Performance Appraisal Reporting System (CPARS). After an evaluation (interim or final) is written up by the USACE, the contractor will have the ability to access, review, and comment on the evaluation for a period of 30-days. Accessing and using CPARS requires specific software, called PKI certification, which is installed on the user’s computer. Access is granted by a network of government Focal Points. Typically, there are many Focal Points assigned to the agency. If you require assistance with identifying your Focal Point, please email the CPARS helpdesk
W912DW20B0001 01 00 02-9
(webptsmh@navy.mil) with the contract/order number you are trying to access and they will provide the Focal Point name and contact information. Current information about the PKI certification process can be found on the web site: http://www.cpars.gov/. If the Contractor wishes to participate in the performance evaluation process, access to CPARS and PKI certification is the sole responsibility of the Contractor.

User guidance for estimating local and network accuracy values FGDC-STD-007 .2-1998 Geospatial Positioning Accmacy Standards Pait 2: Standards for Geodetic Networks
Local accuracy for horizontal and vertical geodetic control points is similar to the older accuracy methodology, since they are both methods to describe the relative accuracy between points.
Hence, the older methodology can be converted into local accuracy by taking the average length of line, using the older defined accuracy of the points, and converting that into a value in meters.
Examples for horizontal and vertical surveys are:
second-order, class II horizontal survey (that is to say, 1:20,000) with average length line of 12,000 feet: 12,000 x 1/20,000 = 0.600 feet second-order, class II leveling survey (that is to say, 8 millimeters per square-root of the distance in kilometers) with an average bench mark spacing of 1 mile (that is to say, 1.6 kilometers):
0.008 x SQRT [1.6) = 0.01 meters

P.Error I
Network accuracy for horizontal geodetic control points can be estimated in two ways.
First, if the NAO 83 coordinates are consistent with the original NAO 83 adjustment, for example, the original NAO 83 (1986), then the network accuracy has been determined to seldom exceed 1.0 meters. second, if the NAO 83 coordinates are the result of a statewide or regional
High Accuracy Reference Network (HARN) adjustment, then the network accuracy has been determined to seldom exceed 0.05-0.1 meter. If better values have been determined for network accuracy for the area covered by the specific dataset, then those values should be used in place of these general values.

MEASUREMENT AND PAYMENT
1.1 GENERAL
1) Contract price for items listed in schedule shall constitute full compensation for furnishing all plant, labor, materials, appliances, services, and incidentals, and performing all operations necessary to construct and complete the items in accordance with these specifications and the applicable drawings. Payment for each item shall be considered as full compensation, notwithstanding that minor features may not be mentioned herein. No separate payment will be made for the work, services, or operations required by the Contractor as specified to complete the project in accordance with these plans and specifications, and all cost thereof shall be considered as incidental to the work. Disposal of existing debris shall be considered as incidental to construction operations. Drawings are believed to accurately present conditions existing at the time the drawings were created. Once the determination of work completed has been made, the determination will not be reopened except on evidence of collusion, fraud, or obvious error.
1.2 MEASUREMENT
1) Material and construction delivered and performed under Base Items Nos. 2000, 3000, and 4000 and Option Bid Items 6100, 7100, and 8100, if awarded, will be measured for payment by the
TON as determined by the requirements of paragraph “MEASUREMENT” in Section 35 31 19
BREAKWATER REPAIR. All material delivered by vehicle shall be weighed on public scales or scales provided by the Contractor and approved by the Contracting Officer Representative
(COR). The scales shall be of sufficient capacity to permit weighing the transporting vehicle both empty and full. Classes of material shall not be mixed in any given load. Scales shall be of the type that prints weight tickets. A duplicate copy of each weight ticket shall be furnished to the
COR and copies submitted with each pay request. The Contractor’s Weighmaster shall be subject to the approval of the COR.
2) Material and construction delivered and performed under Base Item No. 5000 and Option Bid
Item 9100, if awarded, will be measured for payment by the TON as determined by the requirements of paragraph “MEASUREMENT” in Section 35 31 19 BREAKWATER REPAIR.
Loads of material removed shall be documented at the receiving facility and copies of the load reports shall be submitted with each pay request.
1.3 PAYMENT
1) Payment for Base Item No. 1000 Mobilization and Demobilization, will be made at the contract
JOB price, which shall constitute full compensation for all mobilization and demobilization to furnish all plant, labor, material, equipment, services, and supplies to and from the project. Sixty percent (60%) of the line item cost will be paid to the Contractor upon completion of mobilization to the worksite. The remaining forty percent (40%), which represents demobilization, will be included in the final payment for work under this Contract. In the event the Contracting Officer considers that the amount in this item (60%), which represents mobilization, does not bear a reasonable relation to the cost of the work in this Contract, the Contracting Officer may require the Contractor to produce cost data to justify this portion of the bid. Failure to justify such price to the satisfaction of the Contracting Officer will result in payment of actual mobilization costs, as determined by the Contracting Officer at the completion of mobilization, and payment of the remainder of this item in the final payment under this Contract. The determination of the
Contracting Officer is not subject to appeal.
2) Payment for Base Item No. 2000 and Option Bid Item No. 6100 Armor Stone and Rework Relic
