Environmental Inspection

On December 14, 2016, Michael Wirtz performed an environmental inspection on Building 278 for the presence of asbestos containing building materials (ACBM), lead-based paint (LBP), pesticides in soils potentially impacted by the planned renovation, and sources of mercury, polychlorinated biphenyls (PCBs) and refrigerants. Mr. Wirtz is a trained and certified AHERA Building Inspector and United State Environmental Protection Agency (USEPA) certified lead based paint building inspector (see Appendix A).

A server room inside Building 278 was locked and the building custodian did not have access. No inspections were completed inside this room. If any new building materials are discovered within this room not prior sampled as part of the building inspection, additional samples may be required. However, based on the continuity of building materials present throughout the building, it is unlikely something different is present.

Asbestos Building Inspection

During the asbestos inspection, Mr. Wirtz performed a visual inspection of the Building 278 to identify any suspect ACBM. The inspection include flooring materials and mastics, wall materials, and insulations (pipe wrap). The inspection did not include inspection of the roof, however, the roofing material is metal sheeting. A total of thirty-three (33) bulk samples were collected, representing one homogeneous sampling area. Homogeneous sampling areas are areas containing building materials of similar color, texture, and appearance with a common construction area. The asbestos building inspection was performed in accordance with the USEPA Guidance for Controlling Asbestos-Containing Materials in Buildings (EPA 560/5-85/024, June 1985). The bulk samples collected for the presence of asbestos included flooring materials, glues/mastics, pipe insulation, window caulking, and miscellaneous building materials found within the house.

Bulk samples of suspect ACBM were collected using sampling methods to reduce the risk of dust. Each sample was assigned a unique sample identification based on the homogeneous sampling material and sample number. The location of each sample was logged onto a facility diagram, and a photograph was taken of each suspect building material (Appendix B). Each sample was placed into a clean plastic bag with the sample identification written on the outside of the bag. A diagram showing the approximate location of each suspect ACBM sample collected is included in Appendix C.

All suspect ACBM samples were sent to TestAmerica Laboratory in Nashville, TN (TestAmerica) for analysis along with a Chain-of-Custody (COC). TestAmerica is a National Voluntary Laboratory Accreditation Program (NVLAP) accredited asbestos laboratory.

Laboratory accreditations are provided in Appendix D. Samples were analyzed using polarized light microscopy (PLM), EPA Method 600/R-93/116.

Lead-Based Paint Building Inspection

A LBP inspection was conducted on Building 278 utilizing a modified assessment plan following the U.S. Department of Housing and Urban Development (HUD) Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing (1995 and 1997 Revision). The LBP inspection was limited to the building structure only. Twenty-five (25) physical

Repair, Major Renovation & Addition, 389 Fighter Squadron Facility 278

W912DW18B0001 00 31 24 Page 5 samples of each homogeneous sampling area were collected. Homogeneous sampling areas are areas containing building materials of similar color, texture, and appearance with a common construction area.

Bulk samples of suspect LBP were collected with a cutter or other tool, as appropriate. Each paint sample was assigned a unique sample identification number. The location of each paint sample was logged onto a facility diagram, and a photograph was taken of each suspect painted building material (Appendix B). Each paint sample was placed into a clean plastic bag with the sample identification written on the outside of the bag. Facility diagrams showing the approximate location of each suspect paint sample collected are included in Appendix C.

All suspect LBP samples were sent to TestAmerica Laboratory in Nashville, TN (TestAmerica) for analysis along with a Chain-of-Custody (COC). Samples were analyzed using EPA Method SW 846 6010B.

Pesticides

A single sub-surface soil sample was collected within the area of the planned expansion of Building 278 and analyzed for pesticides. A hole was dug down to 24-inches below ground surface. A sample was then collected by scraping the side of the hole the entire depth.

Photographs of the hole are provided in Appendix B. A facility diagram showing the location of the hole is provided in Appendix C.

The pesticide sample was sent to TestAmerica Laboratory in Nashville, TN (TestAmerica) for analysis along with a Chain-of-Custody (COC). Samples were analyzed using EPA Method 8081.

