the Project, the QAR or Albeni Falls Dam Operations Program Manager shall be notified of the threat, and the intent of the Sheriff to conduct extra patrols.

Communication Requirements.

Albeni Falls Dam Project Area:

Generally, Patrol Deputies will be required to make contact with the Albeni Falls Control Room Operator using established communication links. This contact will ensure that the Operator is aware that patrol activity is in progress, and that the Operator has the opportunity to relay pertinent information to the deputy. In the event that an Operator cannot be reached, procedures will be established during the orientation meeting to enable the deputies to enter the powerhouse parking lot and powerhouse if needed.

Administrative and Reporting Requirements.

The County shall furnish to the Government within ten days after the end of each calendar month a report of factual services provided under the contract during that month.

Daily Records.

The Contractor shall maintain daily records of contract activity as back-up information for the monthly report.

Information shall be supplied to the Government monthly to substantiate charges made against the contract. As a minimum, it is recommended that officer logs or dispatch records be used for recording Project patrols and that individual officers be instructed to record all patrols made under the contract. A separate record of Project patrols maintained by the officer would be superior to including the information in with other activities. In either case, the importance of complete records must be stressed with the deputies performing the actual work.

Patrol Log.

All law enforcement actions (i.e. traffic stops, verbal or written warnings, citations, or arrests) that are as a direct result of this contract shall be documented on Patrol Log.

Administrative Costs.

Because there is not a separate pay item for the administrative and reporting requirements associated with this contract, the cost to the County for performance of these functions should be included in the cost per patrol and cost per man-hour charged to the Corps.

Deputy Call Numbers.

A list of all current Deputies and their call numbers shall be provided to the QAR at the annual orientation meeting.

Payment.

The County will be reimbursed in accordance with the Reimbursement Rate Schedule (Technical Exhibit 3), for the actual number of scheduled and additional patrols performed; the actual number of man-hours expended in conjunction with the orientation, unscheduled services, and court time; not to exceed the total quantities specified in the Reimbursement Rate Schedule.

Designation of a Point of Contact.

Once the contract is awarded, the Bonner County Sheriff shall designate in writing the individuals having the authority and responsibility to administer the contract on behalf of the County, and points of contact for contract related matters.

Additional Points of Contact.

Additional or local points of contact may be designated informally to expedite day-to-day communications and decisions relative to service requirements and activities under the contract Performance Work Statement. The Contracting Officer or Sheriff may change representatives and points of contact by providing written "Notice" thereof to the other party with the effective date of such change.

Corps of Engineers Point of Contact.
