SOLE SOURCE ANNOUNCEMENT
1. Introduction
The USACE Seattle District intends to award a sole source contract to Dalton, Olmsted and Fuglevand; Poulsbo, WA
2. Description of Services
This is a new contract requirement for a firm-fixed price contract using Operation and Maintenance funds to purchase a non-personnel services contract to provide technical services for dredged material characterization in Quillayute River, Washington. The basic objectives for this requirement is the preparation of two narrative reports by individuals with established expertise in the fields of dredging and sediment analysis in support of the Government’s effort to analyze the claims made by the terminated Contractor. The Contractor shall provide all personnel, equipment, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the tasks for the dredging method analysis of work performed by a dredging contractor at the mouth of the Quillayute River in the 2014 – 2015 timeframe as defined in the Performance Work Statement (PWS) except as specified in Section 3-1 as USACE furnished property and services.

4. Reasons for Sole Source
Pursuant to FAR 13.106-1(b)(1)(i) “Contracting Officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name or industrial mobilization.)” The Seattle District
Dalton, Olmstead, Fuglevand is the only organization that can adequately provide the necessary report(s) based on their staff experts that possess more than 30-years of experience performing engineering and project management for over 80 dredging, navigation, and sediment management projects, extensive experience evaluating dredging requirements and equipment capabilities, and extensive experience with the unique dredging conditions and challenges in the Pacific Northwest, specifically as it relates to dredging of channels and harbors in dynamic glacially fed rivers.
5. A solicitation package will be issued. This Notice of Intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 2:00 PM Pacific Time on 26 February 2016. Inquiries will only be accepted via email to Vincent.e.daniels@usace.army.mil. No telephone requests will be honored.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
