Questions and Answers:
The following questions and answers are provided for information only. Nothing contained below amends or revises any provision of the solicitation.
This is for bidder’s reference only, and is not to be considered as a part of the Contract Documents.
Contract award will be based on what is contained in the printed Plans and Specifications in a hard copy format or Electronic Bid Set if provided and as posted in the FBO.
RFI Set 1
Question #1: The DEC Permit included in the contract documents on page 4 of 9. Number 6 requires as part of the permit to conduct a multi-year pre and post biological survey. Will the cost of a multi-year biological study be part of this bid?
Answer #1: No, the biological study is not part of this bid.
Question #2: Specification Section 01 50 00 Temporary Construction Facilities and Controls, paragraph 3.5.4 Storage Area states to "construct a 6 foot high chain link fence with plastic inserts".
Where is this storage area located?
Answer #2: Staging Area is the same as the storage area as shown in the plans, there is no separate storage area.
Question #3: General note 13 on sheet G-001 calls to remove existing chain link fence at the top of the existing seawall. Can you clarify the quantity and or location of this fence?
Answer #3: CLIN item no 0013 Chain Link Fence in the bid schedule and it includes “Remove, Dispose, and Replace” .
RFI Set 2
Question #1: Sheet C-303 to C-306 reference a dashed line. Does this line represent the top of existing rock? This is asked because during a site visit there is a distinct existing bench approximately 12’ wide.
We do not see this distinct feature on the cross sections provided
Answer #1: The Dashed line represent approximate location of the top of existing grade, Refer to the survey sheets provided in the plan set
Question #2: Will the permanent material for this project be tax-exempt?
Answer #2: The bidder's attention is directed to FAR 52.229-3, Federal State and Local Taxes. Determination of the applicability of taxes is the bidder's responsibility, and bidders are responsible for including all applicable taxes in their bid. After award, the Contracting Officer may be able to assist with obtaining tax exempt certificates, however, assistance with provision of a form is not an assurance that the contractor will be able to purchase materials that are tax exempt
Question #3: Sheet G-101. Will the new location for the bunker relocation require any foundation preparation?
Answer #3: Estimate location is shown in Sheet G-101 and no foundation is needed site preparation may be needed.
