Project Title: Carpet Cleaning for Northern Virginia and Southern Maryland
The following have been added:

1. Question: Do these spaces have furniture that needs to be moved?
Answer: Yes, chairs and portable tables as most of the furniture is affixed to the floor.
2. Question: Is there access to water?
Answer: Yes, through the janitor’s closet.
3. Question: What floor levels are these spaces?
Answer: The spaces are on the ground floor.
4. Question: Do we know the last time these areas were cleaned?
Answer: The areas were cleaned approximately six (6) months ago.
5. Question: Would the cleaning activities be restricted to anytime of the day?
Answer: All cleanings must take place during normal business hours as depicted on the PWS.
6. Question: The Performance Work Statement includes the following statements: "Services shall be performed only by using a truck-mounted unit outside the facility with only the hose and wand brought inside the office.
“Rug Doctor Machines” or machines similar to a “Rug Doctor” are prohibited."
Answer: We have interviewed several experienced carpet cleaning companies and have been told that they use portable carpet cleaning systems that are much more efficient and cost effective than the Truck Mounted units referenced in the PWS. The business owners state that this is particularly true when the office locations are not close to an exterior door, close to which the Cleaning Truck can be parked. One business owner referred me to a product called the Mytee Breeze Carpet Extractor that they use, with great success. Please see the attached photo of the product from the Mytee Breeze Carpet Extractor website.
7. Question: Are we allowed to offer alternative carpet cleaning systems, if there is evidence that we can offer potential to save time and cost to the Government?
Answer: Yes, if it’s not a Rug Doctor or Bissell carpet cleaning system that can be rented from local retailers.
8. Question: There is no SF-1449 or SF-1442 Cover Sheet with the Solicitation. Is there specific information, the Offeror must provide on a Cover Page in lieu of using an SF-1449 or SF-1442 Form?
Answer: No there isn’t an attached SF1449 and SF-1442. Official business name, SAM registration information to include CAGE Code/UID Number.
9. Question: The Solicitation clearly requires 52.204-26 COVERED TELECOMMUNICATIONS EQUIPMENT OR SERVICES - REPRESENTATION. Is FAR 52.204.8 Annual Representations and Certifications Alt 1 (Mar 2023) also required as part of the Proposal?
Answer: No, it is not required as it was not listed in the combined synopsis/solicitation.
10. Question: We would like to know if this is a brand new contract or if there is (was) an incumbent performing these services.
Answer: The previous contract is W912DR22P0048.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial products or commercial services. Section M - Evaluation Factors for Award
Evaluation Factors
1. Technical Acceptability – To be technically acceptable, the Offer must provide information as specified in the attached Scope of Work. Each submittal will be evaluated to ensure requirements are met. The responsiveness and quality of information delivered by the Technical Service Department contacts provided shall also be considered in evaluating technical acceptability.
The following Technical Factor Ratings are used for evaluation and award will be made with appropriate consideration based upon the evaluation factors described below:

2. Past Performance – The evaluate of past performance will be used as a means of evaluating the relative capability of the offeror to successfully meet the requirements.
(i) The evaluation will first determine whether the quoter’s past performance is recent and relevant, then determine how well the quoter performed.
(a) Recent. Performance was conducted within two years of the solicitation close date.
(b) Relevant. Performance pertains to carpet cleaning services.
(ii) The Government may verify past performance information and may contact some or all of the references provided, and the collected information received through questionnaires, telephone interviews, and existing data sources to include but not limited to the Contractor Performance Assessment Reporting (CPARS). While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the offeror.
(iii) If a offeror has no record of relevant past performance, or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror will received a neutral rating.

3. Price – The Government intends to evaluate quotes and make the award IAW FAR 15.402. The Government may require additional pricing information to assist in determining the extent to which the price is fair and reasonableness. Offers with an omission or unclear quote may be judged to mean the contractor does not fully understand the requirements or understand what it takes to meet the requirements, regardless of the proposed price and will be rated unacceptable. In that case, the offeror may be found ineligible for award. The Government reserves the right to ask questions of offerors if the Contracting Officer determines them to be necessary. The Offeror’s price will be evaluated to determine price reasonableness; no rating will be given. Award will be made for the lowest-price, technically acceptable offer.
