LIMITED SOURCE JUSTIFICATION PURSUANT TO FAR 13.106-1
1. CONTRACTING AGENCY: U.S. Army Corps of Engineers, Seattle District
2. DESCRIPTION OF ACTION: Approval is requested for a limited source justification to acquire the following replacement components: Terminals - Weidmuller WTR 2.5/ZZ (Item #1039900000), End Plates - Weidmuller WAP WTR 2.5/ZZ (Item #1074600000), End Bracket - Weidmuller WEW 35/2 (Item #1061200000), Terminal Block Marker Tags Weidmuller White Dekafix 5x5mm (Item #0473560001), and Switchboard (SIS) or Machine Tool Wire (MTW). These end items will be used to support the supervisory control console (SCC) that is currently in use out at Chief Joseph Dam.
3. DESCRIPTION OF SUPPLIES/SERVICES OR NATURE OF ACTION: The proposed contract will be for the acquisition of the aforementioned supplies at an estimated cost of $68,952.00. These items will support the (SCC) upgrade. This will be a one-time procurement that will support the sustainment of current equipment and operations at the facility.
4. AUTHORITY CITED: FAR 13.106-1(b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold.
5. REASON FOR AUTHORITY CITED: Pursuant to FAR 13.106-1(b)( may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name or industrial mobilization).
Weidmuller is the manufacturer of the existing SCC system. Historically, replacement and support compatibility is critical to the success of the procurement action making it difficult to identify another suitable alternative.
6. BASIS FOR RESTRICTING COMPETITION:
The SCC, at Chief Joseph Dam, was manufactured by Weidmuller. Over the years, CENWS has maintained this system by procuring replacement part distributors to ensure proper integration and compatibility. While there are other sources that may be able to satisfy part of this acquisition, the contracting office has elected to compete and award this action as one single, firm fixed-price contract. There are other vendors that produce standalone systems, but the Government is seeking to upgrade the existing system as this is more cost-effective and, therefore, advantageous to the Government. To make certain that the replacement components are fully compatible with the existing system, the best value to the Government is to purchase these
7. CONTRACTING OFFICER CERTIFICATION:
I hereby certify to the best of my knowledge this justification is accurate and complete.
