• Mowing shall be done from 15 March thru the last date of the park closing for Albeni Cove, Priest River and Riley Creek and thru 12 September for Trestle Creek & Vista Area each year as needed to keep lawn grass height within 3 to 4 inches tall. The height is a guideline; the goal is for grass areas to maintain a neat and professional appearance. The local growing season usually starts late April/early May and extends through late September. The Contractor shall contact the QAR to advise him/her when spring mowing is about to commence.
• Mowing shall be done in overlapping passes. The Contractor will change the directional pattern from the last mowing to prevent rutting. Mowing shall not occur during times when grass is wet due to irrigation, dew, or rainfall. All lawns shall look well-manicured at all times and grass clippings shall be removed, when visible, after each mowing. The Contractor shall take precautions to prevent scalping, uneven mowing, rutting, and damage to trees, shrubs, buildings, parked vehicles/equipment, and utility services.
The Contractor shall be responsible for replacing or repairing turf, trees, or shrubs damaged by Contractor operations within 7 calendar days of the damage occurring.
• Movable obstacles, such as picnic tables, shall be moved and the underlying vegetation cut during each mowing. No picnic table shall be left on the paved or concrete surfaces (except those at picnic shelters and picnic table pads) at the end of the work day. Those picnic tables without concrete pads shall be distributed randomly throughout the entire mowed area. Bunching or leaving tables only along the perimeter of the mowed area is not acceptable and will be considered a deficiency.
• Mowing with power mowers (either push or riding) or line trimmers shall not be performed closer than 20 feet from occupied picnic sites. The Contractor shall return to the sites when the occupants leave and mow the sites as specified herein.
If work and public special events within the recreation areas occur on the same day, the QAR may request that the Contractor reschedule work to avoid potential conflicts with public use.
Mowing Schedule: The Contractor shall be responsible for developing and implementing a lawn mowing schedule and provide a copy to the QAR. In the event of a long winter season, the start date for mowing may be postponed to allow for the melting of snow or the firming up of soil.
4.3. Edging and Trimming
Edging: All concrete or paved trails and roads located in mowed areas shall be edged concurrent with each mowing.
Edging shall include removal of all vegetation from all such trails and roads.
Trimming: Vegetation shall be trimmed around guard posts, culvert ends, signposts, vent pipes, trees, shrubs, stumps, cut banks, boulders, curbs, rock or gravel stockpiles, ridges, depressions, road shoulders, shoulders or backside of ditches and fences, steep banks, slopes, garbage dumpsters, rest rooms, gage houses, and other fixed obstacles. Trimming height shall match the surrounding area.
4.4. Raking or Sweeping: Mechanical raking, vacuuming or sweeping may be required to remove any substantial accumulations of grass clippings left on the lawn surface as a result of the mowing operation.
4.5 Spring Cleanup:
Spring Cleanup Schedule: The Contractor shall be responsible for developing and implementing a Spring Cleanup schedule. Spring Cleanup performed will be coordinated with the QAR to eliminate conflicts. The Contractor shall complete Spring Cleanup within the dates specified in Table 3. Start dates may be postponed and ending dates extended, depending on spring weather conditions. The decision to postpone start dates or extend ending dates will be made by the QAR.
Spring Cleanup Work Days: With QAR approval work may be performed on weekends.

Spring Cleanup Areas: The Contractor is responsible for cleanup only in areas defined or described in this section and as shown on the incorporated maps (See Technical Exhibit 5).
a. Lawn Areas: Spring cleanup shall be required throughout the lawn areas as indicated on the drawings. In some areas the entire lawn shall be cleaned; in others, will be limited to those areas directly under or adjacent to trees. Organic material and debris shall be collected and disposed of.
b. Non-lawn Areas: Includes those areas in which lawns have not been established and which do not fall into the definitions below. These areas shall be cleaned of winter accumulations.
c. Campsites: Campsite spurs including gravel parking spurs and an area one to two feet out from the edge of the gravel around the perimeter of the spur. Gravel areas under bumper logs and around wheel stops are included.
d. Impact areas: Where the fire pit is not set in a graveled impact area, a zone ten feet around the pit shall be made free of debris and organic material removed (59 sites). At sites in which the pit is set in a graveled impact area, the entire impact area shall be raked (89 sites).
e. Gravel Roads, Gravel Parking Lots, and Gravel Pads: Debris and organic material on the gravel roads at the Springy Point Recreation Area shall be removed from the entire length and width of the roads, including a one to two foot zone from the edge of the road out. Debris and organic material shall be removed from the entire graveled surface of each gravel parking lot at the Albeni Cove and Springy Point Recreation Areas. Gravel pads include, but are not limited to, amphitheaters, park office pads, areas under bulletin boards, etc. These areas shall be cleaned so as to be free of organic material and debris.
f. Asphalt Road Shoulders: An area of one to two feet out from the edge of the indicated asphalt roads shall be raked. Material shall be pulled onto the road for collection and disposal.
g. Asphalt and Concrete Surfaces: Spring Cleanup shall be required on all hard surfaces and shall also include, but not be limited to, concrete sidewalks, picnic table slabs, asphalt walkways, dumpster pads, propane tank enclosures, water faucet and fountain drain pads, picnic shelter pads, and flag pole pads.
