The following have been added by full text:
REVISED EVALUATION FACTOR
4.3 PROPOSAL AND RELATED EVALUATION FACTORS
The proposals will be evaluated on Prime and Sub-Contractor Experience, Past Performance, and price factors. When considering the tradeoffs among cost or price and non-cost factors, all evaluation factors other than price, when combined, are approximately equal in importance to the price factor. The Government may award to other than the lowest priced Offeror or other than the highest technically rated Offeror.
Evaluations will be used to determine which offeror is the most technically qualified to perform the project.
Source Selection Evaluation Factors Factor Description Summary Factor 1
Prime and Sub-Contractor Experience
Examples of Previous Projects by the Prime and Sub-Contractors that are at least 50% complete at the time of proposal submission.
This factor will be rated based on the requirement in the following 3 elements:
Biological, Environmental and Cultural resources
Factor 2
Past Performance
Questionnaires from Previous Clients, CPARS evaluations, and other documentation relevant to the contractor’s performance.
Factor 3 Cost or Price Evaluation Offeror’s Price List
4.3.1 FACTOR 1 – Prime and Subcontractor Experience:
The Offeror will prepare a team experience resume for projects meeting the requirements identified in sections below. The experience should be cited in paragraph form; clearly linking the cited experience to the specific criteria. The involved personnel from the Project Team should be identified within each individual criteria requirement as well. At the Offerors’ discretion, multiple experience examples may be submitted for each/any criteria to ensure acceptance of one qualifying experience example. The presence or absence of multiple examples will not be an influence in the rating except as explained above.
The Offeror will submit a minimum of one (1) project but no more than five (5) projects for each element that have been completed and turned over or that are at least 50% complete. All the submitted projects shall be recent experience which means that completion should be no more than twelve (12) years preceding the date of this solicitation. The projects shall meet the descriptions of scope, complexity and magnitude as outlined below.
Letters of commitment (Signed by both the Subcontractor and Offeror) are required in order for the Government to consider Subcontractor experience in the proposal evaluation. Other divisions within the Offer’s company may be considered as subcontractors for the submitting division.
Proposals will be highly rated when the Offeror demonstrates extensive experience in all or nearly all of the criteria listed below. Where this experience includes the following, the proposal may be given additional consideration (the following list does not encompass all possible items for which additional consideration may be given):
The Offeror acted as a prime contractor in the majority of the example experiences.
The Offeror demonstrates experience working in both New York and New Jersey for each element.
More than one (1) recent relevant experience is for a Military Installation.
The majority of the example experiences are projects performed for the U.S.
Army Corps of Engineers.
The majority of the experiences are projects performed within the last three (3) years.
The experiences demonstrate previous experience between current proposal team members.
The experience includes permit application development.
Demonstrate that the Offeror can provide equipment listed in the SOW.
Where this experience includes the following, the proposal may be given less consideration (the following list does not encompass all possible items for which less consideration may be given):

No military installation support is demonstrated.
Example experiences where the Offeror or their proposed subcontractor were subcontractors and their role was minor in comparison to the whole project.
Example projects were performed by a Division of the company other than the Division submitting the offer.
The example experiences do not demonstrate previous teaming experience between current proposal team members.
Experience examples are not verifiable.
