About this file
This document provides an amendment to a solicitation for maintenance dredging of Bay Ridge and Red Hook Channels in New York. The amendment responds to questions from bidders by clarifying details of the project. It revises the label on a plan sheet and notes that side slopes are required to be cleared to the specified template. The responses do not change any other aspects of the solicitation.
The related federal contract opportunity outlines a solicitation for maintenance dredging of the channels to remove approximately 850,000 cubic yards of material. A mechanical clamshell dredge will be used to dredge the material, which will then be placed at a designated ocean site using bottom-dumping barges and tugs. The work must be completed by fall 2021 at a rate of at least 8,000 cubic yards per day. Liquidated damages of $2,231 per day will be assessed for delays. Bids are due around June 17, 2021. The opportunity is posted on SAM.gov and will be awarded using sealed bidding procedures by the US Army Corps of Engineers, New York District.

AMENDMENT 0002
Questions that may be of general interest to all Bidders and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s).
Questions and answers are issued to the Offerors “FOR INFORMATION ONLY” and do not revise the solicitation, plans, or specifications.
Q1. The previous dredging project in Bay Ridge Channel in 2014 (Solicitation No. W912DS- 14-B-0016) had a dredging depth of -34’ MLLW with 2’ of allowable overdepth, while the current project has a required depth of -35’ MLLW with 2’ allowable overdepth.
Please advise if maintenance dredging of the current dredge area has been performed to a depth of -35’ MLLW before.
A1. The Bay Ridge and Red Hook Channels were historically constructed, and maintenance dredged to 40 feet since the 1930’s.
Q2. Please make available any as-built drawings showing that the Bay Ridge Channel has been deepened to -37’ MLLW or deeper before to confirm that material required to be dredged on this project is shoaled material and does not contain any new work deepening.
A2. There are no past as-built drawings available.
Q3. Has maintenance dredging been performed over the BEC cable located in the dredge area previously? If so, please make available any as-built surveys of the area.
A3. No, previous maintenance dredging has not been performed over the BEC cable located in the dredge area.
Q4. The As-Built drawing of the BEC1 Utility cable provided on PDF Page 103 of the Specifications shows a large concrete obstruction between stations 18+00 and 19+00 of the cable run. The red profile line (BEC 1 Profile and Burial Depth) shows that the BEC cable reaches a depth of only -38’ MLLW in this area, while the diver investigation (blue dots) showed the cable depth to be between -45’ and -50’ MLLW.
Please clarify the current cable depth of the BEC 1 Utility cable between stations 18+00 and 19+00 as shown on the as-built drawings provided in the specifications.
A4. Please refer to PDF Page 129 thru Page 142 in Section 00 90 01 of the specifications, letters dated August 24, 2011 and August 15, 2011.
W912DS21B0011
Please Note: Per Section 01 30 00 Paragraph 1.2 entitled SUBMITTALS in the specifications, the apparent low bidder is required to coordinate with the utility owner(s) to provide the BEC Utility Location Map and Coordinates as part of their preconstruction submittals.
Q5. If the BEC utility cable is indeed at a depth of only -38’ MLLW for a portion of the utility corridor, we suggest that the Government either reduce the required grade for this area or remove this dredge area from the project as it creates a significant hazard to safety.
A5. A determination will be made once the apparent low bidder’s preconstruction submittals have been accepted by the Government.
Q6. Please confirm that the +/- 65 foot wide “no spud/anchoring zone” is applied from the center cable only (BEC 2) and not from the north and south cables (BEC 1 and 3).
A6. Yes, the +/- 65 foot wide “no spud/anchoring zone” is from the center cable (BEC
2) only.
Please Note: The location of the center cable is APPROXIMATE ONLY. Once the apparent low bidder confirms the exact location, the +/- 65 foot wide no spud/anchoring offset must be applied to the confirmed exact location of the centerline.
Q7. Are side slopes required to be cleared to the side slope template? Sheet 2 of the Plan Drawings indicates that the side slope material is “payable” but is not labeled as “required” like the channel dredging template.
A7. The side slopes are required to be cleared to the side slope template. Attached is the Bay Ridge and Red Hook Channels Maintenance Dredging Plans Sheet 2, amended to reflect as such.
This amendment does not change any other parts of the solicit
