VALUE ENGINEERING STUDY

INDEFINITE DELIVERY/INDEFINITE QUANTITY (A/E IDIQ)

ENVIRONMENTAL SERVICES CONTRACT, NAD

Questions and Answers

31 October 2018

1. Is the Corps looking for a registered professional for Geotechnical and Environmental Engineering, a total of two individuals?

Government’s Response: We require two (2) individuals who hold their CVS certification. There is nothing in the solicitation notice that requires registered Geotechnical and/or Environmental Engineers.

2. Can you provide more information on the role of “Design/Adapt/Build Procurement Specialist”?

What is the Corps looking for in this role?

Government’s Response: What is the Corps looking for in this role? This is someone who is familiar with DB/DBB procurements.

3. In the “Description,” Section (1), Contract Information – The statement is made “Task orders will be awarded based on…..previous installation experience, including customer satisfaction, and performance and quality of deliverables under the current IDC.” Does this mean only firms who’ve worked specifically for the Baltimore District are eligible for this contract?

Government’s Response: This has been updated in the solicitation notice with that statement removed.

4. For Section (3) Selection Criteria states Subsection A, Professional Qualifications, requests resumes for a minimum of 2 CVSs, and 1 each of multiple other disciplines. Toward the end of the section the statement is made “The availability of an adequate number of personnel in the key disciplines shall be presented to insure that the firm can meet the potential of working on multiple task orders for multiple customers in the required timeframes.” This, combined with the 125-page limit for SF330 Part 1, seems to imply the District is looking for multiple resumes per discipline to demonstrate the consultant team’s capabilities. Please clarify.

Government’s Response: Yes we want to see the diversity of disciplines that you have available for the various types of work that we support.

Part B: Also Subsection A, could you please elaborate on what, specifically, the District is seeking with respect to:

i. A Realty Specialist

Government’s response: The district is seeking a person capable of analyzing and recommending alternatives associated with Real Estate and property issues for Civil Works and Military projects.

ii. A Design/Adapt/Build Procurement Specialist

Government’s Response: A person skilled in developing/ reviewing and recommending alternatives with Design Build procurements.

iii. A Program Management Specialist (i.e., what kind of Program(s), in general?)

Government’s Response: Management of programs, i.e. military construction.

5. On page 2/6, under 3 A Professional Qualifications, it states that the prime must have a minimum of two Certified Value Specialists (CVS) certified by SAVE International.

Part A: Is it absolutely required that we need two, or can we sub with a company that only has one?

Government’s Response: Yes, It is a requirement that the prime have two certified CVS's. It is not uncommon to have multiple studies in a week or back to back studies, and the prime should be able to accomplish that level of work without subbing the work out. I am concerned that handling the basic workload should not be dependent on a prime sub relationship. I believe the prime should be able to handle concurrent studies.

Part Be: If this does in fact require two, does the USACE have a list of companies that they utilize for projects, and would we be able to obtain a list of those companies to find a firm with two CVS on staff?

Government’s Response: we can provide the names of the incumbents if appropriate.

6. Section A, last sentence states “Indicate work completed under current and/or recently competed IDC’s…” Where do we need to list this information??

Government’s Response: The Synopsis was revised. This information should be included with the information provided for that Criterion.

7. Are you planning to award based on this solicitation or will there be another/more needed after this is submitted?

Government’s Response: Yes