These surfaces shall be cleaned of debris and organic material. Organic litter, gravel, dirt, etc., which accumulate under and around wheel stops and curbs shall be removed. Removal of material shall be conducted in a manner that does not cause scouring, scraping or other damage to the surfaces. A zone one to two feet around the concrete or asphalt edge shall be raked and organic material removed.
h. Buildings: In areas where buildings are not set in the lawn area, a zone of not less than ten feet around the building shall be freed of debris and organic material. This requirement may be reduced at buildings in which native vegetation is growing within the ten foot zone. In these cases, cleaning shall be limited to an area between the building and the edge of the vegetation.
i. Gravel Paths: Gravel paths within the spring cleanup areas indicated on the drawings will be free of debris and organic material.
j. Trails: Foot trails shall be cleared of debris and organic material for the entire width and length of the trail.
k. Other: Playgrounds, playground equipment, boat ramps, beaches and the curbed planters (islands) within the Visitor Center parking lot shall be subject to the removal of winter accumulations.
Spring Cleanup Debris Removal: The Contractor shall dispose of debris collected during the Spring Cleanup from project lands. The Contractor must dispose debris from Government property at a legal dump site. No debris shall be placed in refuse containers/dumpsters.
Spring Cleanup Road Sweeping: All asphalt and concrete road surfaces shall be swept and/or cleaned so as to be free of debris, organic litter, rocks, gravel, dirt, and all other materials. Weeds and grasses growing through cracks or expansion joints shall be removed. Organic litter, gravel, dirt, etc., which accumulate under and around wheel stops and curbs shall be removed.
Road Sweeping Equipment: It is highly recommended to use a mechanical sweeping unit designed for roadways and parking lots at the Vista/Powerhouse Area due to the accumulation of sand and debris during the winter months.
Road sweeping of Vista/Powerhouse: Area shall be completed by April 30 each year as part of Spring Cleanup.
Road sweeping on a Friday is encouraged to reduce the impact on the Powerhouse staff. Exception being FY20 due to Covid-19 Delay of Parks opening. FY20 should be completed by 18 JUNE 2020.
4.6. Government Responsibilities: The Contractor is not responsible for the cleanup of large debris associated with downed or broken trees, hazard trees that will be felled and removed, or other trees that may be felled during thinning or site rehabilitation work. The Government will be responsible for felling, bucking, limbing, hauling of logs, cleanup, and chipping or disposal of material resulting from tree removal operations. In addition, the Government will collect and dispose of any debris such as limbs, tops, stumps, etc., larger than three (3) inches in diameter at the butt that are located in areas to be cleaned by the Contractor. The Contractor can expect to handle smaller limbs (three inches or less at the butt), twigs, needles/leaves, bark, etc., that remain in the cleanup area.
Downed Material Resulting From Weather: Once an area or portion thereof is cleaned and signed off by the QAR as being completed for that year, the Contractor will not be responsible for returning to that area and cleaning it again after a wind or other weather event.
Table 4- Time Period for Irrigation:
Recreation Area 2020-2024 Total Number of Irrigation Weeks
Priest River June - August Approx. 12 weeks per year.
4.7 Priest River Irrigation:
The Contractor shall be responsible for the operation of the Government-owned manual sprinkler system in the day-use area of Priest River Recreation Area (there is no irrigation requirement in the campground). This includes plug-in, quick-coupler type impact sprinklers. The Government will provide materials necessary for irrigation. The Contractor shall fully coordinate and cooperate with Government personnel and other Contractors in scheduling irrigation so as not to interfere with mowing, other ongoing work or visitor activities in the park. Sprinklers shall be placed and/or adjusted so that water will not strike or interfere with roads, parking lots, buildings, visitors, visitors' belongings, and vehicles to the maximum extent possible within the operational capabilities of the system. This includes the areas around the beach restroom, picnic shelter, playground, and Park Office. The Contractor shall remove and neatly store all sprinklers whenever not in actual operation in the pump house. Sprinklers shall not be left out or plugged in when not in use.
System Operating Procedures: The Contractor shall operate the irrigation system only in accordance with procedures (See Technical Exhibit 8) specifications, and limitations provided by the Government.
