REAL ESTATE APPRAISAL SERVICES
SGT JOSEPH E. MULLER US ARMY RESERVE CENTER
555 EAST 238TH STREET
BRONX, NEW YORK 10470-1596
28 February 2011
PURPOSE OF APPRAISAL
An appraisal is required that provides an estimate of market value for the U.S. Army Reserve Center facility located at 555 East 238th Street, in the Bronx, Bronx County, New York. An opinion of market value is required for the subject property as a candidate for the sale under BRAC. The appraised market value of the property will be used to establish a market value for the property in a Fee Simple Interest.
SCOPE
A. The appraisal report is to be prepared in compliance with the Standards of Professional Appraisal Practice (USPAP), as amended.
B. The value to be estimated by the appraiser is the market value as set forth in the USPAP, which is defined as "Market value is the amount in cash, or on terms reasonably equivalent to cash, for which in all probability the property would have sold on the effective date of the appraisal, after a reasonably exposure time on the open competitive market, from a willing and reasonably knowledgeable seller to a willing and reasonably knowledgeable buyer, with neither acting tinder any compulsion to buy or sell, giving due consideration to all available economic uses of the property at the time of the appraisal."
C. The interest to be appraised is the fee simple estate.
D. The analysis of Highest and Best Use should address a general real estate market appeal of the property to one of a variety of potential users (including, but not limited to, institutional, municipal government or private company/private sector user). The opinion of Highest and Best Use is to be formed after analysis of the subject's current zoning with emphasis on the status its improvements as either conforming or non-conforming to zoning. If the improvements are non-conforming then local zoning officials are to be interviewed to ascertain if the improvements would be allowed to continue as a special exception with legal non-conforming use status. If applicable, the possibility of a zoning change to permit Highest and Best Use should also be addressed and documented. Also, if the subject is located in a floodplain, drainage or floodway or involves wetlands then these characteristics are to be addressed and their impact on Highest and Best Use analyzed and described.
E. The property is to be appraised "as clean" despite any information or observation to the contrary.
F. All approaches to value that apply to the subject appraisal problem shall be employed. Comparables (including sales and rentals if applicable) should reflect similar Highest and Best Use as that estimated for the subject property. Comparable data should be obtained from the subject property's immediate and general neighborhood and should be recent in time. The comparable data is to be presented and analyzed according to appropriate market units of comparison for application in estimating subject value.
