The following questions from interested vendors and government’s responses are provided for informational purposes only.
Q1. Are any employees subject to DOT SAP requirements (DOT CSR 49)?
A1. No. USACE employees are subject to the Army Substance Abuse Program (ASAP)
Q2. Please confirm that our proposal should reflect 28 hours of training for each year of the contract (based on the pricing form provided).
A2. Yes.
Q3. Staffing and educational requirements: for mental health counselors, continuing education & training is extensive as required by licenses. Would it be acceptable to submit counselor credentialing separately from the 25 page limitation?
A3. Per the solicitation, the following information is not included in the 25 page limit:
a. Copies of resumes and educational degrees (with seal), and
b. Copies of Offeror’s malpractice insurance policy.
Q4. It appears from review that you may be looking for a counselor that would primarily deliver counseling support on-site - "the Contractor will work out of 26 Federal Plaza and will be supplied with office space". Can you confirm that this is the preferred method of counseling delivery, rather than partnering with an organization that provides a network of local providers that work out of their own private locations?
A4. Counseling sessions are made by appointment and may be conducted at 26 Federal Plaza or at the EAP contractor’s office. A space is provided by the government at 26 Federal Plaza for the EAP contractor to conduct counseling sessions by appointment.
Q5. Regarding counselor credentials, the RFQ states counseling staff "will have at least a(n) MSW." Are other Master's level credentials acceptable, and are substance abuse certifications other than the specified CASAC acceptable?
A5. Per the solicitation, a Masters in Social Work MSW is required. Other credentials are additional not substitutions.
