About this file

This document outlines a federal contract opportunity for maintenance dredging of Sandy Hook Channel in New York Harbor. The U.S. Army Corps of Engineers proposes to dredge approximately 200,000 cubic yards of material from the channel to a depth of 35 feet below Mean Lower Low Water plus 2 feet of overdepth allowance. The dredged material consists primarily of sand and gravel and would be placed at an offshore borrow area or a contractor-furnished upland site. Plans and specifications are expected to be available in June 2023 with bid opening in July 2023 and intended award in August 2023. The contractor must commence work within 5 days of notice to proceed and complete the basic work within 32 days, maintaining a production rate of at least 8,000 cubic yards per day. Liquidated damages of $2,693 per calendar day of delay will be assessed. The work is estimated to cost between $1,000,000 and $5,000,000.

Introduction: Construction Project Signs EP 310-1-6a 01 Jun 06

16-1

The use of signs to identify Corps managed or supervised design, construc-tion, and rehabilitation projects - both for military and civil works - is an important part of efforts to keep the public informed of Corps work. For this purpose, a construction project sign package has been adopted. This package consists of two signs: one for project identification and the other to show on-the-job safety performance of the contractor.

These two signs are to be displayed side by side and mounted for reading by passing viewers. Exact placement location will be designated by the contracting officer’s representative.

The panel sizes and graphic formats have been standardized for visual consistency throughout all Corps operations.

Panels are fabricated using HDO plywood or aluminum with dimensional lumber uprights and bracing. The sign faces are nonreflective vinyl.

All legends are to be die-cut or computer-cut in the sizes and typefaces specified and applied to the white panel back-ground following the graphic formats shown on pages 16-2 and 16-3. The Communication Red panel on the left side of the construction project sign with Corps Signature (reverse version) is screen-printed onto the white back-ground.

A display of these two signs is shown on the following two pages. Mounting and fabrication details are provided on page 16-4.

Special applications or situations not covered in these guidelines should be referred to the district Sign Program Manager.

Attachment C - Page 1 of 4

This sign is to be placed with the Safety Performance sign shown on the following page. Mounting and fabrication details are provided on page 16-4.

Special applications or situations not covered in these guidelines should be referred to the district Sign Program Manager.

This letter is forwarded in response to your request, received March 31, 2023, for a Federal Consistency

(FC), as required by Section 307 of the federal Coastal Zone Management Act (16 USC 1451 et seq.) and

Water Quality Certification (WQC) as required by Section 401 of the federal Clean Water Act (33 USC

1251 et seq.

The United States Army Corps of Engineers (ACOE) has proposed this project which involves maintenance dredging of critical shoals in a portion of the New York Harbor, Sandy Hook Federal

Navigation Channel adjacent to the northern tip of Sandy Hook as detailed in the below noted plans to a depth of -35 feet below mean low water (MLW) plus two foot over dredge. The volume of material to be removed within this contract area is approximately 200,000 Cubic Yards (CY) which shall be placed at the Sea Bright Offshore Borrow Area (SBOBA) for future use as material for beach replenishment (not authorized under this action). The ACOE states that the dredged material may also be placed at an upland placement site. If material is to be placed at an upland site, an additional consult and authorizations shall be required from the NJDEP Division of Land Resource Protection (DLRP or Department).

The Rules on Coastal Zone Management (N.J.A.C. 7:7) constitute New Jersey’s enforceable policies under its federally approved Coastal Zone Management Program. The Sandy Hook Federal Channel

Maintenance Dredging project has been reviewed under the following Rules on Coastal Zone

Management: Finfish Migratory Pathways (7:7-9.5), Navigation Channels (7:7-9.7), Submerged

Infrastructure Routes (7:7-9.12), Maintenance Dredging (7:7-12.6), Dredged Material Disposal (7:7-

12.9), Marine Fish and Fisheries (7:7-16.2) and Water Quality (7:7-16.3).

Based on the summary of details presented in the above noted request for a contract specific FC/WQC, the Department has determined that the mechanical dredging of critical shoals in a portion of the Sandy

Hook Federal Navigation Channel (as shown on the below noted plans) is consistent with the Rules on

Coastal Zone Management and New Jersey’s federally approved Coastal Management Program.
