1. CONTRACTING AGENCY:
U.S. Army Corps of Engineers, Seattle District, Contracting Division, Special Projects
Branch.
2. DESCRIPTION OF ACTION:
The purpose of this Justification and Approval (J&A) is to authorize obtaining equipment from a single source to support Task Order performance under project entitled “16th
CAB Hangar Refurbishment Bldg 3063, JBLM, WA” specifically anticipated for execution as a Task Order against Seattle District Special Projects Branch’s SB MATOC for Construction, Renovation & Repair Projects at JBLM, WA.
Under this Task Order, the contractor will be required to replace the existing, failing, HVAC system with new HVAC equipment, ducts, direct digital controls (DDC), and electrical circuiting to support the new HVAC units. The current HVAC system does not utilize a DDC system that integrates with the rest of the installation. Accordingly, the
JBLM DDC Control System Managers cannot monitor the system unless they are physically on-site, a practice that is not only obsolete, but also inefficient, costly, and can lead to damage to the HVAC system if failures/repairs or maintenance requirements are not discovered timely. This task order requires the installation of a DDC system that remotely controls the indoor environment, monitors and manages fuel and energy consumption, schedules preventative maintenance, controls internal and exterior lighting, monitors water usage and hot water temperatures at tank and at hot water heater, discharges outlet and after the mixing valve; monitors electrical consumption, packaged equipment controls, and equipment alarms. The new DDC system must utilize Tridium
Niagara AX to ensure complete integration into JBLM’s remote DDC Monitoring system.
3. DESCRIPTION OF SUPPLIES/SERVICES:
The required Tridium Niagara AX DDC software that will be provided under the project identified in paragraph 2, above, is manufactured by Tridium, Inc. The total estimated amount of the name brand equipment to be procured and installed under this Task Order is $130,000.
The required Tridium Niagara AX DDC software will allow the integration of the DDC system being replaced in Building 3063 with the rest of the installation, to ensure the
JBLM controls system manger has full remote access to monitor the system. The Tridium
Niagara AX DDC software also allows for maintenance crews to maintain the HVAC system without the need of different training, parts/supplies, and equipment than the entire installation. This system provides a building DDC system compatible with and remotely programmable and configurable through the (JACE) Network Area Controller
(NAC) and the PW Tridium Niagara AX system via the existing base-wide IT wide area network (WAN) operated by NEC. The JACE NACs have been approved by NEC for connection to the WAN/LAN. NEC does not allow routers on their WAN/LAN system.
This J&A will authorize installation of the Tridium Niagara AX DDC System into the
RFP and subsequent Task Order award to ensure proper monitoring by the JBLM
Controls System Manager .
4. AUTHORITY CITED:
In accordance with 10 U.S.C 2304(c) (1), as implemented by FAR 6.302-1(a)(2)(iii), only one responsible source will satisfy agency requirements, and FAR 6.302-1(c), application for brand name descriptions, this J&A authorizes the inclusion of Tridium
Niagara AX brand name equipment in the Request for Proposal (RFP) and subsequent
Task Order award for the project identified in paragraph 2, above.
5. REASON FOR AUTHORITY CITED:
JBLM Public Works Department, specifically the JBLM Controls System Manager, is responsible for monitoring all HVAC systems. Over the years, both new construction and renovations of existing facilities have lead to an infrastructure that has created three different proprietary DDC software systems. The type of DDC software required is dependent upon the location of the buildings where the HVAC systems are installed, and was a direct result of three separate Public Works Departments being responsible for these systems.
Prior to the joint-basing of Fort Lewis and McChord Air Force Base (to become JBLM), McChord AFB Public Works department was only capable of monitoring and maintaining DDC Systems that utilized Wonderware DDC software, and thus all new construction and construction renovations required Wonderware to be installed on
McChord facilities, to ensure proper integration to McChord’s system. Conversely, the
Fort Lewis Public Works department was only capable of monitoring and maintaining
DDC Systems that utilized Tridium Niagara AX DDC software, and thus all new construction and construction renovations required Tridium Niagara AX to be installed on McChord facilities, to ensure proper integration to Fort Lewis’ system. Although
Madigan Army Medical Center is located on JBLM, it has historically maintained its own systems through its own Public Works Department, and can only use Johnson Controls software for its facilities, to ensure proper system integration.
While each of these systems function independently and can integrate into their own proprietary systems, they cannot “talk” to each other’s systems. Therefore, if a facility is replacing, repairing, or installing DDC software, it must use the proprietary software being utilized for that location, to ensure it fully integrates into the appropriate DDC system.
This task order requires HVAC replacement in BLDG 3063, which is on the Fort Lewis side of JBLM, and thus the only DDC software that will properly integrate into this system, is Tridium Niagara AX.
6. EFFORTS TO OBTAIN COMPETITION:
Based on Paragraph 6 above, it is evident that a variety of DDC software exists on the open market, to include three different systems being utilized on Joint-Base Lewis
McChord. However, the only DDC software that will integrate to the DDC system on the
Fort Lewis side of JBLM, where this project is located, is Tridium Niagara AX, as this software is proprietary to the existing system.
No other efforts will be made to ensure that offers are solicited from other sources because of the stringent requirement that the equipment be compatible with the existing, proprietry Tridium Niagara AX system.
7. ACTIONS TO INCREASE COMPETITION:
Due to the proprietary nature of this system, only equipment that is manufactured by
Tridium Niagara AX is compatible with the current system. No other manufacturer can supply equipment that will be compatible with the installation’s existing Tridium Niagara
AX software; therefore, no further actions will be taken to increase competition for the specific equipment that is the subject of this J&A. However, provided that existing market conditions remain unchanged, projects involving replacement, repair, or installation of DDC systems on the McChord side of JBLM or at Madigan Army Medical
Center will mandate the use of Wonderware and Johnson Controls, respectively.
8. MARKET RESEARCH:
Tridium Niagara AX DDC software only interfaces with Tridium systems. Accordingly, since no other manufacturer’s products are compatible for use with the existing Tridium
Niagara AX system utilized by the Fort Lewis side of JBLM, no further market research will be performed for the specific equipment/software that is the subject of this J&A.
9. INTERESTED SOURCES:
No other sources have been contacted regarding this action and no sources have expressed interest.
10. OTHER FACTS:
Due to this action being a high-priority, Life-Health-Safety project requiring newly procured equipment/software to be compatible with the present infrastructure, the facts substantiate that it is in the Government's best interest to specify the Tridium Niagara AX brand name DDC software in the RFP and subsequent Task Order award for the project identified in paragraph 2, above. The following facts are also provided for reference:
a. Procurement history: Historically, the equipment/materials which are the subject of this J&A have been procured and installed as brand name equipment under other contract vehicles.
b. Acquisition data availability: N/A
c. Follow on Contract: N/A
d. Unusual and compelling urgency: N/A
e. Subcontracting Competition: N/A
f. Site and Schedule: N/A
g. Configuration Management: N/A

13. FAIR AND REASONABLE COST DETERMINATION:
I hereby determine that the anticipated cost to the Government for inclusion of the
Tridium Niagara AX equipment/software authorized by this J&A will be fair and reasonable based on the task order being competed among five MATOC holders. As the total estimated cost of the Tridium Niagara AX equipment to be procured and installed under the Task Order for the project identified in paragraph 2, above, will be less than
$700,000, certified cost or pricing data will not be required pursuant to FAR
15.403(b)(1).
