RFI Questions and Responses

Q1: Section 1.0.6, “The Contractor shall provide a full-time superintendent and site safety and health officer. The role and cost will be negotiated on a task order by task order basis.” It is believed that task orders will vary in size and / or complexity, when feasible, will the contractor be allowed to dual hat its CQC System Manager and the SSHO?

A1: Yes, the CQC System Manager and the SSHO responsibilities may be fulfilled by one person.

Q2: The solicitation is vague regarding the payment and performance bond requirements. Will the entire contract capacity of $8M be bonded up front or will the individual task orders require separate bonds? Can we assume any task order less than $150k will not require a bond?

A2: Payment and Performance bond requirements will be separate bonds based on the individual task orders.

Q3: There is currently a unit pricing schedule provided in the Solicitation. Are bidders to provide pricing for the “Sample Project”? Section 00 60 00 – Project Form is not clear. Please clarify what specific category is expected on this form? i.e., equipment, material, labor etc.

A3: Bidders are to provide pricing for the sample seed project. A revised price schedule is attached to this addendum.

Q4: Section 1.0.2 Place of Performance, “The work will be performed for the United States Army Corps of Engineers (USACE) within the boundaries of the Baltimore District with the primary work performed at Washington Aqueduct, Washington, District of Columbia.” This implies that this SATOC may occur at multiple sites. Please identify other potential location(s) within the Baltimore District that work could take place?

A4: The Washington Aqueduct has an intake at Great Falls, MD, pumping station in Bethesda, MD, and four reservoirs, two treatment plants and a residuals processing facility in Washington, DC. The Washington Aqueduct also operates and maintains force mains in Virginia from Key Bridge to Regan National Airport.

Q5: Will the Washington Aqueduct provide as-built drawings of the Chemical Building AHUs, Chillers, and existing Control Systems?

A5: Yes, the Washington Aqueduct will provide the as-built drawing that should be field verified by the contractor.

See Note a in the scope of work.

Q6: Will Temporary Chillers and AHUs be required during construction?

A6: No, there is currently enough cooling capacity with two chillers running and temporary AHUs are not necessary.

Q7: What is the brand of the current Fire Alarm System and who is the preferred Fire Alarm Contractor by the Washington Aqueduct?

A7: Fire protection is not part of this scope of work. Washington Aqueduct’s fire protection contractor will provide the relay for wiring between HVAC and fire protection control systems.

Q8: A bid guarantee is requested per FAR 52.228-1 but I cannot find reference to the amount I should use for the bid guarantee or the percent of the bid price. Are we using the minimum award number of $2,000,000 as the amount or are we using the value of the seed project? Then, what percentage should we use?

A8: Far 52.228-1 has been edited and applies to the maximum award amount of $8,000,000.

Q9: Please provide additional guidance on NOTE D – damaged insulation - what do you mean by in the vicinity?

Would like a defined footage or photos of all the exact locations you consider damaged.

A9: In this case, assume “in the vicinity” to be within 10 feet.

Q10: Please provide photos of AHU 8 A10: Please see the attached pictures. AHU #8 has been shown on the drawings too.

Q11: Please provide most recent set of as-built drawings for entire building – at a minimum mechanical & electrical system.

A11: The Washington Aqueduct will provide the as-built drawing that should be field verified by the contractor. See Note a in the scope of work.

Q12: For all equipment to be replaced, please provide – make, model and serial #’s.

A12: This information was made available during the two site visits but make, model and serial numbers of the equipment are not available now.

Q13: Section 1 – B – Provide a cost for all parts required to remove and replace and bring HVAC system into operation and complete this project. Please clarify the term – ALL PARTS. We can provide price to demo existing and install new on all equipment included in scope and have Siemens perform task as outlined. Based on take away from site visit and Section 2-A, we are only responsible to connect new equipment to existing pipe. To me this remains same issue as mentioned during site visit in that a more defined scope is necessary for all bidders to be on an even playing field.

