Contractor Performance Assessment Reporting System

The Federal Acquisition Regulation (FAR) requires that Past Performance Information (PPI) be collected on DoD contracts. Both the contractor and government personnel are responsible for inputting PPI data. Performance evaluations prepared in CPARS are transmitted to the Past Performance Information Retrieval System (PPIRS). For specific details and guidance in use of the system, contractor is directed to https://www.nwp.usace.army.mil/ct/I/home.asp.This links the contractor to the Portland District Contractor Appraisal Information Center (CAIC). CAIC is the primary center to assist both the contractor and government personnel in using the system.

1. Response to questions submitted by prospective offerors:

Question:

1. On page 4 of Section 01200, a material breakdown based upon soil analysis samples in the project area is given, although the soil samples are not provided in the specification. Can the geotechnical sample results be made available before the bid?

Response:

1. Please see the attached file which provides the grain size distribution and sample locations.

Also note that Section 01200 Technical Specifications – paragraph 4 CHARACTER OF MATERIALS - sub-paragraph b has been changed to read:

“Based on analyses of samples taken in the vicinity of the project area, the character of materials to be dredged is an average of 9.04% gravel, 89.7% sand, 0.18% silt, and 1.12% clay in the Bayside section (Basic work) shoals and an average of 16.4% gravel, 82.3% sand, 0.10% silt, and 1.17% clay in the East section (Option-1 and Option-2) shoals.”

2. Will acceptance of the project area be based upon single or multi beam surveying?

Response:

2. The acceptance of Option Areas 1 and 2 (Line Item 0004 and 0005) will be based upon multi beam surveying.

The acceptance of the Basic Work Area (Line Item 0002), within the Federal channel limits, will be based upon multi beam surveying. The acceptance of the bank of the Basic Work Area may be based upon single beam survey to define the shoal.

3. The notice to mariners and notification to the Coast Guard for buoy removal must be made at least 30 days prior to the start of dredging. Time for notifications found on page 73 and 69, respectively. However, the base project must be completed within 15 days of the notice to proceed (Section 00800, page 59).

Would the USACE considered shortening the notification time or extending the working period?

Response:

3. It is a requirement that 30 days notice be given to the US Coast Guard prior to the relocation of any aids to navigation that have been established by the Coast Guard. If necessary, the USACE will give the contractor sufficient time to provide the Coast Guard with the required notice, between the contract award and the notice to proceed.

It is a requirement that 10 days notice be given to the US Coast Guard prior to the commencement of dredging.

Note that Section 00800 Special Contract Requirements – paragraph 27 NOTICE TO MARINERS has been changed to read:

“The Contractor shall, prior to commencement of work, notify the 1ST Coast Guard District, Aids to Navigation Officer, of his proposed operations including location and duration of operations and request that the information be published in the “Notice to Mariners.”

This notification must be in sufficient time so that it appears in the Notice at least 10 days prior to the commencement of the dredging operation.”

4. Please clarify the specifications required for disposal monitoring (silent inspector and on board inspector) should a hopper dredge be used for the contract.

Response:

4. The specifications required for disposal monitoring have been outlined in Section 02900 of this solicitation.

Also note that Line Item No 0003 on page 7 of the solicitation has been changed to read “Black Box Monitoring Unit – See Section 02900”. The term “Silent Inspector” has been deleted from this Line Item.

SECTION 00010 - SOLICITATION CONTRACT FORM
