The work to be performed under this project consists of providing all materials, plant, labor, equipment and services (except those furnished by the Government) to perform maintenance dredging of New York Harbor, Sandy Hook Channel , with placement of the material at the Sea Bright Offshore Borrow Area (SBOBA). Dredged material shall only be placed within the approximately 93-acre placement area in SBOBA with coordinates as identified on the contract plans. The contractor will be solely responsible for coordination and compliance with the transportation, offloading, and placement site(s) requirements. See Section 35 20 23.10 18 entitled "SBOBA DREDGED MATERIAL TRANSPORT AND PLACEMENT MONITORING" for more information.
The maintenance for this project consists of dredging approximately 76,370 CY of basic work material based on the before dredge survey performed in September 2023. For more details, see "ESTIMATED QUANTITIES" in Section 00 30 00 "ADMINISTRATIVE REQUIREMENTS" of these Specifications. The dredge material has been determined to be composed of sand and gravel.
A summary of the Dredging Areas is shown in the table below:
DREDGING AREAS TOTAL ESTIMATED
QUANTITY (CY)
BASIC WORK: (-35' MLLW + 2' OD) 76,370

1. The issued PBO contains dredge window restrictions for the Sandy Hook Federal Navigation Channel. No dredging of beach or any subtidal area within 300 feet of the MLLW lines shall be performed from 1 March 31 August of each year to protect Piping Plovers.
2. No installation or removal of security fencing, pipeling, or any other temporary structures on the beach shall be performed from 1 March to 31 August of each year to protect Piping Plovers.
3. Should dredging occur between 1 September and 30 November , the Corps will arrange for a survey of all beach within the impact area for the presence of seabeach amaranth plants no more than 14 days before the start of each dredging action. The Corps will mark any plants occurring inside the impact area, but outside of the sand removal area, with string-and-post fencing and appropriate signage.
Project personnel and vehicles shall not disturb deabeach amaranth plants within the fencing .
4. Due to the recent observance of the Northeastern Beach Tiger Beetles, a pre-dredge northeastern beach tiger beetles survey must be conducted between mid-September and mid-October during fair weather.
If any adult or larvae northeastern beach tiger beetles are discovered during the survey, the beetles must be translocated to a USACE, USFWS, and NPS-approved location outside of the dredging footprint. A post-translocation species survey shall be conducted after translocation to ensure no endangered species remain in the dredging foorprint.
As per CLIN 0004 (NORTHEASTERN BEACH TIGER BEETLES SURVEY AND TRANSLOCATION EFFORTS), the contractor shall coordinate with USFWS, NPS and USACE to provide a qualified and approved northeastern beach tiger beetle expert to conduct the pre-dredge species survey, translocation efforts, and a post-translocation species survey. Translocation efforts shall not proceed without the agreement of the USFWS, USACE, and NPS. Dredging shall not commence until USFWS has concurred with the completion of the northeastern beach tiger beetles conservation measure .
Security: The contractor shall provide unarmed Site Control Services, including a 4x4 vehicle to secure the beach access points at Parking Lots M and J located in Sandy Hook, for 24 hours per days, 7 days per week.
Site Control Service personnel cannot be the SSHO and cannoy have other duties. Ensuring that the beach remains closed off to the publicin the location of the dredging work will be their sole responsibility and they will conform with the requirements of the National Park Service. The Site Control Service Personnel personnel shall maintain adequate communication with National Park Service Officers and Dispatch as necessary. The Contractor and the Site Control Service Personnel shall review the requirements set forth in the National Park Service (NPS) Special Use Permit (SUP) and ensure all conditions of the SUP shall be followed. The NPS SUP for the previous maintenance dredging cycle of Sandy Hook Channel can be found in Section 00 90 02. An NPS SUP for this dredging cycle will be provided to the contractor prior to construction.
SECTION 01 11 00 Page 4
The contractor shall erect a fence around the work area that is along the shoreline in order to keep the public from accessing the work area in coordination with the NPS request. See 00 90 02 for NPS SUP requirements.
Three (3) large signs shall be placed at the fence line at each end of the fence closure and additional signs shall be posted at the beach access points at Parking Lots M and J in Sandy Hook National Recreational Area.
These signs shall be 3' x 3' and include wording indicating; Beach Closed, Dredging Project, and Beach Collapse Hazard. The signs shall contain a warning drawing identifying the hazards of the sandy beach collapse into deep water adjacent to dredging operations. Other signs shall be posted along the fence line in accordance with Section 01 50 00 Temporary Construction Facilities and Controls - Paragraph 2.1.4. All signage must be approved by NPS prior to installation.
Site Control Services, signs and fencing shall remain active on site until scarping and overall disturbance of the beach at the dredging area has stabilized and general safety of the area at the dredging location is held to be acceptable. Prior to the expiration of the NPS SUP or at the direction of the USACE and NPS, all signs, fencing, and appurtenances shall be removed from the Project Area.
Due to the inability for a hopper dredge to safely complete the work during a previous dredging cycle, it is recommended that a hopper dredge not be used to complete the anticipated work.
The work is anticipated to be performed within the approximate time period of September 2024 - January 2025. Dredging shall begin in October 2024 and cannot commence until USFWS has concurred with the northeastern beach tiger beetles conservation measure.
