3. QUESTIONS AND ANSWERS:
The following questions and answers are provided for information only. Nothing contained below amends or revises any provision of the solicitation.
This is for bidder’s reference only, and is not to be considered as a part of the Contract Documents. Contract award will be based on what is contained in the printed Plans and Specifications in a hard copy format or Electronic Bid Set if provided and as posted in the FBO.
Question #1: Based on a site visit it appears that overhead electrical lines in Ocean Bay Park are extremely low (<25’). Will USACE coordinate relocation of the overhead lines to accommodate equipment access?
Answer #1: No. USACE may be able to assist as part of the Partnership Agreement, but USACE cannot guarantee that the utilities will be able to relocate overhead lines. They should be taken into account when the Contractor develops their hauling/access plan.
Question #2: Note on C-101 states, “CONTRACTOR WILL BE PERMITTED TO STORE EQUIPMENT AND
MATERIALS WITHIN THE RIGHTS OF WAY AND EASEMENT. AT LEAST HALF OF THE RIGHT OF
WAY STORAGE SHALL BE MANAGED SUCH THAT AND EASEMENT IS PASSABLE AT ANY TIME.”
The area is only 15’ wide and the width of the equipment required for reaching all elements of the buildings is wider than half the available passable area. Additionally, it would present a safety concern for general public to go through the area while under construction. Please adjust the requirement to take into consideration the narrowness of the roads and the width of the machine. Further, please clarify the intent of maintaining the easement so offerors can plan accordingly to accommodate the needs on the island.
Answer #2: Areas such as the cleared lots are also available for staging and access, and those areas will increase as each house is demolished. The requirement to allow vehicle passage is primarily to ensure emergency vehicle access; but access for utility vehicles and homeowner vehicles should still be allowed as much as possible.
Question #3: The NPS Permit issued with Amendment 03 expires on 5/15/2018. If work is not complete by this time, please confirm that NPS will grant a permit extension to enable completion within the stated contract period of performance.
Answer #3: USACE is pursuing an extension of the permit or issuance of a second permit to allow for work to continue after 5/15/2018. It is preferred that Cayuga Avenue and the Ocean Bay Park demolitions occur prior to the permit expiration date, in case there is a lag in permit issuance.
Question #4: The schedule for this project is unclear. Mobilization is required by 4/1 and demobilization is not allowed until 9/15.
Question #4a: Please acknowledge that contractors will be required to keep its equipment on Fire Island for the full Period of Performance regardless of production.
Answer #4a: The contractor may transport equipment by water/barge as they see fit. The equipment may only be mobilized via the beach once prior to 4/1 and demobilize via the beach once after 9/15, due to Endangered Species concerns.
Question #4b: Please provide the ideal timeline for USACE to complete this work.
Answer #4b: Ideally, the Cayuga Avenue work would occur prior to 5/1/2018. Following or simultaneous to the Cayuga Avenue work, the Ocean Beach and Ocean Bay Park demolitions would take place, with completion by Memorial Day in order to avoid public disturbance, since this is a seasonal community. The Optional work could occur later or simultaneously, depending on the Contractor’s staffing and equipment capabilities.
Question #5: Reference the optional partial demolitions in the Fire Island Pines community, with attention to the pile driving requirements within the footprints of some of the houses. Please confirm that others will be responsible for cleaning any household items (beach items such as surf boards, chairs, etc.) that may impede access to these areas.
Answer #5: We have encouraged homeowners to remove any materials in the construction easement footprint. Any materials left in the easement that may impede access may be removed by the Contractor.
Question #6: Reference Section 02 41 01, 1.9 Relocations. This section requires a highly qualified Architect within the context of the relocation plan. While it is clear that small household features (hot tubs, moving sheds, decks/pools) require relocation, we are unable to identify in the plans any requirement to relocate complete residential dwellings. Please note the insurance requirements for cargo and umbrella insurance of at least $2,000,000.00. This requirement would be applicable for lifting and moving homes in their entirety, not for deconstructing decks / pools and reconstructing / relocating them. Please waive this requirement. Please specify the role of the Architect on the project.
Answer #6: Section 02 41 01, Paragraph 1.9 has been modified to remove these requirements.
Question #7: Reference Section 01 50 00, 3.6 related to the Government Field Office requirements. The requirement is for 2000 SF with hot and cold water, and enclosed office space. Based on the limited open space (other than beach) on Fire Island, this is the description of a large residential dwelling, not a temporary trailer. It appears that even high-end properties on Fire Island are smaller than 2,000 SF, and rental of this amount of space will be expensive, if it can be found at all.
Question #7a: Will USACE allow office space to be located on the mainland in order to save taxpayer dollars?
Answer #7a: If the office space were on the mainland, the Contractor would have to provide transportation to and from Fire Island on demand for the Contracting Officer and USACE personnel. This may be more expensive than providing the office space on Fire Island at the project site.
Question #7b: Please reduce the requirement for Government Field Office to be a minimum of 1000 SF if it is to remain on Fire Island.
Answer #7b: Specification Section 01 50 00 has been revised to reduce the required size of the field office. See above.
Question #8: Please provided schedule of when Option items will be decided. If additional equipment is needed for the optional work and the 4/1 deadline is passed, will water transport of additional equipment to the optional communities be allowed?
Answer #8: Option items will be awarded at varying intervals over the life of the contract, but generally one Community at a time, proceeding from west to east; or possibly simultaneously if the Contractor has multiple crews.
Water transport/mobilization of equipment will always be allowed, subject to the availability of docking facilities.
Question #9: Reference Demolition Notes, 5 relating to the Licensed Hazardous Material Survey prior to demolition. Please detail how this work will be paid. Please consider adding a line item for this work.
Answer #9: The work will be paid as part of the payment for each house. Please include this cost when estimating the cost of each line item in the bid schedule.
Question #10: The existing timber retaining wall by the Cayuga Avenue Connection appears to be coated in creosote. Can USACE confirm whether these timbers are coated with creosote, and will need to be disposed of as hazardous?
Answer #10: USACE has not surveyed the existing timbers for the presence of creosote. If the Contractor suspects that the material may contain hazardous wastes, it will be handled via SECTION 01 57 19 Paragraph 3.11
INADVERTENT DISCOVERY OF PETROLEUM-CONTAMINATED SOIL OR HAZARDOUS WASTES
Question #11: Regarding Section 00 90 02, the regrading site appears to yield an excess of excavated material. Is there a plan for how this material will be used or disposed?
Answer #11: The regrading site was designed to sediment-neutral. All excavated material will be placed on 1-foot lifts to the eastern and western sides of the excavation site.
Question #12: Vehicle access to the areas requiring herbicide treatment is prohibited without a permit. Will there be an opportunity to view these sites or will photos of the area be provided?
Answer #12: Aerial photos of the area are available via the USDA NAIP program at https://gis.apfo.usda.gov/arcgis/rest/services/NAIP/New_York/ImageServer or via various commercial sources.
Question #13: Reference Section 01 74 19, 1.3 regarding the Environmental Monitor. Can this Environmental Monitor also be a project superintendent?
Answer #13: No, the environmental monitor and project superintendent should be separate roles.
