1.2. Services. Every effort has been made to fully and completely describe the specifics of the limits, locations, and type of service required for each area of service in the following paragraphs. However, there may be questions that may not arise until the contract is actually in progress. In this regard, offerors are advised that it is the intent of these specifications to require the contractor to provide ALL grounds keeping services for each area. The intent of this contract is to provide a neat and presentable appearance to the visiting public at each location, considering each location as a whole rather than the sum of its separate parts. No distinction is to be made between the relative importance or quality of any of the services. For example, an excellent mowing is of no value if the trim work is sloppy. The sloppiness is what stands out. Similarly, if the mowing and trimming are excellent but paper plates, cups, etc., have been mowed over rather than picked up beforehand, the resultant litter spoils the entire effect and negates the excellent mowing and trimming. Upon completion of work, there shall be no clippings or gravel on any paved or concrete surface.

Special care shall be exercised to avoid damaging trees, shrubs, private property, buildings, electrical boxes, or other facilities during the mowing or trimming operations. Replacement of trees or shrubs destroyed by mowing or trimming operations shall be required. Replacements shall be balled and burlapped nursery stock of a species approved by the Project Operations Manager and shall be planted in an approved fashion and location. The contractor shall protect from damage all existing facilities, buildings, fences, signs, etc. and will repair or restore any damage to such facilities, buildings, fences, signs, etc, resulting from the contractors failure to exercise reasonable care in the performance of work. If the contractor fails or refuses to repair any such damage promptly the contracting officer may have the necessary work performed and charge the cost thereof to the contractor. The contractor shall exercise extreme care in the vicinity of all parking areas and protect all recreation users from injury and their property from harm and/or damage. The contractor shall be responsible directly to the damaged party for any and all such claims for damage.

1.2.1. Mowing. Mowing shall be accomplished in such a manner as to provide a neat and uniform appearance. Grass shall be cut to a smooth appearance with a height not less than two inches and not greater than three inches. The contractor shall maintain mowing blades in a sharp condition that shall provide a clean even cut. The Contractor shall inspect the grounds before mowing. In areas of wet ground, the contractor will use small push type mowers or weed eaters. Mowing with heavier equipment will not be permitted when the ground is so wet or so dry that the mowing operations will cause wheel rutting or turf damage. Any damage caused by the contractor to the turf will be repaired immediately. The damaged area shall be filled in and leveled, seeded or planted, and maintained to conform to adjacent areas. If mowing is performed in the same area by more that one machine, the cutting heights of all machines shall be adjusted to ensure uniform length of cut grass. Each mower pass will overlap the previous pass so that no strips of uncut vegetation will result. Un-mowed strips, scalping, clumping of mowed grass or other deficiencies resulting in an unsightly end product will not be acceptable and the contractor shall be required to correct these deficiencies immediately at the direction of the Operations Project Manager or the COR. Visible thatch left after mowing will be removed to prevent an unsightly brown appearance and disposed of. Immediately after completion all grass clippings will be removed from all public and Corps access walkways.

1.2.2. Trimming. Trimming will be required around all obstructions to mowing including but not limited to: picnic tables, grills, fire rings, buildings, pavilions, sidewalks, benches, curb stops, trees, shrubbery, bulletin boards, guardrail posts, gates, inlet structures, ditches, signposts, playgrounds, lantern posts, refuse containers and fences. When trimming, care shall be taken not to damage the object, particularly plantings such as trees, shrubs and flowers. Trimmed areas will match and blend the surrounding grass in height. Visible thatch left after trimming will be removed to prevent an unsightly brown appearance and disposed of. Damage resulting from the contractor’s negligence will require repair or replacement at the contractor’s expense at the direction and discretion of the Operations Project Manager or the COR. Immediately after completion all trimmings will be removed from all public and Corps access walkways.

1.2.3. Trees and Shrubbery. In all areas except the Visitor Center and Administrative Facilities, trees and shrubbery are considered to be an integral part of the general grounds keeping requirements and their care will be a subsidiary obligation of the contractor EACH time the area is serviced. However, because of the significant amount of trees and shrubbery in the area of the Visitor Center and Administrative Facilities, a separate line item has been established to address this extensive area. Offerors are reminded that the requirements for care of trees and shrubbery in the Visitor Center and Administrative Facilities area apply likewise to the trees and shrubbery in other areas. Care of shrubs will involve pruning and trimming to uniform heights, weeding of mulch beds, removal or replenishment of old mulch, (mulch will be furnished by the Government from a stockpile on site), clean up, removal, and disposal of trimmings, edging of shrub beds, weeding and grubbing of shrub beds, flower beds, etc. Care of trees will only involve weeding of mulch beds, replacement of mulch and removal of dead trees or limbs. No formal tree pruning or tree surgery will be required. The contractor shall at all times maintain the edges of botanical growth along flower beds, sidewalks, driveways and curbs keeping edges neat and symmetrically trim.

