About this file

This document is an RFI (Request for Information) response file for a Multiple Award Task Order Contract (MATOC) for General Architect Engineering Services issued by the New York District of the U.S. Army Corps of Engineers. The solicitation (W912DS26RA003) seeks to award up to five Indefinite Delivery Contracts (IDCs) with a total capacity of $200M, focusing on architect-engineering services for various programs including potential work at the U.S. Merchant Marine Academy. The contract will have a maximum duration of 60 months, with task orders distributed based on firms' experience, technical expertise, and qualifications.

Key details include a full and open procurement under NAICS codes 541330 and 541310, with SBA size standards of $25.5 million and $12.5 million respectively. The RFI responses address multiple procedural questions, including proposal page limitations (85 total pages), resume evaluation criteria, and clarifications on section submissions. The government guarantees a minimum $4,000 seed task order per IDC, with labor rates, overhead rates, and escalation factors to be negotiated. The solicitation response deadline is 24 November 2025 by 2:00 PM EST, with final RFI responses posted on 14 November 2025.

MATOC for General Architect Engineering Services – RFI Responses (2)

Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors “for information only” and do not revise the solicitation, plans or specifications.

1. A. The response to Question 14 states that PPQs may be provided in Section H to support selection criteria “c”. However, the response to Question 25 states that PPQs will not be excluded in the overall page count. Further, it is noted that in the response to Question 25 that PPQs are not required to be submitted and a summary table of past ratings is sufficient. Often times, a CPAR is provided for a DB contract that only provides performance ratings for the general contractor and not the designer of record which is why, as the AE we request PPQs. Although the AE ratings in the PPQs may be provided in a summary table, the narrative included in the PPQs would get lost and therefore, it is to the AEs benefit to submit the PPQ in Section H. However, we feel the AE would be penalized with the overall page count compared to those with only CPARs. Please reconsider including PPQs towards 85 page count.

The information included in Section H will not be excluded from the page count limitation and the page count will not be increased.

B. The original solicitation required 1 page per project for Section F. The follow up responses to RFIs posted on 27 October 2025 stated that given the scope that is to be covered by each project description, Section F projects would be increased to a 2 page limit. However, the responses to RFIs posted on 11/4/2025 now states that only 1 page per project is allowed. We again respectfully request to be allowed 2 pages per project as have already expended considerable time increasing the project descriptions from 1 page to 2 pages based on direction from the 27 October 2025 response to RFIs that provide a complete and full response to the requirements for Section F.

We understand the confusion, which is why the responses from 27-Oct were removed and deadline for the submission was extended. Section F is limited to 10 pages (1 page per project).

2. I wanted to ask for clarification regarding Item 19, Relevant Experience, under Section E – Resumes of Key Personnel in the SF330 form.

Could you please confirm what the “(2) Year Completed” field refers to, along with the two sub-items beneath it: Professional Services and Construction (if applicable)?

On the SF330 Form, “E. Resumes of Key Personnel Proposed for this Contract”, the “Year Completed – Professional Services” means the year the design or professional services phase of the relevant project was completed. The “Year Completed – Construction” means the year the construction phase of the relevant project was completed, if applicable.

3. Will an official amendment be released covering all RFI responses for W912DS26RA003 - Indefinite Delivery/Indefinite Quantity Multiple Award Contract for Multi-Discipline Architect-Engineer Services in Support of Norfolk District’s Army Ammunition Program?

This solicitation (W912DS26RA003) is for the New York District. This will be the final amendment for this solicitation. These responses will be provided as a separate attachment to the solicitation.

4. How will resumes be evaluated if more than 1 is submitted per discipline. Will you take the highest scored, lowest scored or an average The board will evaluate all resumes provided. At least one resume per discipline must meet the professional registration requirements. All resumes will be evaluated for education, training, registration, voluntary certificates, overall and relevant experience, and longevity with the firm.

5. Would you please confirm that we can construct the proposal response using any pages NOT USED IN SECTION E (using only 42 of the allotted 50 page max.) and moving a few or all the pages for use in SECTION H. This is based on your answer in the last modification regarding Question #1. B - …”have the option to utilize these pages as they prefer to provide the required information as requested”.

Yes. While Section E is limited to 50 pages, it does not need to be 50 pages. If the package uses less than 50 pages in Section E, this allows for more pages to be utilized elsewhere, as long as the package adheres to the total submittal page limitation of 85 pages.

6. We are keenly interested in working directly with the New York District and the U.S. Merchant Marine Academy on the entirety of the Merchant Marine campus. We understand that this MATOC will service program needs outside of the U.S. Merchant Marine Academy program. Please confirm USACE’s intent to procure an IDIQ dedicated solely to the U.S. Merchant Marine Academy program.

The New York District does not plan to procure an IDIQ dedicated solely to the U.S. Merchant Marine Academy Program at this time.
