1.0 General Information

1.0.1 The Design Build Contractor (DB) shall prepare complete construction documents for all work to be constructed. The construction documents to be prepared include, but are not limited to construction drawings, specifications, submittals, design analysis and calculations in conformance with this Request for Proposal and as required in Section 01 33 16 DESIGN AFTER AWARD. Materials and equipment shall be limited to those specified except that where no specific material and equipment is specified or no basis of design is identified, the Contractor shall use materials and equipment as identified in the standard unedited Unified Facilities Guide Specifications (UFGS). If specific materials are not identified in the UFGS then the DB will use materials accepted within the construction industry and in compliance with Design Criteria.

1.0.2 Although the Appendix contains concept drawings, this is a design build project requiring a complete, independent design by the Design-Build Contractor and these drawings are not to be used to absolve the successful Design-Build Contractor of conducting a thorough site investigation or of their design responsibility and the completeness of the design and constructed project. The Contractor shall develop a complete design, including professionally stamped sealed drawings, specifications and engineering calculations by a professional architect and/or engineer licensed in New York State.

1.0.3 The project shall be designed in accordance with the RFP. The design of the building and the materials selected shall be appropriate, high quality, durable and easily maintained. The Contractor shall be responsible for the professional quality, code compliance, technical accuracy, and coordination of all designs, drawings, specifications, and other documents or publications upon which the designs and construction are based.

1.0.4 The Design/Build Contractor will prepare the DD1354 IAW UFC 1-300-08 Criteria for Transfer and Acceptance of Military Real Property (submittal register). Instructions for using the Resident Management System (RMS) will be provided by USACE NYD. The form entitled “Transfer and Acceptance of Military Real Property (DD Form 1354)” complete with Checklist Instructions and instructions for the DB/C to complete these forms is available through www.wbdg.org.

1.1 Standards, Documents and Criteria

These design instructions shall be deemed the controlling authority where any differences exist with referenced documents and criteria. Designers should notify the Contracting Officer’s Representative of design issues when differences exist that may result in non-compliance with standards, applicable codes and regulations.

1.2 Codes:

The designs, materials, equipment and installation shall be in accordance with the requirements of the listed codes and design manuals, with the listed specifications and the instructions of this document.

Life safety, building classification and construction shall be in accordance with the more stringent of the most current versions of NFPA 101 and the International Building Code (IBC), as modified by United Facility Criteria (UFC) 1-200-01 “General Building Requirements”.

1.3 General Project Description:

The complete design and construction of a new parking garage with four floors accommodating approximately 185 parking spaces, 18 of which shall be handicap accessible (1 in 6 must be van accessible). The existing parking lot has 52 handicapped accessible parking spaces which must be replaced in total through additional accessible spaces in the garage or on the ground of the remaining parking lot. The intent is the Design Builder may include more than 18 HC spaces in the garage at their discretion, but 52 total HC spaces must be provided to replace those displaced by the project.

The garage will consist of two sloped ramps (“bays”) not exceeding 5.5% slope and nominally flat “bay” end areas all to accommodate two way traffic (24 feet wide) and perpendicular standard parking stalls of 9 foot by 18 foot 6 inch dimension. Minimum clearance heights for handicapped van parking must be maintained for routes to and from and for areas containing “HCP VAN” parking spaces.

The garage shall have the foundation, structure and utilities designed to accommodate three (3) future stories. The design shall have an elevated, enclosed walkway (i.e., bridge) between the garage and the main hospital building’s third floor with adequate clearance beneath the bridge to accommodate emergency vehicle and truck traffic. Slope of the bridge walking surface may not exceed 2% grade.

The project shall include the requirement to lease temporary parking space and provide shuttle transportation from temporary parking area(s) to the Medical Center, to replace 168 parking spaces displaced during construction.

The project will create this government facility with industry-accepted construction affording normal maintenance (i.e., annual wash down of garage floors, weekly cleaning of bridge floors, seasonal glass cleaning, periodic elevator inspection and maintenance, annual testing of special systems…) and repair cycles of an appropriate commercial level of quality (i.e., seven years for traffic paint and sealants, annual HVAC filter changes…), to ensure continued beneficial use over an anticipated 50 year life span.

1.4 Off-site parking and shuttle service:

The Design Builder shall provide off-site parking for 168 vehicle spaces displaced during the construction of the new garage during the entirety of that displacement. The Design Builder shall also provide a shuttle service to and from the off-site parking and Stratton VAMC during that same period of parking displacement for VA staff using the off-site parking.

It is required that the shuttle service provide transportation to and from the Stratton VMAC in a timely fashion so that a maximum of 30 minutes is necessary for a user, once parked and arriving at the off-site parking pickup area, to be conveyed to the Stratton VAMC or for a user to arrive at the designated pick up location at the Stratton VAMC and be conveyed to the off-site parking area.

The shuttle should operate from 0700 -1800 hrs., Monday through Friday. Peaks are 0700 - 0830 hrs.

and 1600 - 1700 hrs. with almost all the personnel arriving or departing during the peak times.

The shuttle service shall accommodate peak personnel loads at shift changes within the designated 30 minutes maximum as well as provide a regularly scheduled conveyance of staff between the hospital and off-site parking during shifts. This regular schedule for the shuttle shall accommodate staff access to their vehicles in the event they require access from the hospital or access from parking to the hospital at other than shift changes.

The shuttle service shall provide a notification system, a means to provide current arrival and departure times reflecting actual “live” conditions available to the off-site parking users. The notification system may include electronic boards posted at the off-site parking and hospital loading areas or mobile device applications or mobile device postings made freely available to the users and VAMC. Shuttle tracking may include GPS positioning, automated or manual tracking and information posting.

The off-site parking accommodates VA staff working a Stratton VAMC. In the event the 30-minute maximum travel time is exceed a delay in staff coverage may occur. Delays in staff coverage may, in turn create a need for staff overtime to accommodate delays in staff arrivals. Additionally, delay in conveying staff to their vehicles at the end of shifts can unnecessarily inconvenience them and potentially financially impact them. In the event the maximum travel time is exceeded a liquidated damage amount will be assessed the Design Builder as follows:

Liquidated Damages for Exceeding the Max 30 minute Travel Time will be determined based on:

2/3 of the personnel on the shuttle will be nurses. Nurses on duty can't leave until their replacement arrives. If a staff replacement is late, the VA must pay them overtime at an average rate of $41 per hour. It is assumed that no one will be more than 1 hour late.

To determine the cost to the VA and the damage to be assessed:

(2/3)(168)($41) = $4,587. Say $4,600 for the maximum daily penalty to be applied as determined by VAMC.

1.5 Bid Options

Refer to the bid forms for cost line item numbers. The base bid includes all options. Bidding options shall be deductions from the basic scope of work and include:

1.5.1 Overhead bridge from parking structure level 4 to the Stratton VAMC third floor. Scope of this option includes bridge foundations, vertical supports, bridge assembly, mechanical, electrical and fire suppression/detection, plumbing, access and egress doors, demolition at existing building connection and finishes. Exterior door opening at elevator level 4.0 shall be infilled with glazing assembly to match adjacent wall area.