Mercury, PCBs, and Refrigerants

During the walk-around of Building 278, Mr. Wirtz also looked for sources of mercury (thermostats and lighting), PCBs (light ballasts), and refrigerants. Inspecting for mercury included removing the face plates of thermostats and looking for mercury ampule. In addition, looking at fluorescent lights to identify if the manufacturer included any indication on the lights if they contain mercury (Hg) or not. PCBs are routinely found in lighting ballasts, however, taking apart lights was not allowed. Finally, refrigerants can be found in air conditioning equipment and refrigerators.

At least five thermostats were exposed by removing the face plate, none contain mercury and many were digital.

In total, approximately 420 fluorescent light bulbs were counted within Building 278. The majority of the fluorescent light bulbs inspected were either manufactured by Phillips or General Electric (GE) and were labeled as containing mercury (Hg). If a fluorescent light bulb is found and the label does not indicate whether it does or does not contain mercury, it should be assumed to contain mercury.

An assumption was made that every fluorescent light bulb pair has an associated ballast.

Based on previous inspections where taking apart lights was allowed, the majority of the light ballasts included indication on the face plate of either containing PCBs or not by the

Repair, Major Renovation & Addition, 389 Fighter Squadron Facility 278

W912DW18B0001 00 31 24 Page 6 manufacturer. When removing light ballasts for disposal/recycling, any ballast that either lists as containing PCBs or has no indication, should be treated as containing PCBs.

Building 278 has a street level electric air conditioning system located outside the mechanical room within a fenced enclosure. There was no indication as to what the chemical used within the system for cooling. In addition standard refrigerators recently purchased by the building custodian were installed in the break room.

Results

Asbestos

All thirty three of the asbestos samples collected were reported as Non-Detect (ND) for the presence of asbestos. Laboratory results and COCs are included in Appendix E.

Lead-Based Paint

The U.S. Department of Housing and Urban Development (HUD) has defined lead-based paint as any paint, varnish, shellac or other coating that contains lead equal to or greater than 1.0 mg/cm2 as measured by x-ray fluorescence or laboratory analysis, or 0.5 percent by weight (5,000 mg/kg) as measured by laboratory analysis. Laboratory results and COCs are included in Appendix E.

One sample exceeded the 5,000 mg/kg standard. A single red pressure tank in the mechanical room (Sample ID 278-LBP-V) has lead detected at 36,300 mg/kg.

In addition, the red roofing support in the air plenum throughout the building has lead levels below the regulatory standard of 5,000 mg/kg, but high enough to be made aware of.

The red roofing support (Sample ID 278-LBP-J) has lead detected at 2,070 mg/kg. Any work that could impact the red roofing structure causing a release (welding or grinding) should be done so by first removing the paint.

Pesticides

All pesticides reported under EPA method 8081 were Non-Detect (ND). Laboratory results and COCs are included in Appendix E.

Mercury, PCBs, and Refrigerants

There was no evidence of mercury in thermostats throughout Building 278.

All 420 of the fluorescent light tubes should be considered to be mercury containing.

Approximately 210 light ballasts are present within Building 278. Unless indicated on the manufacturer label, all should be considered to be PCB containing.

Based on the age of the refrigerators located within Building 278, it is unlikely any carcinogenic refrigerants are within the cooling systems of the refrigerators.

The test report shall not be reproduced except in full, without written approval of the laboratory. The report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST, or any agency of the federal government. EMLab P&K reserves the right to dispose of all samples after a period of thirty (30) days, according to all state and federal guidelines, unless otherwise specified.

Inhomogeneous samples are separated into homogeneous subsamples and analyzed individually. ND means no fibers were detected. When detected, the minimum detection and reporting limit is less than 1% unless point counting is performed. Floor tile samples may contain large amounts of interference material and it is recommended that the sample be analyzed by gravimetric point count analysis to lower the detection limit and to aid in asbestos identification.

‡ A "Version" indicated by -"x" after the Lab ID# with a value greater than 1 indicates a sample with amended data. The revision number is reflected by the value of "x".
