Questions and Responses for Raystown Lake Project, Forest Herbicide Services Question 1:

There is no information on the size of each block nor a total quantity of acreage – without that we cannot determine a timeframe for completion of work. The type of terrain and other environmental factors for each block is not provided. The specific chemicals and the rate of application is critical information for a quote. Also, viewing the blocks prior to quoting is absolutely necessary for the type of trucking and equipment we use in such work.

Answer 1 –Part 1- Size As stated in the solicitation, section B.

Area 1: 204.57 Acres Area 2: 700.20 Acres In the PWS there is a breakdown of the treatment areas The contractor shall treat a total of approximately 904.76 acres contained within numerous spray blocks throughout the Project. Spray blocks are broken out into two (2) line items, linear treatment areas and polygon treatment areas.

The Government estimates a total of 904.76 acres, consisting of numerous spray blocks, are proposed for treatment.

The treatment areas consist of roadways, forest mowing units, and silvicultural treatment areas. In general, the treatments areas are low-use recreation areas, where proper and careful herbicide application is essential to allow the establishment of desirable native tree species.

Answer 1-Part 2 Terrain As noted in the SOW, the Government estimates a total of 904.76 acres, consisting of numerous spray blocks, are proposed for treatment. The treatment areas consist of roadways, forest mowing units, and silvicultural treatment areas. In general, the treatments areas are low-use recreation areas, where proper and careful herbicide application is essential to allow the establishment of desirable native tree species.

Answer 1-Part 3 Chemicals As noted in the SOW- Chemical Required in the solicitation: Herbicides: Sulfometuron-methyl (Oust XP or equivalent) – minimum 75% of active ingredient

Answer 1-Part 4 Application As noted in the SOW, Contract shall run from date of award through May 31, 2023. All sprayings shall be completed from March 1 – April 15, 2023. Spraying will be prohibited any time the Palmer Drought Index for the county in which a spray block is located is negative two (–2) or lower, or during the period of hard frost. The Government and Contractor will work together to determine the exact application start date and the time period that application may take place.

Answer 1-Part 5 Equipment As noted in the SOW, a pesticide Application Business License - The Contractor must show proof of a valid Pesticide Application Business License issued by the Pennsylvania Department of Agriculture (PADA) in the category appropriate for ground spraying of forests.

All equipment to be used in or upon any spray equipment must meet all state and federal safety regulations. Spray equipment must be able to complete the project in adequate time. Spray equipment must be capable of applying herbicide a minimum spray width of 40 feet from each side of the machine for a total of 80 feet and 15 feet in height in open conditions. Consecutive spray passes must obtain coverage of the vegetation to a height of 15 feet which will result in some double application in the zone where 2 passes overlap. The spray rig must be capable of navigating the terrain and forest conditions specified in this contract. This requires a machine capable of traversing through and over downed trees and rocks. The Government reserves the right to reject any piece of equipment that in its opinion will not adequately complete the job.

Answer 1-Part 5 Site Visit This is a resolictation so there is not another tour however the land is open to the public, so you are able to view the treatment areas prior to bid.
