About this file

This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for a federal contract opportunity issued by the US Army Corps of Engineers, New York District. The amendment provides responses to two vendor questions regarding the inspection, evaluation, and repair of a Terex T-340-1 Mobile Crane located at the Albany Field Office.

The key questions addressed include clarification about the crane's telescoping system issues (a loud noise when raising or lowering the boom, apparently from the main cylinder) and guidance on submitting quotes. The contracting officer instructed vendors to break down their bids by the specific Contract Line Items (CLINs) listed in the solicitation, with separate estimates for each. The response date remains 03 July 2025 at 2:00 PM EDT, and the amendment emphasizes that the Q&A responses are "for information only" and do not revise the solicitation's core requirements.

AMENDMENT 0003

Amendment 0003 Q&A responses

These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s).

Questions and answers are issued to the Offerors “for information only” and do not revise the solicitation, plans or specifications.

Q1: Quoting the crane to be picked up is no problem. But the main description says issues with telescoping systems while attempting to raise and lower the boom, so is the issue with the scoping system or the hoisting system? And also, there are some smaller items to be repaired as well and also says during completion of work an OSHA inspection is required, which is no problem but what if there is more problems unknown with the machine? Generally, we complete a full OSHA inspection first giving you a complete write-up of the machine with anything not compliant with passing the inspection. Then at that time we can give you a proper quote for parts and labor needed to complete the repairs.

Answer 1: To clarify the issue described in the SOW provided, the loud noise occurs when raising or lowering the boom, and it appears to be coming from the main cylinder or a nearby component.

Regarding the OSHA inspection, the Statement of Work (CLIN 0002) requires that a diagnostic report be submitted to USACE before any repair work can be approved. If additional deficiencies are found during your inspection, they should be included in that report for USACE’s review prior to beginning repair work.

USACE will then determine to proceed forward using CLIN 0005 or CLIN 0006.

Q2: Is it possible to give you a quote for the freight price to pick up your machine to bring to our yard and include the price to return it as well. And a quote to perform an annual OSHA inspection and labor to determine what repairs are needed. Then before any repairs are done we would give a full quote for parts and labor needed for repairs.

Answer 2: Please ensure your bid is broken out by the CLINs listed in the solicitation, with a separate estimate provided for each CLIN. The prices given on the repair CLINs 0005 and 0006 should reflect a reasonable estimate based on the description on the scope and the components most likely to be involved. After award and the diagnostic inspection, you will prepare a quote for actual parts and labor required to repair and the contract will be modified to include the amount of that quote.
