SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
AMENDMENT 0001
1. The specifications state that either single or multi-beam surveys could be used for acceptance, please clarify the method of acceptance.
USACE will make every effort to collect with the multibeam system.
If that system is not available singlebeam system will be used. If singlebeam is used it will be run at half scale line spacing. Singlebeam may also be used in combination with multibeam for shallow areas.
2. In Section 35 20 23 a material breakdown is provided based upon an analysis of 6 sediment samples in Sandy Hook Channel but the individual soil breakdowns and the locations of the samples are not provided in the specifications. Please provide the geotechnical results and locations for these six samples.
Sample LAT LONG Location
3. To accurately measure sail distances, can the Government please identify on the HARS drawing, which section or general location that the material will be disposed in? This could greatly affect the overall cycle times, as HARS is as large as the entire sail distance out to HARS. If this location is unknown to the Government at this time, then please identify the section of HARS that should be used for estimating purposes (Government and Industry).
4. There is no contract stationing in the plan drawings, please provide a drawing with the Sandy Hook Channel stationing.
USACE does not have stationing for this project. There is no need to have specific stationing.
The contract does not define areas by station. The contractor is free to station any way they see fit. If USACE runs singlebeam, the line file can be provided so that the contractor can run our stations.
5. Could the Corp please provide the AD surveys from the W912DS-11-B-0011 maintenance project completed by Weeks in March 2012?
See attached survey sheet.
6. Based on the historical productions, this project cannot be completed within 38 days.
Please consider allowing 60 days to complete work.
During the last dredging cycle, dredging operations performed by a mechanical dredge indicated that the required production rate of 8,000cy/day can be met. During the last dredging cycle the highest production in a single day, using a mechanical dredge, exceeded 19,000cy.
7. Do the contract quantity amounts contain any quantity of assumed shoaling?
No. Contract quantities reflect what is present at the time of the survey they are derived from.
8. Historically, contractors have been at great risk for having to remove an incredible amount of material beyond the pay quantity available in order to reach the pay template.
Due to the excessive height of shoaling on this project and the wide range of historical dig quantities, it is unknown as to how much non-pay will need to be removed in order to complete the required template. Non-pay material will continuously run into the template from the high bank and around from the high current rate. One way to mitigate this contractor-only risk is for the Government to consider paying based on bin measure of the material being hauled as all hauled material from this particular location will benefit future shoaling rates. As it stands now, contractors will be bidding on the project not knowing how much quantity will need to be hauled and will vary widely between contractors, which may result in a variety of assumptions. If contractors experience material falling in from outside the template, requiring excessive non-pay dredging, will the Government consider using bin measure for payment in this situation?
The government will not use bin measurement for payment. During the last dredging cycle a hopper failed to complete the work. In addition it was reported that the sand was too compact to slough in. Due to the inability for a hopper dredge to safely complete the work during the previous dredging cycle, it is recommended that a hopper dredge not be used to complete the anticipated work.
9. Some past hopper dredging experience resulted in large oyster shells completely clogging the hopper inflow screens as soon as starting each load. If this occurs, will the Government remove the 4”x4” inflow screening requirement by eliminating it totally or allowing the next size greater 8”x8” screens to be installed in order to complete the work?
Due to the inability for a hopper dredge to safely complete the work during the previous dredging cycle, it is recommended that a hopper dredge not be used to complete the anticipated work. If a hopper is used baskets or screens or inflow openings shall have openings that do not exceed four (4) inches by four (4) inches in accordance with best management practices.
