SUMMARY OF CHANGES
The following have been modified:
Section 00 21 16 – Instructions to Proposers –
Delete paragraph 2.1.1 - The Offeror shall submit information on a minimum of two (2) but no more than three (3) completed projects. Each project submitted does not need to demonstrate all functional categories (structural, mechanical, and electrical work) for each individual project. Rather, to meet this factor, an offeror must submit a proposal that collectively demonstrates the offeror’s experience within all three discrete categories of work: structural, mechanical and electrical. If the Offeror’s submission exceeds the maximum project limitation of three completed projects, then the additional project(s) will not be evaluated. These projects must be of relevant scope and complexity and demonstrate a minimum completion value of $2,000,000. The Offer will demonstrate experience by the successful and contractual completion of applicable projects under this factor.
And replace with:
2.1.1. The Offeror shall submit information on a minimum of two (2) but no more than five (5) completed projects. In order to avoid traveling on Easter Sunday we are requesting the site visit day be moved to Thursday April 25, 2019.
If not can we make arrangements for a non-formal site visit at another time?

7944491 Contracting 00 21 16 - Instructions to Proposers
Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
In the Instructions to Proposers specifications Factor 1 - Experience in Relevant Projects requires the submission of a minimum of two projects but no more than three completed projects. Can the quantity of submitted projects for this factor be increased? The reason, the proposer or Team must have Elements 1 through 5 and at least 6 of 9 total elements. However, three of these elements, are specialized trades. Specifically the diving, electrical, and the painting work (especially since there are SSPC QP-1 & QP-3 requirements in the specs). Those specialized trades alone consume every possible project submission without the possible General Contractor submitting their, mechanical, building, and steel experience on their own.
A team will need to submit at least one project from their subs to gain the required experience on the electrical, diving, and painting elements with a teaming commitment letter. In order to meet the required experience elements, additional projects are needed so the remaining elements can be addressed for a Team's experience.
On: Apr 18 2019.
Government Response. . Under Section 00 21 16 - Instructions to Proposers, Paragraph 2.1.1, the requirement has changed to "...a minimum of two (2) but no more than five (5) completed projects." On:

Per drawing M-572 the material for the warm water gate wheels is stainless steel 300 series, this series include many options. Is 304ss acceptable? Also there is no requirement to quench and temper the wheels so we assume this is not required?
On: Apr 18 2019.

From talking to the state and Juanita Township , the structures are not restricted, it is the entire length of the road. They will require a bond, an agreement with a PennDOT road contractor for repairs, and any damage done during constuction to be paid for at the contractors expense. There will be more than our traffic on this road, the contractor in worse case could have to pay sign costs to repair this road , is that what the COE intends
