About this file

This document is Amendment 0002 to a Request for Information (RFI) containing questions and answers of general interest to all offerors regarding a maintenance services contract.

The Q&A responses address equipment availability, component replacement, staffing requirements, and contract pricing terms. Regarding equipment and materials, replacement parts damaged outside scheduled preventive maintenance periods and outside manufacturer warranty will be provided as Government-Furnished Equipment (GFE). Government-owned support equipment including forklifts and cranes can be made available onsite, though coordination is required prior to service visits. Limited storage space exists in the warehouse and paint locker for contractor consumables and spare parts, with coordination needed with warehouse and shop personnel. Currently stored onsite are wire rope, spare winch motors, limit switches, shivs, and various other parts. Platform decking is secured with lag bolts to the deck support structure rather than removable panels. For staffing, U.S. citizenship is not required; permanent residents (green card holders) are qualified to perform the work provided E-Verify is conducted. Travel expenses must be estimated and included in the proposed price, as this is a Firm Fixed Price contract with no separate travel reimbursements to be added after award. These responses do not revise the solicitation, plans, or specifications and are issued for information purposes only.

QuesƟons and answers are issued to the Offerors “for informaƟon only” and do not revise the solicitaƟon, plans or specificaƟons.

Q1. Please confirm whether replacement parts or components required outside of the scheduled preventive maintenance periods will be provided as Government-furnished equipment/material or priced separately.

A1. Yes, replacement items that are damaged outside of scheduled maintenance and outside any manufacturer warranty will be replaced as GFE.

Q2. Please confirm whether any Government-owned support equipment is available onsite for wire rope handling, hoist rope replacement, sheave assembly work, platform support, or load monitoring calibration, including temporary support beams, lifting equipment, forklifts, cranes, rigging, or rope stands.

A2. Forklifts and Crane can be made available, any support equipment required will need to be coordinated prior to service visits.

A3. Decking is secured with Lag Bolts to the deck support structure.

Q4. Is there a designated storage area available for consumables, tools, spare parts, and other items required for the contractor to perform the maintenance work?

A4. There is limited space in the warehouse and paint locker for items necessary to store.

This will need to be coordinated with Warehouse and Shop Personnel depending on what the Contractor intends to store.

Q5. What spare parts and consumables are currently stored on site?
