REQUIREMENT DESCRIPTION
Project: The proposed 1 year with 3 additional option years contract is to provide environmental services to the Defense Logistics Agency (DLA) Defense Supply Center Richmond (DSCR) Environmental Restoration Program. DSCR is also known as DLA Weapons Support and is the headquarters for DLA Aviation and home to a variety of other DLA, Department of War, and other federal organizations. The installation is eight miles south of the City of Richmond in Chesterfield County, Virginia. The United States Environmental Protection Agency (EPA) placed DSCR on the National Priorities List in 1987.
Since 1990, DLA has implemented an environmental restoration program at DSCR under a Federal Facility Agreement with the United States Environmental Protection Agency (EPA) Region 3 and the Virginia Department of Environmental Quality (DEQ).
Past industrial operations at the installation have resulted in the use, storage, management, inadvertent release, and/or disposal of hazardous materials, such as chlorinated solvents, petroleum products, and wastewater treatment sludge. In addition, past storage operations at the installation have led to the accidental release of these and other hazardous materials, such as PAHs, pesticides, petroleum hydrocarbons, PCBs, and metals.
Since 2000, DSCR has been integrating RIs and Focused Feasibility Studies for source and groundwater OUs. RI/FFSs have been conducted as part of a comprehensive, installation wide completion strategy recognizing the interdependence of soil and groundwater impacts. This strategy involves:
• Eliminating or reducing continuing sources of impacts through removal or treatment
• Controlling migration in the environment using natural and engineered controls
• Using institutional or engineered controls to limit the exposure of impacts that could pose an unacceptable human health or ecological risk