1.2.4. Policing of Trash and Impediments. It will be the contractor’s responsibility to police the areas for loose trash BEFORE mowing and trimming to avoid detracting further from an already unsightly area by mowing over litter. Additionally, the contractor will be required to empty the residue from grills and fire rings as part of this preliminary policing activity. The contractor will deposit ashes, bottles, paper and other litter in approved receptacles. The contractor will also remove litter, leaves, mowing residue, small rocks, etc., from inlet grates to assure unobstructed flow of water. After completion of other grounds keeping activity and prior to leaving for the day the contractor will sweep post hydrant drain slabs, etc., free of clippings and other residue resulting from the grounds keeping service. Grass clippings and residue shall be immediately removed from all public and Corps access walkways and pavilions after mowing and trimming.

2.0. DESCRIPTION OF GROUNDSKEEPING SERVICES BY AREA

2.1. Robert W. Craig Campground

2.1.1. Access Road. 2.2.2. Campground. From the metal gate 500 feet from the entrance station past the trailer sewage dump station, past the entrance station, through both loops of the camping area. Quantity of 13 cuts.

The following areas are SPECIFICALLY EXCLUDED from this area and are addressed separately: the Sunset hiking trails, RWCC pavilion/Recreation area and the fishing pond access path. All other areas available for public use will require grounds keeping services.

For the paved roadway portion between the entrance gate and the rear of the visitor parking area, grounds keeping will be required from and inclusive of the drainage ditch at the extreme left to the toe of the embankment on the right and everything between. Beginning at the rear of the visitor parking area and continuing along the paved roadway to the first campsite, grounds keeping will be required between, and inclusive of the drainage ditch on the left and 6 feet of mowed shoulder on the right. With the exception of the aforementioned exclusions and beginning with the first campsite, everything within the camping area proper will require grounds keeping services. (A typical campsite will be described for general guidance on services required, but offerors are strongly encouraged to visit the area prior to bidding to ascertain the full scope of work required).

For a typical campsite, police the site for trash and remove, remove ashes from the fire ring, mow the entire site including parking pad, ditches, etc., from the roadway to as close as possible to the wood line. Move the picnic table as necessary. Trim around the grill, lantern post, electrical boxes, water hydrant, and culvert mouth. No trimmings or grass clippings shall be in the playground wood chips, sandbox, and horse shoe pits. During the course of the recreational season, campsites may be occupied during the mowing cycle. Care should be given when cutting around occupied sites, and personal belongings. Communication with campsite guests to move obstructions to mowing will be done by the contractor to facilitate mowing. Remove clippings and residue from hydrant slab, grill, picnic table, and inlet drain. Repeat for next site.

Also mow within the fenced portion of the wastewater treatment facility behind the washhouse and a strip three feet wide on the outside of the fence. Trim around the fence and all obstructions. Remove leaves, litter, debris, stones, and grass trimmings from inlet grates. Weeding of play areas (by hand if necessary) will be a subsidiary obligation of the contractor. On both sides of the road and around all the campsites maintain a six foot high drip edge from encroaching vegetation to the edge of the mowing limit.

2.3. Sunset Trail. For its entire length mow and/or trim the pathway to provide a 6-foot wide walk area. Trim limbs and branches protruding into the pathway from the sides as well as eight feet above ground level overhead. 2.4. Pavilion/Recreation Area. Mow one mower width outside the roadway access and parking area. Mow/trim the steps and pathway from the entrance station to the pavilion. Mow all around the outside of the pavilion to a distance of approximately 20 feet or to the established grass line, whichever is further away. Mow everything between the pavilion and the basketball court plus a distance of 20 feet outside the limits of both sides of the basketball court. On both sides of the road, parking area, and around the perimeter of the entire area maintain a 6-foot high drip edge from encroaching vegetation to the edge of the mowing limit. Quantity of 10 cuts.

