About this file

This document provides an amendment to a solicitation for maintenance dredging services. The amendment revises the response to a request for information question regarding survey criteria for acceptance and volume computations. A 25-foot by 25-foot cell size average posted to the cell center will be used for both acceptance and volume computations. The survey manual referenced in the specifications is also updated. The related federal contract opportunity is for maintenance dredging of the Cape Henry Channel in Virginia, Baltimore Harbor, and channels. The work involves removal of approximately 2.35 million cubic yards of material using a hopper dredge, to be placed in the government-furnished Dam Neck Ocean Disposal Site. The estimated cost is up to $20 million and performance period should not exceed 160 calendar days from notice to proceed.

Response to Request for Information (RFI)

Question:

Based on past lengthy debates and experience here (especially along the toe), it is vital that all contractors know what the survey criteria will be for acceptance. We understand that you have the flexibility to conduct single or multi beam surveys. However, if multibeam is to be used for acceptance, contractors need to know the criteria (spacing grid), i.e. 25’x25’ Average Sounding for acceptance and 25’x25’ Average Sounding for volume computations. The Corps EM1110-2- 1003 (2013) Survey Manual only provides recommendations. Can you please identify via an amendment what the Pay Volume Computations and Acceptance grid size and criteria will be (??ft x ??ft, average, cell centered, xy, etc.)?

Response: Revised Response to ProNet RFI # 9361788 (Change highlighted in red)

This new text supercedes ALL previous replies.

The Government intends to perform pre-dredge and post-dredge surveys of the channels utilizing multi-beam (400kHz), or single-beam (200kHz) transducers. However, the Government reserves the right to take soundings by any method deemed necessary. A 25-foot by 25-foot cell size average posted to the cell center will be used for acceptance and volume computations.

Additionally, the survey manual referenced in the specifications is outdated, and should be the