A13: The deliverable for Task 1 is a report which will have the cost estimate for the recommended repairs and testing and balancing results beyond what is scoped in Tasks 2-8. The cost to develop the report in Task 1 should be part of your overall cost proposal.

Q14: Section 7 – A – Clean Ducts – can only price off the accuracy of the as-builts that are being requested in question 2 of this document.

A14: The Washington Aqueduct will provide the as-built drawing that should be field verified by the contractor. See Note a in the scope of work.

Q15: Please provide more details to schedule / sequence this work. There is no indication of how many chillers need to be up and running to meet building requirements. We have no understanding of office / labs that will be impacted by AHU replacement. Will weekend work be required? How long can the systems be shut down? This type of information is required to run an efficient project. We need parameters set so we have an even playing field to bid seed project. Example – bid all work as normal hours & no restrictions on areas (labs, office space) that can be shut down to allow for work to be performed. Per site visit we are to deal with the scheduling / sequence options in our Technical approach.

A15: For the sample project, please assume work will be performed during normal hours. As mentioned in the SOW; “Normal duty hours for work shall be from 6:00 a.m. to 6:00 p.m., Monday through Friday. Request for additional work hours shall require written approval from the Government 3 days in advance of the proposed work period.” Currently one 135-ton and one 75-ton chiller are working and this is sufficient for climate control for the lab and office space. The services for each AHU mentioned on the drawings (AHU# 3 and AHU#4) are for lab area.

The chillers have a common header so please assume there are no work restrictions. The technical approach should detail a schedule and sequence provided by the contractor and any assumptions that were made so as not to disturb the operations of the plant.

Q16: Will building be occupied during the project?

A16: The building will be occupied during the project.

Q17: Section 4 – B – Check and repair the other two (2) ahu’s (3 & 4). Replace. There is no way to give you a hard price to repair. Would a cost to perform an evaluation of the AHU’s be acceptable? Until an evaluation is performed there is no way to put a hard number on this request.

A17: Please see SOW item 1a, 1b, and 1c, “Initial Testing and Balancing.”

Q18: Is it appropriate to assume on equipment replacement that the only requirement is to replace equipment and make connections to the existing piping & duct work?

A18: Correct. Any other assumptions on the sample project should be stated in the technical approach of the proposal.

Q19: Please provide additional guidance on NOTE E – clean and repaint all previously painted areas. What do you mean by in the vicinity? Would like a defined footage or photos of all the exact locations you consider damaged.

A19: The intention of Note E is to ensure the area surrounding the work is left in clean condition. In this case, assume “in the vicinity” to be within 10 feet.

Q20: 52.216-19 ORDER LIMITATIONS (b) Maximum order (1) Any order for a single item in excess of $2,000,000. Is it the Government’s intent to award the sample project as a single or multiple task order(s)?

A20: The intent for the sample project would be to award it as a single order.

Q21: Amendment 0003 2.1.1 Past Performance in Relevant Projects, “At least three (3) projects must clearly demonstrate the Prime Offeror’s performance as a Prime contractor in a construction project.” Will the Government take into consideration a subcontractor’s “turnkey project” that meets the required relevancy for this factor for evaluation?

A21: No, the past performance of a Prime Offeror as a Prime Contractor for relevant projects will be evaluated.

Q22: Will the Government post a copy of the visitor’s sign-in sheet for both site visits?

A22: The following companies sent representatives to the site visits:

SECTION 00 21 16 - INSTRUCTIONS TO PROPOSERS

The following have been modified:

52.228-1 BID GUARANTEE (SEP 1996)

(a) Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid.

(b) The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier's check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States.

The Contracting Officer will return bid guarantees, other than bid bonds, (1) to unsuccessful bidders as soon as practicable after the opening of bids, and (2) to the successful bidder upon execution of contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the bid as accepted.-

(c) The amount of the bid guarantee shall be 20 percent of the bid price or $3 million, whichever is less.-

(d) If the successful bidder, upon acceptance of its bid by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the bidder, the Contracting Officer may terminate the contract for default.-

(e) In the event the contract is terminated for default, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference.
