Q1. Is there a specific reason for the boom to be of aluminum alloy?
A1. No. The offeror may take exception to the aluminum alloy requirement and offer a suitable alternative material provided it meets ABS and USCG requirements IAW the solicitation.
Q2. The aluminum alloy boom does present some challenges - the interface between the aluminum boom and steel slew bearing, for example - is this a hard and fast requirement?
A2. No. The offeror may take exception to the aluminum alloy requirement and offer a suitable alternative material provided it meets ABS and USCG requirements IAW the solicitation.
Q3: On page three you say “Davit shall be USCG approved and ABS certified”. Can you please expand on the USCG & ABS requirements? Is it your expectation to have the davit certified to the ABS Lifting Appliance Guide or USCG SOLAS Compliance? Your scope of work does not do a good job of explaining the certification. Please provide specific details for the certification.
A3: It is the Government's intention to have the davit crane certified to the ABS Lifting Appliance Guide Chapter 2 Section 2-13.1 and type approved by USCG for use on a marine application. The Government does not intend to require a man rating on the davit crane.
