PERFORMANCE WORK STATEMENT
PERFORMANCE WORK STATEMENT (PWS)
Generator Bearing Refurbishment
Part 1 General Information
1. GENERAL: This is a non-personal services contract to provide Generator Bearing Refurbishment. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary for thrust bearing refurbishment as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
Refurbish means removing the existing babbitt, pouring new babbitt, babbitt machining including the provision of oil supply grooves and other detail.
1.2 Background: Hydrodynamic thrust bearings support the axial load of a generating unit on a thin film of oil.
Guide bearings radially support and help center the shaft of a generating unit. Under the thin film of oil is a babbitt material that is soft and erodes easily to prevent the formation of high spots allowing the oil to remain the bearing surface even after wear. The babbitt material is the wear or “sacrificial” component and requires replacement when damaged. All of Chief Joseph Dam generating units has hydrodynamic thrust bearings and guide bearings with babbitt. Recently thrust bearing and guide bearing failures have been discovered in General Electric Units. The spare set of guide bearings has been put into service and therefore the currently damaged set need to be refurbished to become the spare.
This contract is for refurbishment of a set of Chief Joseph Dam General Electric generator guide bearing shoes, with the option to refurbish additional sets of guide bearing shoes, and option to refurbish sets of thrust bearing shoes.
A set of guide bearing segments consists of 20 segments, which are segments of a circle. Each bearing segment is made of steel with a babbitt material covering. The refurbishment shall return the bearing segments to the dimensional tolerances in attached reference drawing CJP-O&M-387.
A set of thrust bearing shoes consists of 14 shoes which are annular wedges. Each shoe is made of steel with a babbitt material covering. Each shoe, with Babbitt, is estimated at 150 lbs. each, or 2100 lbs. for the entire set. The refurbishment shall return the shoes to the dimensional tolerances in attached reference drawing 2-55311-00.
1.3 Objectives:
Base Items: (Base Guide Bearing Shoe Set)
Round trip shipping of guide bearing shoes set to and from Chief Joseph Dam.
