Multi-Discipline Architect/Engineering (A/E) Indefinite Delivery/Indefinite Quantity (IDIQ) Contract for the East Campus Integrated Program Office
W912DR21R0019
# Question/Response 1 Question: Please confirm if there are any specific security requirements for the Prime or
Subconsultants including possession of an active FCL or personnel clearances.
Additionally, please confirm if this contract will be subject to the specific safeguarding requirements for controlled unclassified information (CUI) as found in DFARS 252.204- 7012.
Response: Although this requirement is for work on Fort Meade, it does not require the Prime or Subconsultants to have an active FCL or personnel clearances.
The contract will include and be subject to the safeguarding requirements found in DFARS 252.204-7012. This contract will include documents marked with the legend “For Official Use Only” and “FOUO”. For the purposes of this contract, such documents shall be treated as “covered defense information” as that term is defined in clause 252.204- 7012.
2 Question: Can you please provide an estimated schedule/timeline for the ECB5 task order?
Response: The Request for Proposal on the ECB5 task order will be issued shortly after award of the Base IDIQ contract such that the task order award is anticipated later this calendar year.
3 Question: Is there a minimum number of projects that must be provided in Factor 1 beyond the two mandatory examples of CM@Risk/IDBB/ECI?
Response: No.
4 Question: Please confirm that the Offeror should submit a maximum of seven (7) projects total in Factor 1 for the combined prime and subconsultant team, and clarify if Section F projects performed by the prime will be given more weight in evaluation than those performed by subcontractors.
Response: Confirmed that a maximum of seven (7) projects are to be submitted. The selection criteria are focused on identifying the most highly qualified firm (and its subcontractors) to design ECB5 and work with the Government and the Construction Contractor in an ECI acquisition strategy. Provide example projects which best illustrate the proposed team's qualifications for this IDIQ contract and complete one Section F for each project.
5 Question: In addition to the resumes required for key personnel in each key discipline identified in Factor 2, please clarify if resumes for other subconsultant disciplines that the Offeror believes are necessary for this contract will also be evaluated.
Response: Resumes for other subconsultant disciplines that the Offeror believes are necessary for the contract may be submitted and will be considered during evaluation.
6 Question: Is it acceptable for the Offeror required to provide one (1) or two (2) additional alternate resumes for each key discipline outside of the first required alternate?
Response: Two (2) resumes for each "key discipline" are required. Up to two (2) additional resumes per "key discipline" may be submitted for consideration either for ECB5 or for task orders beyond the ECB5 design. In addition, the Offeror may submit resumes for other disciplines which were not identified as "key disciplines" in this combined synopsis/solicitation. Synopsis updated to clarify.
7 Question: Should CPARS and/or PPQs be included in the Offeror’s submission, attached separately, or sent separately by the evaluators?
Response: CPARS and/or PPQs shall be included in the Offerors SF330 submission in the order the projects are presented. Synopsis updated to clarify.
8 Question: Is it acceptable for the Offeror to submit previously completed CPARS and/or PPQs? And if yes, is there a limit on when the CPARS and/or PPQs were completed?
Response: Yes, it is acceptable. There is no limit on CPARS, however PPQs completed by the evaluator within the last year is acceptable.
9 Question: Can the electronic copy of the submission be included on a USB flash drive instead of a CD?
Response: No, USB flash drive is not acceptable.
10 Question: Please confirm if the entire submission should be completed in SF330 format, excluding the cover sheet and letter, tabs, and past performance evaluations.
Response: Confirmed.
11 Question: Please confirm if Section H should be complete fully in 11x17 format, or if the intent is to indicate that individual pages may be of that size when appropriate to the content and will be counted as a single page.
Response: Intent is to indicate page limit. When appropriate, use 11x17 format, such as for Organization Charts.
12 Question: Factor 2 Professional Capabilities: Two (2) resumes are required for each key discipline, one (1) leader and one (1) alternate. Two (2) additional resumes per key discipline may be provided as alternates. Will doing so yield a higher score in the evaluation?
