GENERATOR FUEL PURCHASE & DELIVERY, ALBENI FALLS DAM, IDAHO
Quantities are NOT Guaranteed
4/4/17
1. Description of Purchase
1.1 Albeni Falls Dam requires off road diesel fuel delivered daily to the dam to fuel generators during construction of the Albeni Falls Dam Motor Operated Disconnects construction project. Albeni Falls Dam address is: 2376 E. Highway 2, Oldtown, ID 83822, POC for deliveries: TBD.
1.2 There are two generators. The first is located inside the dam and is the primary 350 KW generator that will run the facility during the outage. This generator is run off an 80 gallon day tank which is fed from the 675 gallon main fuel tank. The filling port for the tank is on the deck of the non-overflow attainment area near the concrete portion of the island. The other unit is a portable 750KW unit with a 690 gallon tank, borrowed from Chief Joseph Dam and hereafter referred to as CJD Unit. This unit is currently located on the island between the powerhouse and spillway and will be used as a backup during the outage.
1.3 The estimated outage and generator use would begin April 19th at 8am and complete May
15th at 5pm. The dam has requested that deliveries be made at 2pm daily to accommodate their operations. Fueling cannot begin until the project’s qualified person is available to watch fueling in accordance with the dams SPCC plan. The calendar below shows the projects expected fueling and oiling schedule.

1.4 Each day may require more or less fuel than the daily estimated quantity, in particular the first, last and two maintenance days in figure 1. Construction and the outage may be completed early, so additional fueling would not be required. If this occurs, USACE will coordinate with the Contractor. Payment will be based on the actual volume delivered.
Invoices will show actual volume delivered.
1.4.1 The Base quantity is NTE 12,000 gallons of fuel.
1.4.2 The Option quantity raises the NTE to 23,000 gallons of fuel.
1.4.3 The estimated daily consumption rate of the Albeni Falls generator is 435 gallons.
1.4.4 The estimated daily consumption rate of the Chief Joseph generator is 840 gallons.
1.5 OPTION - It is the projects expectation that the CJD Unit be used as a backup only. This generator would only need to be used 24 hours a day (primary) if the Albeni Falls Dam Generator fails. In the case that the optional quantities are required and the CJD Unit will be used as the primary generator, the contractor will need to coordinate fueling multiple times a day since the generator tank is only 690 gallons but the generator consumes 840 gallons per day. If the option item is exercised, a potential daily fuel schedule, is shown in Figure 2.

1.6 For fueling purposes, the contractor shall park and transfer fuel inside the 2,000 gallon portable spill containment system setup and provided by the operating project. The system will be placed on the roadway near the tanks. The fueling company is responsible for ensuring they park and fuel in the designated area each time fuel is transferred. Fuel hose contents must be emptied into a container before the hose is stowed after each delivery.
2. Security Requirements
2.1 All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by District Security Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.
2.2 All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance or access privileges, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas.
2.3 The Contractor must pre-screen Candidates using the E-verify Program
(http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award.
3. Spill Prevention Measures (Performed by the Albeni Falls Dam Project Staff)
3.1 Oil and Hazardous Materials Storage: Figure 3 shows the location of project structures and buildings, local topography, and drainage directions. The following subsections describe regulatory requirements, spill potentials and preventative controls.
3.2 Spill Prevention, Control and Countermeasures (SPCC): The primary dam structure
(powerhouse and intake) is subject to SPCC requirements.
3.2.1 In addition to the secondary containment features, most areas within the primary dam structure drain to a primary drainage and secondary station drainage sump.
While these sumps have automatic pumps that discharge to the river, the discharge inlets are located near the bottom of the sumps and the sumps are not fully drained.
This feature reduces the potential for and severity of oil discharges to the river.
Project personnel installed an oil skimmer and detection system prior to 2009, to further reduce the potential for a discharge to the river.
3.2.2 The primary drainage sump handles powerhouse drainage. This sump has a submersible pump that activates when the sump reaches normal capacity (at elevation 1989) and shuts down at elevation 1981.5. At this elevation, approximately 450 gallons of liquid remain in the sump. The drainage sump would therefore be expected to contain this volume of oil, under normal operations.
In addition, the drainage sump discharges to the Unit 1 draft tube, which is equipped with a submerged bulkhead. The bulkhead will act as a partial containment device for oil floating above the water.
3.2.3 The oil storage and equipment systems within the primary dam structure
(intake structure and powerhouse) are described below, along with potential spill pathways and control measures. Figure 3 summarizes the oil equipment and storage areas within the intake structure and powerhouse area that have a potential for discharge to the river. The terminal drainage area locations are also listed, along with the approximate maximum estimated oil release capacity of the equipment.
3.3 Intake Structure
3.3.1 The intake structure contains the emergency generator room. This room contains a welded steel tank (675 gallon capacity) with a reinforced concrete secondary containment (675 gallon capacity). No release is anticipated from the secondary containment. The generator also contains a double-walled, 80 gallon capacity day tank. The outer tank enclosure is constructed of welded steel and provides secondary containment in excess of 80 gallons. The emergency generator room drains to the station drainage sump. As previously discussed, the station drainage sump will retain approximately 450 gallons of oil. Therefore, oil released from the day tank would be temporarily contained within the sump.
3.3.2 The fill port for the 675 gallon diesel fuel tank is located on the non-overflow deck (dam roadway). The deck drains to the upstream island and indirectly to the river.
The worst-case spill during tank filling operations would be the capacity of a tanker truck, or approximately 6,000 gallons. There are procedures for preventing such a spill. A project employee stands by with a radio and sorbent pads during filling. Tank volumes are reviewed with the truck driver prior to delivery. It is assumed the pump has a capacity of 300 gallons per minute (gpm), and that the pump would be shutoff in less than 5 minutes if a leak occurred resulting in a maximum spill of approximately 1,500 gallons. A 2,000 gallon portable spill containment system is placed on the roadway around the tanker truck during fuel transfer. Fuel hose contents must be emptied into a container before the hose is stowed after delivery and the valve is wiped with sorbent material.
