About this file

This document outlines requirements for a federal construction contract opportunity at Tioga-Hammond Dam in Pennsylvania. The solicitation, number W912DR22B0015, is a small business set-aside to provide services for installing and removing bulkheads at the dam's low flow ports. Work will involve using a crane to place and remove bulkheads, then pumping water to allow for underwater inspections of gates. Similar tasks are described for inspection of two outlet conduits at Hammond and one at Crooked Creek. Offerors must be able to complete all tasks within specified timeframes. The Army Corps of Engineers Baltimore District is the contracting agency. A pre-bid site tour will be held to allow potential offerors to view the project locations and ask questions.

HAMMOND & CROOKED CREEK VISUAL INSPECTION – BID OPTION

GENERAL

Optional Bid Line Item No. 0003 is for on-site crane support, pumping and additional related measures as described herein for Hammond & Crooked Creek Gates Visual Inspection located at Tioga Hammond Dam.

Work generally entails the insertion of bulkheads by crane and subsequent dewatering by pumping. At the Hammond outlet works, there are two, side by side outlet conduits, each of which requires insertion of two bulkheads (work to be performed one conduit at a time). At the Crooked Creek outlet works there is one conduit with a single bulkhead. The purpose of the work is so that Government inspectors can enter the dewatered areas after bulkhead insertion in order to perform inspection of service gates within these areas.

DESCRIPTIONS/SPECIFICATIONS/PERFORMANCE WORK STATEMENT

This work will occur at:

Tioga Hammond Dam – 667 Tioga Hammond Lane, Tioga, PA 16946

Drawings are attached for reference.

The Tioga Hammond Dam is located in Tioga, PA. The main access route to Tioga Hammond Dam from the south is via US-15 N and taking the PA-287 S exit. PA-287 S becomes S Main St, continue on S Main St toward Tioga Hammond Dam.

The Contractor should verify road restrictions with Pennsylvania Department of Transportation and/or local municipality for transport route issues in the performance of this work. Worker parking shall be coordinated with USACE onsite personnel at Tioga Hammond.

1. SCOPE OF WORK

The Contractor shall furnish all personnel, vehicles, equipment, materials, and supplies necessary to execute work as described within the scope of work and Drawings provided.

1.1. GENERAL

The Contractor shall provide all necessary supervision, labor, personnel, materials, supplies, products, parts, tools, equipment, vehicles, and transportation required to complete the following tasks below:

1.1.0. TASKERS

1.1.1. Task 1 – Hammond Outlet Works Cover and Beam Removal

The Contractor shall remove the storage pit hatch covers and bulkhead lifting beam (see reference drawing 0168-1). The hatch cover is aluminum and the lifting beam weighs approximately 1,400 lbs.

1.1.2. Task 2a – Gate Slot Underwater Camera Inspection

Contractor to provide underwater camera inspection of slots to ensure slots are free of debris prior to bulkhead placement. Contractor to assume dam operator may need to perform gate openings to flush any observable debris from slots. Assume that an inspection of each slot will occur before flushing and after flushing.

1.1.3. Task 2b– Hammond Bulkhead Removal and Placement at HF1 Location

Upon completion of Task 1, remove all two bulkheads and place them on either side of the service gate – HF1. The bulkheads weigh approximately 7,000 lbs each.

1.1.4. Task 2c – Pump to Keep Inspection Area Dry

The area of inspection is under water, so it will need to be pumped relatively dry. The area of pumping dimensions (length, width, height) is 20 ft x 8’-4” x 11’-6”. See drawing 0168-1, sheet 138, for details of the area of water to be pumped. The water can be pumped to either side of the weir. The contractor shall provide pumping the stored water as well as leakage at the bulkhead seals. Contractor shall anticipate measures such as placement of sawdust into lake to plug leaks should it be required.

The top of weir elevation is 1101’, and the bottom elevation of the inspection area is 1058’. See drawing 0168-1 for details.

The Hammond Lake elevation is approximately 1086.5’, while the Tioga Lake elevation is 1081.5’. The area shall remain relatively dry for Government inspectors to access the sluice well to complete visual inspection of the service gates. Allow 5 hours for visual inspection.

1.1.5. Task 3 – Repeat All Tasks Identified for HF1 (Task 2) at HF2 Location

Upon completion of Task 2, perform all tasks of task 2 at HF2 location.

1.1.6. Task 4 – Store Hammond Bulkheads

Upon completion of Task 3, store the bulkheads and lifting beam back into the storage pit. Cover the storage pit with hatch covers.

1.1.7. Task 5 – Crooked Creek Bulkhead Camera Inspection and Deployment

After completion of Tasks 1 – 4, the Contractor shall travel over to the Crooked Creek Intake Structure to deploy the Crooked Creek Bulkhead. The bulkhead is currently dogged off, see Appendix drawing Crooked Creek Bulkhead Intake Structure for details. The bulkhead shall be lowered to elevation 1064.5. The bulkhead weighs approximately 2300 lbs.

Contractor to provide underwater camera inspection of slots to ensure slots are free of debris prior to bulkhead placement. Contractor to assume dam operator may need to perform gate openings to flush any observable debris from slots. Assume that an inspection of each slot will occur before flushing and after flushing.

After insertion of the bulkhead, the gate will be partially opened to drain water trapped between the bulkhead and gate so that Government inspectors can access the area. The contractor will, however, be required to provide a pump to remove any significant amount of water that enters the area by leakage around the bulkhead. The contractor shall also anticipate that measures such as placement of sawdust into the lake to plug leaks at the seals may be required. Allow 4 hours for visual inspection.

1.1.8. Task 6 – Removal of Crooked Creek Bulkhead for Storage

The bulkhead shall be removed and transported to an area designated by the Dam Operator for storage (Government plans to perform maintenance on the bulkhead).

1.2. LIMITATIONS

At Tioga Hammond dam, there are weight restrictions in the work area. Due to the weight restrictions, the crane size is limited to a 35 ton mobile crane at the dam site.

a. Appendix: Bid Option – Hammond & Crooked Creek Visual Inspection Reference Drawings & Photos

1.4. ADDITIONAL REQUIREMENTS

The Work shall meet the requirements of the Division 01 specifications of the Contract.