2.5. West Virginia Access Road. Police entire length of the roadway, both sides, for bottles and trash. Mow and trim the guardrail enclosed triangular intersection area at the intersection with West Virginia Route 46. Clear stones and all debris from the grate over the intersection inlet. On the right side of the road beginning at the lower end of the concrete ditch and proceeding toward the Visitor Center, mow from the edge of the roadway to the ditch. Trim vegetation around all inlets and six inches above the full length of the concrete ditch to assure unobstructed flow of water. Trim around signposts and gates. Clear stones and all debris from all inlet grates. Remove all rocks and other debris from the ditch and remove material from behind the sediment dams. Be careful that none of this debris gets into the inlets. On the left side of the road, from the intersection with Route 46 to the Visitor Center, mow from the edge of the pavement to the guardrail plus one 20-inch cut behind the guardrail. Trim around guardrail posts, signposts and gates. Trim brush and overhanging limbs to at least 10 feet above the roadway to assure sign visibility. On both sides of the road maintain a six foot high drip edge from encroaching vegetation to the edge of the mowing limit. Quantity of 13 cuts.

2.6. Howell Run Boat Launch. On the right of the road from approximately 75 feet beyond the intersection with West Virginia Route 46 proceeding toward the launch ramp, mow from the edge of the roadway to the guardrail plus one 20-inch cut behind the guardrail. Trim around guardrail posts, signposts and gate. Trim brush and obstructions to assure sign visibility. On the left of the road from approximately 75 feet beyond the intersection with West Virginia Route 46 proceeding toward the entrance gate, mow from the edge of the roadway to the guardrail plus one 20-inch cut behind the guardrail. Trim around guardrail posts, signposts and gate. Beginning at the gate, on the left side proceeding toward the launch ramp, mow from the edge of the roadway to the near edge of the paved ditch. Trim around buildings, signposts, trees and shrubs, and along both edges of the entire length of the paved ditch. Sweep trimmings from sidewalks immediately after completion. Police entire area for trash and litter and remove. Mowing and trimming included the islands in the loops at the ramp and the parking lot. Trimming is also required six inches on the hill side of the concrete ditch from the entrance to the area down to the launch ramp to assure unobstructed flow of water in the ditch. On both sides of the road and around the perimeter of the entire area maintain a six foot high drip edge from encroaching vegetation to the edge of the mowing limit. Quantity of 13 cuts.

2.7. Howell Run Picnic Area. From the intersection with the West Virginia Access Road and proceeding toward the comfort station, on the right mow from the roadway and inclusive of the drainage ditch. Continue mowing along of this ditch until it daylights at the extreme north end of the picnic area. To the left of the roadway, parking lot, and grass ditch on the right, mow all grass to the rustic rail fence plus one 20-inch cut beyond the fence. Trim around all structures, trees, shrubs, picnic tables, grills, trash receptacles, curb stops, fence posts, bulletin boards, the playground, sandbox, etc. Keep shrubs trimmed and shrub beds weeded. Empty ashes from grills. Police area for litter and remove. Remove leaves, litter and stones from inlet grates. No trimmings or clippings shall be in the playground wood chips, sandbox and horse shoe pits. Sweep trimmings from pavilions and sidewalks immediately after completion. Weed playground area. Mow guardrail flares to provide sight distance when exiting the picnic area (all the way to the gate wall plus 50 feet beyond the wall on the left side, and 50 feet beyond the intersection on the right side). On both sides of the road and around the perimeter of the entire area maintain a six foot high drip edge from encroaching vegetation to the edge of the mowing limit. Quantity of 13 cuts.

2.8. Visitor Center and Administrative Facilities.

2.8.1. General Mowing and Trimming. Because it would be impractical to specify the exact limits of mowing and trimming in this congested and confined area, offerors are encouraged to view the actual site prior to making an offer. However, a general description of the area to be mowed includes all grass that has been previously mowed in the area between the toe of the hillside behind the facilities to the right hand curb of the access road/parking lot, plus from the left hand curb to the guardrail on the left side of the road and from the guardrail to one 20-inch cut below the shrubbery on the downhill side. Also included will be one 20-inch cut behind the retaining wall at the maintenance shop, the grassy area between the Visitor Center parking lot and the dam, the grassy area between the maintenance shop and the dam, and from the roadway to the three cable guardrail across from the maintenance shop, and behind this guardrail to the top of the lower retaining wall out to the edge of the dam. Trim around any and all obstructions including but not limited to trees, shrubs, retaining walls, buildings, curbs, gutters, sidewalks, guardrail posts, signposts, fencing, streetlights, gate structures, floodlights, transformers, telephone pedestals, antenna masts, etc. Police entire area for litter and trash. Remove leaves, rocks, and litter and grass trimmings from inlet grates. Sweep trimmings from sidewalks, roadways and parking areas immediately after completion. Neatness of overall services is paramount in the area of the Visitor Center and Administrative Facilities. On both sides of the road, parking areas, and around the perimeter of the entire area maintain a six foot high drip edge from encroaching vegetation to the edge of the mowing limit. Quantity of 13 cuts.