Response: Two (2) resumes for each "key discipline" are required. Up to two (2) additional resumes per "key discipline" may be submitted for consideration either for ECB5 or for task orders beyond the ECB5 design. In addition, the Offeror may submit resumes for other disciplines which were not identified as "key disciplines" in this combined synopsis/solicitation. The selection criteria are focused on identifying the most highly qualified firm (and its subcontractors) to design ECB5 and work with the Government and the Construction Contractor in an ECI acquisition strategy. The overall team presented within this Factor will be evaluated and extra consideration will be given for those who have demonstrated experience in Early Contractor Involvement or Construction Management at Risk (or collaborative experience working with construction firms).
13 Question: Factor 2 Professional Capabilities: The communications engineer shall be a licensed professional engineer and Registered Communication Distribution Designer (RCDD). For the communications discipline, RCDD is the official certification not PE, therefore will RCDD only be acceptable and scored equally?
Response: RCDD or PE with substantial experience in communications distribution design is acceptable.
14 Question: Factor 2 Professional Capabilities: Are offers required to submit a resume for any proposed “key personnel” in order for them to be evaluated regardless of whether or not they represent one of the “key disciplines” listed as follows: Program Manager, Project Manager, Architect, Mechanical Engineer, Electrical Engineer, Fire Protection Engineer, Structural Engineer, Anti-Terrorism/Force Protection / Blast Engineer, Civil Engineer, Communications Engineer, Interior Designer, Cost Engineer, Commissioning Specialist, Lead Sustainability Specialist.
Response: Resumes must be submitted for the key personnel which are identified by those 14 "key disciplines". Resumes do not need to be submitted for the other registered and licensed personnel identified in this Factor such as the landscape architect, traffic engineer, land surveyor, certified industrial hygienist, etc.
15 Question: SUBMISSION REQUIREMENTS: Indicates that “...Section H may be 11”x 17” and will count as one page per printed side”. Please clarify the intent of this section to be entirely 11x17 or if allowed to include 11x17 as needed (not to exceed number of pages) to support the offers response.
Response: Intent is to indicate page limit. When appropriate, use 11x17 format, such as for Organization Charts.
16 Question: SUBMISSION REQUIREMENTS: Please clarify if the submission of the Small Business Participation Plan (SBPP) is required to be both hardcopy (bound in each of the three (3) copies) and one (1) electronic copy.
Response: Correct, submission of SBPP shall be both hardcopy and electronic copy.
17 Question: In Factor 2 – Professional Capabilities, can you please clarify if you are looking for one or two alternate resumes for each key discipline. There are conflicting sentences in the section.
“The offerors shall identify and provide the resumes of the design leader and one alternate for each key discipline proposed for the ECB5 team.”
“Two (2) additional resumes per key discipline may be provided as alternates for ECB5 or for other potential task orders.”
18 Question: If a joint venture is pursuing this contract and the firms worked on different aspects of a project under different task orders, can the firm that is not featured in the project description show the project in the G matrix if a distinction is provided to clearly indicate that the personnel were not associated with the task order highlighted? For example, if one firm prepared the DB RFP and the other was the designer of record?
Response: The Matrix in Section G is intended to graphically depict which key personnel identified in Section E worked on the example projects described in Section F. If an individual did not work on the project as described in Section F, then they should not be marked as having worked on it in the Section G matrix even if a distinction is made that they did not work on the task order highlighted. Instead, the experience can be documented either in the resumes of the key personnel presented in Section E as one of the relevant projects and/or presented as Additional Information within Section H.
19 Question: Paragraph one under Factor 2 indicates that the firm must have registered and licensed personnel including 21 different disciplines. The second paragraph under the same factor lists key personnel that must be provided, but only includes 14 key disciplines. We assume all should be shown in the organization chart to document the qualifications. Are resumes required for the list of 21 disciplines or just for the 14 key personnel listed in paragraph 2?
Response: Resumes must be submitted for the key personnel which are identified by those 14 "key disciplines". Resumes do not need to be submitted for the 21 identified registered and licensed personnel unless it is a key discipline. The organization chart can be used to document the qualifications.
20 Question: Can the submission be hand delivered and if so what, if any, are the constraints with hand delivering to your site?
Response: Yes, hand delivery will be accepted in accordance with the required deadline of 11AM EST on 12 May 2021 to Contract Specialist, Sierra Marshall. Delivery POC shall have photo identification and may be subject to security screening (metal detectors).
Please notify the Contract Specialist of your intended arrival date/time via email at sierra.s.marshall@usace.army.mil prior to hand delivery.