Prior to the first required irrigation, Government personnel will familiarize the Contractor with the proper operation of the irrigation system. The system generates enough pressure to operate a specific number of sprinkler heads effectively and with adequate coverage. Too many sprinkler heads will not provide effective coverage, and too few will shut the system down as pump pressure will be too high. The pump system should run at approximately 60 pounds of pressure. If the system runs less than 60 pounds remove sprinkler heads until the pressure is sufficient; if the pressure is more than 60 pounds, add sprinklers until the pressure is sufficient. When moving heads, either shut the system down to move all the heads at the same time, or move heads two or three at a time to the next zone while leaving the system on.
Water Frequency and Requirements: Lawn areas, trees, and shrubs within the irrigated areas shall be watered according to the Park Irrigation Schedule which is to be submitted to the QAR. As irrigation water is supplied through a system connected to the river, irrigation cannot proceed until the river level has reached a minimum of
2059.50 msl. This level is anticipated on or about June 15 of each year. To minimize conflicts, beach areas and other high use areas adjacent to parking lots, and the picnic shelter shall be watered in the evenings during low use. The open lawn areas and other lower use areas can be watered during the day or night. The appearance of burnt spots, dry areas, or dull green color in the lawn will be considered as a deficiency.
4.8. Tree, Shrubs and Flower Bed Maintenance: The Contractor shall be responsible for maintenance of the trees, shrubs, and flower beds in the areas shown in the attached maps (See Technical Exhibit 7) for the grounds areas for Vista Area.
Weeding: The 2nd week of March through end of September. Weed control shall be maintained in all flowerbeds, ornamental mulch beds and tree rings monthly. This shall be done by manual or chemical control. Weed control includes cracks and seams in the sidewalks located at the overview near the powerhouse gate and the sidewalks adjacent to the Visitor Center. Concrete curbing boarding any ornamental trees, shrubs, and flower beds shall also be kept weed free.
Cleanup and Leaf Removal: All leaves and miscellaneous debris will be collected and removed from the beds as part of the spring clean-up.
Pruning: All bedded ornamental shrubs, and bushes will be pruned twice (2) during the season to ensure a professionally maintained appearance. All ornamental shade trees will be pruned twice (2) during the contract season. The first pruning shall be performed between mid-March and 30 April and the second pruning will be between 1 July and 30 July. Tree suckers, shoot growth, and tree limbs impeding walkways and parking areas will be pruned as needed. Exception being FY20 due to Covid-19 Delay of Parks opening. FY20 the first pruning will not be completed.
4.9 Herbicide Application (annually for all areas except Trestle Creek):
The Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, chemicals, supervision, and other items and non-personal services necessary to perform terrestrial herbicide application services in a safe manner that preserves public safety, the infrastructure, and the environment on specified Albeni Falls Dam Project lands. The Contractor shall provide sufficient amounts of chemicals to treat the areas as defined. The Contractor shall use: Glyphosate mixed with 2-4D Amine, and a compatible sticker and apply at a rate sufficient to kill weeds but at no more than the maximum label rate. Annual herbicide treatment services shall include, but not be limited to, at identified treatments areas: Signage at all points of entrance of treatment area;
notification to the Corps point of contact (POC) at least 48 hours prior to treatment and immediately after treatment;
and submit a fully completed “Herbicide Applicator Report” (Technical Exhibit 9) within 30 days of each completion of treatment for each recreational location.
Special Qualifications: The Contractor shall obtain all necessary licenses and/or permits required to perform this work. The Contractor shall be certified to apply herbicides in the State of Idaho and shall be knowledgeable with regulatory requirements. He/She shall take all precautions necessary to protect persons and property from injury or damage during the performance of this contract. He/She shall be responsible for any injury to himself/herself, his/her employee, or others, as well as for any damage to personal or public property that occurs during the performance of this contract that is caused by him/her employees’ fault or negligence.
Herbicide Application Schedule: Herbicide applications should begin mid-March and shall be completed no later than 30 April of each year. The Contractor shall be responsible for developing and implementing a detailed herbicide application schedule. Weeds generally begin growing in the local area immediately after the snow melts in March or April and herbicide applications shall be completed prior to park openings (listed on table 2.) Herbicide shall be applied when most effective. The Contractor shall contact the QAR to advise him/her when herbicide applications shall occur. Applications will not occur when weather patterns will reduce effectiveness or wind speeds will cause excess drift of chemicals.
Herbicide Treatment Areas: (See Technical Exhibit 10 for application maps)
• Albeni Cove: Treatment areas include 6 parking areas; the gravel turn around; parking spurs at the park attendant site and at sites 1, 4, 5, 6, 7, 8, 9, 14; the beach; and a 3-4 inch strip around the edges of the office and the restroom.