2.9. Trimming of Shrubbery. Trimming and weeding of shrubbery, flower beds and other plantings is considered to be a subsidiary obligation of the contractor under the general mowing and trimming requirements for all other areas. However, because of the extensive planting in the area of the visitor center and project offices, three or four times per year a significant separate effort will have to be made to assure that the plantings in this area look their best at all times. For this reason, a separate line item has been established. Quantity of 4 cuts.

Sweep and remove trimmings from sidewalks, roadways and parking areas immediately after completion. Formal care of trees and shrubs will require removal or replenishment of old mulch, weeding and grubbing of shrub beds, flower beds, replacing mulch (mulch will be furnished by the Government from a stockpile on site), pruning and trimming, edging of beds, clean-up of trimmings, leaves and other litter. The Contractor shall at all times maintain the edges of botanical growth along flower beds, sidewalks, driveways and curbs keeping edges neat and symmetrically trim.

2.10. Embankment Stakes and Stilling Basin Area. There are several stakes placed at various locations in the vicinity of the dike that must be kept clear of weeds and brush. Mow or trim an area 6-foot in diameter around each stake. Similarly, the area from the road to the back wall of the tunnel outlet and one mower width alongside each wall must be mowed to provide unobstructed access to the structure. Quantity of 5 cuts.

2.11. Dike Paths. Mow parking areas and paths to the weir structures to a width of 6 feet. On both sides of the path maintain a 6-foot high drip edge from encroaching vegetation to the edge of the mowing limit. Quantity of 9 cuts.

2.12. Corps Boat Dock. Mow the 30’ x 40’ parking area and all existing mowed areas around tie lines and anchors to allow access to both the dock and the adjustment ropes. Quantity of 10 cuts.

2.13. Helicopter Landing Areas. Mow all grass between the center of the roadway and the edge of heavy brush to the center of the ditch in the area on the northeast side of the spillway. Trim around all guardrail posts and other obstructions including stockpiles of stone, sand, wood chips, pipe, etc. Trim lakeside edge of high grass around rocks beyond last mower pass. Quantity of 9 cuts.

2.14. Maryland Access Roads and Overlooks. For the access roads, mow from both edges of the roadway and inclusive of the drainage ditch or to the guardrail plus one 20-inch cut behind the guardrail, whichever applies. This includes the roadway across the top of the dike. Trim around all gates, signposts, guardrail posts, trees and shrubs. Remove rocks and litter from inlet grates. Police entire area for trash and litter and remove. Trim overhanging limbs or brush (no higher than 10 feet above the roadway) to assure unobstructed view of signs and oncoming traffic. For the overlook areas, mow all grass from the edges of the roadway to the guardrail or rustic fence plus one 20-inch cut behind the fence or guardrail, or to the center of the ditch, whichever applies. Trim around bulletin boards, curb stops, signposts, guardrail posts, fence posts, trash receptacles, tree and shrubs. Trim landscaped shrubs on downhill side of Overlook #2 to uniform height not to exceed 3 feet. Weed shrub beds as necessary. On both sides of the road and around the perimeter of the entire area maintain a six foot high drip edge from encroaching vegetation to the edge of the mowing limit. Quantity of 13 cuts.

2.15. Shaw Beach. A roughly triangular section is to be mowed bounded by the edge of WV access road beginning 150’ north of the gate entrance to the edge of the beach access road, the beach access road edge to the riprap filled drainage ditch and 150’ north of the entrance gate along the tree line to the beginning of the riprap drainage ditch. The guardrail from the WV access road to the south end of the parking lot is to be mowed/trimmed from the roadway to 20” outside the guardrail. The grassy area between the beach access road to the crown vetch line on the lakeside is to be mowed. The area between the parking lot and the lakeside riprap is to be mowed. The section containing the comfort/changing station and the playground equipment will be mowed to the upward sloping drainage line and continue along the upper tree line and downward north to the trash receptacle. The grass shall be cut from the sand perimeter sidewalk uphill for a distance of 20’. All trash in the beach area shall be picked up and deposited in the trash dumpster provided. Trim around all structures, large rocks, trees, shrubs, picnic tables, benches, trash receptacles, curb stops, sidewalks, signposts, bulletin boards, the playground, etc. No trimmings or grass clippings shall be on the beach sand and playground wood chips. Police area for litter and remove. Remove leaves, litter and stones from inlet grates. Sweep trimmings from all sidewalks immediately after completion. Weed playground area. On both sides of the road and around the perimeter of the entire area maintain a six foot high drip edge from encroaching vegetation to the edge of the mowing limit. Quantity of 13 cuts.
