PERFORMANCE WORK STATEMENT
REMEDIAL INVESTIGATIONS FOR PER- AND POLYFLUOROALKYL SUBSTANCES (PFAS)
IMPACTED AREAS AT
ARMY INSTALLTIONS IN THE NORTHEAST REGION (PBA 21)
Revised (2): 08 September 2021
PART 1
GENERAL INFORMATION
1. General: This performance work statement (PWS) is for conducting Remedial Investigations (RI) of per- and polyfluoroalkyl substances (PFAS) contamination with options to conduct feasibility studies at 11 U.S. Army installations. Associated with the RI and FS tasks, optional Time Critical Removal Actions (TCRA) and Non-Time Critical Removal Actions (NTCRA) will be exercised as needed. The activities conducted under this PWS shall be performed in compliance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended, the National Contingency Plan (NCP) (40 Code of Federal Regulations [CFR] Part 300), and in compliance with United States Army Requirements and Guidance for field investigations including specific requirements for sampling for PFASs. This work will be awarded as a firm fixed-price performance based task order.
Installations included under this PWS include:
1. Fort AP Hill, Virginia
2. Fort Belvoir, Virginia
3. Fort Detrick, Maryland
4. Fort Drum, New York
5. Fort Lee, Virginia
6. Fort Meade, Maryland
7. Letterkenny Army Depot, Pennsylvania
8. Picatinny Arsenal, New Jersey
9. Radford Army Ammunition Plant, Virginia
10. Tobyhanna Army Depot, Pennsylvania
11. Watervliet Arsenal, New York
1.1 Description of Services: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to complete the Contract Requirements specified in Table 2 of this PWS except for those items specified as Government furnished property and services (Reference Part 3 of this PWS). The Contractor shall perform to the standards in this Contract.
1.1.1 The Contractor shall be responsible for fully executing this firm fixed price contract under a Performance- Based Acquisition (PBA). Work to be accomplished includes, but is not limited to, conducting required environmental remediation services for which the United States Department of the Army (the “Army”) is statutorily responsible; addressing any and all environmental, scheduling, and regulatory issues; and assuming contractual liability and responsibility for the achievement of the Contract Requirements identified in Table 2 of this PWS. All the PFAS contamination associated with these sites shall be addressed including any that has migrated off the installation.
1.1.2 The Contractor shall comply with all applicable Federal, state and local laws and regulations and achieve the Contract Requirements of this PWS in a manner that is consistent with any applicable orders or permits, all existing cleanup agreements or guidance for the Installation, and relevant Department of Defense (DoD) and Army regulations, policies, and procedures, for the duration of the Contract.
1.1.3 The Contractor shall perform all the necessary environmental remediation work required to meet the contract requirements of this PWS in a manner that is consistent with CERCLA, as amended by the Superfund Amendments and Reauthorization Act (SARA), and the NCP, and helping to coordinate with all stakeholders to include the respective state regulators.
1.1.4 The sites are not suspected to contain Chemical Warfare Materiel (CWM). The Contractor shall not perform CWM work but shall be familiar with and be able to recognize CWM so he/she can stop work and notify the Army (both Contracting Officer Representative (COR) and Contracting Officer (KO) of these potential hazards.
1.1.5 Munitions and explosives of concern (MEC) may be found during the course of executing this contract based on site history. The offeror will do MEC avoidance where applicable. Should MEC be encountered, the Contractor should stop work and secure the area and notify the USACE and Army. This response will be conducted in accordance with the CERCLA and the NCP, applicable state and federal regulations, and applicable DOD, and U.S.
Army regulations, policies and procedures. Personnel completing intrusive activities at the Site must obtain a brief MEC training per the specific installation requirements. MEC considerations should be discussed in the planning documents.
1.2 Background: PFAS are a class of compounds that have been used in a wide range of industrial applications and commercial products due to their unique surface tension/leveling properties. Due to industry and regulatory concerns about the potential health effects and adverse environmental impacts, there has been a reduction in the manufacture and use of PFAS worldwide. The reduction in the use of Perfluorooctanesulfonic acid (PFOS), Perfluorooctanoic acid (PFOA), and other PFAS in the United States occurred in the early 2000s.
In May 2016, the United States Environmental Protection Agency (USEPA) issued a PFOS and PFOA Health Advisory Level (HA) of 70 nanograms per liter (ng/L). Subsequently, in June 2016, the Army issued a guidance publication for PFAS contamination assessments. In response to these actions, the third Unregulated Contaminant Monitoring Rule, and Installation Management Command (IMCOM) Operations Order 16-088, installations began initial PFAS sampling in 2016.
The Army has initiated 105 Preliminary Assessments (PA) and 76 Site Inspections (SI) across 37 states and territories, where training, maintenance, storage, administration, or recruiting activities occur. These PA/SI studies are currently being conducted under a separate contract.
Army prioritizes the SI actions according to DoD and Army policy and guidance. Those areas of potential interest (AOPIs) identified in SI reports that exceed Office of Secretary of Defense (OSD) screening levels as detailed in the OSD Memorandum of Oct 15, 2019, will undergo a RI/FS (addressed in this PWS).
The PWS covers PFAS investigations at 11 Army installations located in 5 states. Table 1 provides a list of Army Installations that require support under this PWS.
SIs are complete or underway at 76 installations between 2018 and 2021, and have identified AOPIs to assess during the RI phase. Table 1 provides a summary of the PA/SI findings at the 11 installations covered under this PWS.
Additional details can be found in the installation specific PA/SI report (see Part 3).

1.3 Performance Objectives and Standards: The Baltimore District United States Corps of Engineers (USACE) and the United States Army Environmental Command (USAEC) are requesting environmental services as described in this PWS. The Contractor shall be required to furnish all plans, labor, materials and equipment necessary to meet the performance objectives and standards identified in Table 2 below.
