QUESTION ANSWERS

Range Area Noxious Weeds Control for Joint Base Lewis-McChord, Yakima Training Center, Washington Response to Bidder Questions for Solicitation W912DW18Q0029

A. QUESTION: Please clarify what constitutes "one job" for pricing Item 0003 (Task 3) Control of Musk and Scotch Thistle. Is "one job" the 100 acre increment described in 5.3.1.1 and you expect to be billed this price each time the control measures for a 100 acre section is complete OR is "one job" the entire 995 acres and the price for all control measures on all acreage for the entire life of this contract?

ANSWER: Task 3 - Control of Musk and Scotch Thistle: The one "job" includes both the thistle populations, musk & Scotch, across multiple sites that when totaled equate to approximately 995 acres; 480 & 515 acres respectively. To ensure and provide effective treatment, the Contractor will need to plan to survey, and treat as appropriate, the 995 acres. However, it’s key to understand, due to variability in the populations, that they need to expect to survey 995 acres (both species combined), actual treatment acres will be less. The price you provide on the price schedule should reflect the cost to control 995 acres under this task. There is language in the PWS that describes the variability in range populations.

The invoicing for the contract is detailed in section 1.7 of the PWS.

B. QUESTION: How many total acres for the mil class 2 roads? Is it 96 miles at 1.94 acres per mile totaling

186.3 acres plus an additional 20.6 miles (40 acres)? Is it a total of 226.3 miles?

ANSWER: Miles of Mil Class 2 Roads = approximately 40 acres required for treatment.

Explanation: Per section 5.1 of the PWS, there are 96 miles total at YTC – this is solely background information. Only 20.6 miles of the Mil Class Roads will be designated for treatment.

The width of treatment is 1.94 acres per linear mile (8 ft. on either side of the road must be treated). This results to approximately 40 acres required for treatment (20.6 miles x 1.94 acre/mile = 40 acres)

C. QUESTION: How does the payment process work? Would the first invoice be sent as soon as the initial sterilizing treatment is complete?

ANSWER: Per section 1.7 of the PWS, there will be 2 invoices for all services performed in the PWS. The first invoice will be paid when the contractor has completed the initial treatments. You can invoice up to 75% of the awarded amount for each task on the first invoice. The second invoice will be paid out once all work is complete and meet the requirements of the contract.

D. QUESTION: Who was the previous contractor to fulfill this requirement?

ANSWER: The prior contractor was Alliance Property Services of 15206 Union Ave SW, Lakewood, WA 98498.

E. QUESTION: If our employees have public/private applicators WSDA licenses and their commercial operator’s license is currently being processed by the WSDA should we include some sort of proof that we have submitted the fee and application to the WSDA and that its currently pending?

ANSWER: Yes.
